Utecht moved tha± the bids be referred to ti",~ark_entien for checking,
tabulation and recommendation. Seconded by Shavor and unanimously
carried.
Visitors There vas a group of 17 students from the tiorld Affairs Class at
1314
Alexander Ramsey High School present. ":?ayor Nilsen welcomed them,
explained that the Council consisted of 1 Ilayor elected fcr two
years, 3 Trustees elected for 3 years and 1 Clerk elected for tlvo
years, each of whom had a vote; plus 1 Treasurer elected for t~rro
years who was custodian of the Village monetary resources but had
no vote. Nilsen advised that the Village office is open 8 to L~:30
five days a week, and suggested that they call the office if they
felt we could help them in any way, and also urged them tE feel
free to ask questions at the meeting.

approved as submitted.
Correspond- Letter from Erickson Petroleum Corporation eras read. It advised
ence all Erickson Stations in the 'Bain Cities would serve free coffee
to all motorists on New Years I've from 6 P. "4. till 5 A. is". y giving
the motorists a chance to make their last-one for the road to en-
courage automobile safety and reduce the rising tide of automobile
accidents.
Letter from B. B. Knopp, First National Bank of St. Pauly was read.
It advised. they had mailed the Village a check for ~?22,OOG.00 to
cover that amount of Treasury bills which matured December 22nd.
They also enclosed two statements showing purchase from the
Village of X13,000.00 Treasury Bills due December 31st, 1959 at
f>12,9g5.83; and ~fi31,000.00 Treasury bills due January 15th, 1960
at ~~30,938.00, both amounts being credited to the account of
the Falcon Heights State 'ank for the account of the Village of
Falcon Heights Sanitary Sewer Sinking Fund, Total of the check
plus the two credit items amounts to X65,933.83.
Attorney Graham's letter of December 16th to B. ~s. Knopp, First
National Hank of St. Paul, was read. In the letter Graham made
arrangements for the sale and deposit of securities to enable
the Village to pay the X65,639.83 due on the Sanitary Sewer fonds.
Graham's letter of December 29th to ~.4ayor Nilsen eras read. It
advised that, he had delivered to the American National Sank the
Vi:~_l.a~re of Falcon Heights' check in the amount of :65,639.83,
representing the payment due on the Sanitary Sewer Bonds January
1st, 1960.
Let+.,er from ~!~aterous Company „.,as -read, It enclosed acknowled g.-
ment of production order ccovering 2-1/2't bydran t nozzle cap for
pressure testing of hydrants, as ordered by Carley Engineering
Company, and will bill same directly to the Village.
Letters from Alvin UI. Tschirley and ?ethel College, granting
permission to flood the two empty lots at Pascal and Larpen teur
for use as a skating rink, provided the Village assures them we
have insurance so they will not be liable in case of accidents,
were read. The Deputy Clerk vra.s instructed to contact Herness
of the I.~Zutual Service Casualty Insurance Company and requE~st that
Certificates of Insurance be sent to Tscherley and Bethel College.

Copy of Graham's letter of December 11th to Conpini regarding
proposed vacation of a dedicated walk, block 1, 3arthel Villas,
Between Pascal and Holton, at approximately Ruggles, was read.
It advised that under Sec. X12.851 ':Minn. Stats., the Village
Council may vacate any street, alley or public grounds by resolu-
tion on petition of.the majority of the owners of land a'r.,utting.
Pdo vaca±ion can be done unless it is for the interest of the
public and until after a hearing preceded. by two wF:~eks published
and posted notice. Petition should be signed by the wives as well
as the husbands,
Letter from B-I-F Industries, Inc. vras read. Yt advised they had
received report from P~~r. Harold ~3ugg, P:,Zilwaukee Office P,Tanager,
and agree with his findings. The Deputy Clerk was instructed to
write them to ascertain the exact amount of the credit due the
Vi ~_lage.
Letter from P.?etronolitan Beer Distributors Association was read,
They requested a list of 3.2 licenses issued by the Village for
the current year, showing proprietor's name and correct address.
The Deputy CIS-;rk vras instructed to send them such a list.
Cony of Graham's letter of December ?9th to Justices Riley and
Hinderman tivas read. It advised that Village Ordinance No. 56,
passed. by the Council November 2)~th, 1959, became effective
December 3rd, 1959, vrhen it vras published in the F~ose Tribune,
and adopts, by reference, the provisions of T~~innesot,a Statutes
Ghapter 169, the Pviin~esota Highway Traffic Regulation Act, as well
as certain provisions of Charier 171, the Drivers License Act and
certain provisions of Chapter 168, the Chauffer's License Act, and
a-plies to all traffic viola±,ions in the Village of Falcon Heights
after December 3rd, 1959. Ordinance 56 repeals Ordinance No. 6
and Ordinances P1os. 51 and 53 which amended the old ordinance.
Boulevard Utecht reported that one of the Insurance ~~.~en in the Village had.
Trees made inquiries as to who owned. the boulevard trees; who was respon-
sible for the removal of dead trees and t:he replacement of same.
_ It :°~as moved by Utecht, seconded by Shavor and unanimously voted
that the matter be referred to Attorney Graham for study and
recommendation of ~ firm policy.
Court Night `Mayor Nilsen reported the question of hea±,ing the Village Hall for
Court Night had come up, It vras decided that inasmuch as Hindermann
regu]_arly holds Court Tuesday Night, and Rileyi Ptednesday night, but
that it is sometimes necessary for them to handle special cases
other nights, the hall should be hea±,ed Tuesday and b"Jednesday nights,
and that the small room, vrhich needs no additional hea,+ing, be used
for special cases.

Insurance The 1~~orkmen's Compensation Insurance Policy was discussed,
and it vras mo~:-ed by Utecht, seconded by Shavor and. unanimously
voted. that the matter be referred to Attorney Graham for checking.
Suns - Attorney Claude Allen, Pdr. Narke, P~4r. Klein and the Assistant
wills ?',ros. T~4anager of the Hi11s ~3rot:hers Store appeared before the Council to
request: permission to erect suns as per drawings submitted.
Nilsen advised that the morning after the plans had been sub-
- mitted, the Village sent the squad. car over to Carl L. Gardner
Associates, the Planners who are studying the Village and
its Ordifl~,ncas for recommendations on the signso Utecht then
read Gardner's report which is summarized as follows: Total
square footage as proposed is 711 square feet. If standards,
no+,,ed earlier in this report, being considered for adoption in
St. Louis Park and Roseville were to be applied, the total
square footage permi+:ted vrould be 4i~8 square feet, From the
standpoint of the appearance of the buildings and the general
character of the area, it is our opinion that. signs in many
cases can be more effective if used more sparingly. It is a
generally accepted fact that: too many signs attract less atten-
tion than fewer well-placed signs. Though the lights proposed
for the face of the canopy do not have any letters, there is some
question as to whether or not such lights will add to the appear-
ance of the building. If these lights are added for the purpose
of lighting the entrance only, other lighting devices will do
the job more effectively. The basic question is whether or not
the suns as proposed by Hills Brothers will constitute an imp
provement to the existing situation or whether these signs will
add to the already deleterious effect in existence. The quality
of the interior decor of the Hills '~rothers operation is not
high (Fills '3rothers' representatives indicated their intent not
to paint the rough fixtures which have been installed in the
store), Is the same level of quality on the exterior of the
building necessary or desirable for the general welfare of the
community?
Utecht said that in the four years he has been on the Cour.cil3 he
has never heard so much adverse public expression as he had heard
about Hills 'brothers' Store. Nilsen said Rees had indicated this
new s+,ore at. harpenteur and Snelling would be up-graded considerably
over the .tore on University Avenue near Lexington, Nilsen didn't
feel tha+. the type of signs suitable for Jackson Street, St. Paul;
or Hennepin Avenue, P2inneanolis, vrould fit into our Village.
Shavor said there wasn't another place in the Village with so
large a percentage of the exterior covered with signs as requested.
by Hills `3roth®~s, V:~arkentien and. Conpini both reported. they had
had much adverse criticism about Hills ~3rothers Store and felt sure
that the addition of all those flashy signs would not add to the
goodwill of tkie residents.
A tt,orney Allen said he didn't think any community could enforce
regulation of suns, except to prohibit those that were detrimental
to the Public.Health, Safety and V?elfare. Nilsen said he didn't
like people who vranted to ~o to the limit of the law. In 7ther
cases, the Council has been ab]_e to sit down with the business
people and. had, in every instance, been able to come up with a
solution aceept'~ble to the Council, Residents and 3usinessmen.

The Council authorized Nilsen to gall Dahlgren of Carl L.
Gardner & Associates; arrange a meeting between Narke and Dahl~ren,
at which they could try to reach an agreement on principles; ad-
vise Nilsen of the results, and then Nilsen would get in touch
with the r~st of the Council who would then act on the matter
in the best interests of the Village.
Engineer's Ljungren reported: The vrork done by Pennig on the Village Hall
Report Parking lot had come to ~~51~0.00. The Drainage Study on the
Sump Area had just been completed, and the figures were being
checked by the Hydraulic Section of the P.4innesota Highway Department,
after which they will he submitted to +.,he Village, the State
and everybody concerned. Alilsen recommended that Ljungren work
on the water assessment fip~ures so that matter can be finished up.
Shavor asked how the manhole situation stood. Bert Slama gave
Ljun~ren the loca+,ions of the manhol~;s that need adjustment. Dow-
dell reported a variance in the sewer grade on Holton near the
alley. Ljun~ren vrill meet with Slama "~Zonday, January nth, for a
fur±her discussion regarding the manhole situation. It eras further
brought out that, there are still half a dozen manhole: covers with
holes in the top,throu~h vrhich kids ca.n drop sticks, etc. , vrhich
srhould be replaced.
The Volunteer Firemen came upstairs and there was a lengthy dis-
cussion, the outcome of which ,ryas that. the Volunteers would study
the present fire department ordinance and come up i~rith su~~ested
changes.
It v,~a.s moved by Nilsen, seconded by Utecht and. unanimously voted
th3+, approximately twenty-four-thousand dollars (d~2l~,000.00) on
hand in the Sanitary Sewer Sinking Fund Account be invested in the
U. S. Government Securities recommended by the Investment Depart-
ment of the First National ?3ank of St. Paul and approved by Iu'r.
Spring, the Village Financial adviser, since they vrill not be
needed for payment of the bonds until January 1st, 1961; and that
the prover officers of the Village be authorized to draw the
necessary check to make the payment.
