Visitor Carl N2cholas~ 1?75 St. '•~Zary's, student iri the Vtorld Affairs Class at Axexander Ramsey High•School was presento Police Dog Officer Johnson reported that, the Falcon Heights Commercial Club has donated a 9 month old, pedigreed, German Shepard Dog to the Village of Falcon Heights. This dog is being trained and will be used in connection with Police patrol work. tttecht moved that Officer Johnson be raid X25.00 per month for all car+~.trainir_g and expense in connection with keeping, training and hoarding the Village of Falcon Heights police Dog named '"Count". Seconded by ~"tarkentien and unanimously carried, The Deputy Clerk was instructed to contact the insurance company and advise them that we had acquired the dog and planned to use him in connection with police vrork. Police Officer Johnsen advised he would be attending special classes at the School. University of rlinnesota January 18, 19 and 20th. He eras told to sub•- m_it his bill for the tuition plus exnences. Mater Tie Anderson Dowdell petition requesting that water be run up Fairview Anderson to serve their property was discussed. It vras moved by Utecht seconded Petition , by Shavor and unanimously voted to refer t;he mataer to Ljungren for his • ox~inion as to whither or not it is feasible as proposed or whether it should be done with some other r~roject. Li±ter Conz~ini introduced Dexter C. Giroux, of t4~e National Litter Control and Containers Street Corner Ads, Inc. ~.~'r. Giroux showed the Council their container and quoted a price of ~56.~.0 each in lots of 7 to 9. '~Tr. Giroux stated containers are rustproof and that they carried insurance cover- ing damage to same. Robert Johnson, who was present, said he thought the Business "7en's Commercial Club would be'wi~ling to buy the containers if the Village would contract to have them emptied. Johnson will contac± ' the Commercial Club and report later. Correspond-. ence Graham's let+.er of January 13th vras read. It advised the First A?at.ional '3ank had purchased f or our Sanitary Sewer Sinking Fund Account {'26,000. 1350 worth of United States Treasury Bills maturing January 15th., 1961 at a cost to the Village of ~2G,660.74. If these bills are held until maturity, January 15th, 1961, the Village will receive ~'~26,000, for them. If they have to be sold in December of 1960 to make pay- ment due January 1st, 1961, we wil_1 have to discount the face value somewhat to the date of payment. Graham will deliver check for ~2~t,660.7~~ to the First National Bank, Friday, January, 15, 1960. Graham's letter of Jar_uary I~th, regarding control of 3oulevard Trees was read. It appears the home owner ovrns all of the boule- vard trees abutting on their property and that, such persons have the right to collect damages from anyone who injures or kills the trees. Letter of January 8th from Burton C~ Spear, Director Ramsey Co. T;Tachine Accounting Department eras read. It advised they established the deadline of September 15th for the beginning of public improve- ment assessment rolls. Any assessment received too late to Hermit inclusion of the anmzal installmen t in the tax list will have to be put off until the following year. Letter from ~.~utual Service Insurance Company was read.. It advised our General Liability Policy CL-9-135063 provides coverage for ±he additional skating rink a.t Pascal and Larpenteur and similar ex- posures on an automatic basis. Larpenteur Avenue, Falcon Heights, Ttinn,esota, at which the Council will consider the petition of Harold Imhoff and others submitted to the Council on December 2.9th, 1959, requesting the Council to vacate the 12 foot wide dedicated walk which runs from Holton Avenue to Pascal Avenue at Ruggles Street and lies just north of lots 10 and 25, Block 1, "3arthel Villas and just south of Lots 9 and 26, Block 1, 3arthel Villas, pursuant to the pro- visions of Section l~12.851 of the A.4innesota Statutes. All persons interested in said petition and the proposed vacation of the dedicated walk are hereby advised to attend at said time and place and participate in the said meeting. Shavor as acting ?,4ayor during absence ?~ayor of the °~ayor, was moved by Utecht, seconded by V,arkentien and unan- imously carried, Village Coppini moved that the firm of ?riggs, Gilbert, ~4orton~ Kyle Attorneys ':'acartney be engaged as Village Attorneys for the year 1960. Seconded by Nilsen and motion carried unanimously. Deputy Upon the request of the Village Clerk and after discussion9 Vdarkentien Clerk moved that the ~'illa~e Clerk be authorized to appoint a Deputy Clerk. Seconded by Shavor and motion carried unanimously. The Village Clerk then reported that he appointed Ethel E. ';'ihite as Deputy Clerk of the Village of Falcon Heightso P,eputy Upon the reques+., of the Village Treasurer and after discussion9 Treasurer P~rarkentien moved that ±he Village Treasurer be authorized to appoint a Deputy Treasurer. Seconded by Coppini and motion carried unanimously. The ~'i7_lage Treasurer then appointed Ethel E. V~Ihite, r~eputy Treasurer of the Village of Falcon Heights. '?onds After discussion, Nilsen moved that, the `pillage Treasurer's bond be set at ?h1000. and that, it be renewed for a 2 year period, That the Deputy Clerk's bond be set at ~fi1000, and that it be reneVred for one year. Also that. Justice of Peace Mark Hindermann~s bond for Sfi1000. be renewed for two years. Seconded by Utecht and motion carried unanimously. Bonds for these three officers by General Insurance Company were sub- itt d m e by ":?r. Robert Johnson of the Keller Corporation and approved on motion by Nilsen, seconded bs 1";arkentien and unanimously voted. Financial Statement It was moved by U!Iarkentien, seconded by Coppini and. unanimously voted tha± the finan ial c statement for the year ended December 31st, 1959 he published in the Rose Tribune. Legal i~?ews- paper The following resolution eras adopted. by unanimous vote on motion by Utecht, seconded by Shavor: RESOLVED, that t.,he Rose Tribune, a legal newspaper of general circula- tion in the ~ 'illa e of Fal . g con Heights be and hereby is designated as the official newspaper of the Villa e f F g o alcon Heights in .~rhich shall 1352 be published such ordinances and other matters as are required by law to be so published, and such matters as the Council may deem it advisable and in the public interest to have published in this manner for the year 1960, Depositories The following resolution was moved by V~larkentien, seconded by Shavor and ad opted unanimous ly: RESOLVED, that the Falcon Heir~hts State ?3ank of Falcon Heights, ":Tinnesota, be and hereby is designated as a depository for the funds of the Village of Falcon Heights and that the Village Treasurer pis authorized to deposit General Village Funds therein to the amount of forty-five thousand dollars (~l~5,000.) RESOLVED FURTHER, that the present collateral furnished by the Falcon Heights State ~3ank consisting of forty-thousand dollars (,~~0~000.) face value of U. S~ Government Obligations accompanied by an assignment providing that in case of default on the part of the Falcon Heights State Bank, the Council has full power and authority to sell the collateral or so mucri as may be necessary ±o realize the ful_1 amount due the municipality, is hereby ap:~roved, said collateral having a market value in excess of 105 over the amount of the above authorized deposit in excess of the amcunt guaranteed by the Federal Deposit Insurance Corporation, RESOLVED FURTHER, +,hat checks of the Village of Falcon Heights draiti=n upon the said bank account shall be honored by said. bank oray if signed by the P,4ayor, the Clerk and the Treasurer of the Village of Falcon Heights, ':~innesota.
