Shavor9 Trustee; and Pdillis l".~arkentien, Trustee. Also present were Frank N. Graham, Village Attorney, Wm. E. Olseny Treasurer and Ethel E. ~"Thite, Det~uty Clerk and ~?eputy Treasurer. Absent: P. Connini & W. U±echt. The `:4inutes of the Regular P,7eeting of January lath were approved as corrected. The 12th paragraph of Wage 1353 was changed to read '"Utecht moved the appointment of Trustees George Shavor and 1P~illis ~rilarkentien as representatives to the Ramsey County I;?unicipal Officials Association.'" The i~4inutes of the Special ';Ieeting of•January ?_ls't were approved as submitted. Bids for Fubli- Letter of December 28th from Rose Tribune was read. It quoted cation Proceed- ~°1.15 per folio inch for straight matter and x;1.35 per folio ings R~ legal inch tabular matter. ThEre will be no extra charge for additional notices slips required in the publishing of bids and other matter requiring slips. Fire Department '3lanks for the Financial Report of the Fire Department Relief Relief Assn. Association vrere received and the deputy clerk instructed to write the Fire Department Relief Association suggesting that the books should be checked and submitted td the treasurer for .audit prior to the meeting scheduled for February 2nd. Fire Extinguishers Letter of January 26th from David P. Cartwright was read. It advised the Fire Chief for the City of St. Paul briefly dis- cussed. a proposed ordinance which will ban the use of all liquid fire extinguishers in the City of St. Paul. They are concerned about the toxic effects of the fumes of carbon tetri chloride which is found in most of the liquid fire extinguishers, Lauderdale Fire ?,~ayor Nilsen read copy of his letter of January ?_6th to ?,Zayor Contract Bronkala of Lauderdale. It pointed out that while the people of Lauderdale enjoyed-the same fire protection as those in Falcon Heights, Lauderdale pays only 9.29 of the cost of obey-~ ation of the fire department against Falcon Heights' 90.71%. Letter proposed that-there be an equalization of costs based upon a formula fully equalized on the basis of assessed valuation. Accounting Treasurer Olsen outlined. suggestions by George Anderson regarding our Accounting System. Fairview Tor. and r:?rs. Emil Anderson were present. .Letter of January 28th PJatermain from P.~ilner ti",r. Carley R~c Associates was read. It adviseds "'U,'e have revievred the petition for vratermain extension from Larpenteur Avenue to a point l~36' North of the North Right-of way line of Larpenteur Avenue. We have also visited the site and have found the follov~ring: - 1. That the proposed improvement is-feasible. 2. .We estimate the cost of this improvement to be approximately X3,688.00. 3- The improvement could be carried out-as proposed." Ljungren estimated the cost per lot at approximately X790.00. 1360 He also recommended the installation of a hydrant at this time to enable frequent flushing to keep water fresh, h;~drart cost to be carried on general taxes until the rest of Fairview is hooked up and then assessed throughout the entire length of the street. Nilsen moved that we accept the report of the Engineer, and publish the notice as required for the hearing to be held on February 25th, 8:30 P. "d., for the Fairview Avenue ti"datermain Extension Program as proposed. Seconded by Shavor and carried. Dog Catcher VYarkentien introduced D. J„ Bona who operates B ~ E Patrol & Kennel. After discussion' T~:~r. Bona submitted the following schedule of charges: 2 way radio service 3.00 per mo. ?Monthly retainer, about 20 hours service 550.00 per mo. Pickup of stray 2.50 per animal ?~o~rd 1,00 rer day Immediate disposal of dead or sick stray 3.00 per animal Hourly charges for less than 20 hours, X3.50 per hour. Eight hours per month is about. the smallest contract. VYarkentien moved that, we enter into an hourly contract with B & E Patrol with a minimum of 8 hours a rnoni~h9 effective February lst9 1960, and tha±, the deputy village clerk be authorized to order the necessary forms to provide B & E Patrol with '0~~"Yarning of Ordinance Violation1° and 'Ordinance Complaint Summons1° forms. Seconded by Shavor and carried. The Deputy Clerk was instructed to order 200 dog tags for the 60-61 season. Sinking Fund It was moved by Shavor, seconded by '.P~arkentien and unanimously voted that ~5,731~•83 on hand in the Sanitary Sewer Sinking Fund Account be invested in U. S. Treasury dills mat~zring January 159 1961 as recommended. by the Investment ])epartment of the First National Bank of St. Paul and approved by ~~r. Spring, the Village Financial Adviser, since these funds ti~rill not be needed for payment of the bonds until Jamaary lst, 1961, and. that the proper officers be authorized to draw the necessary check +,o make payment. Police Car Letter of January 1l.tth9 from the State of T2innesota, Depart- T2arkings ment of Highways, enclosing copy of an Act relating to motor vehicles; providing for the Commissioner of Highways to Determine Colors and "~!arkings for certain motor vehicles was discussed ~~nd placed on file. Police work Let±er from Don Arndt was read. V~'arkentien moved that Donald Schedule E. Arndt Police Commissioner, be authorized to set a vrork schedule for Village Police. Seconded by Nilsen and carried:, d'.,'atermain The watermain assessment was discussed., Cxraham will check law Assessment and have proper forms ready for approval at the next regular meeting. Deposit L~ungren advised he had talked to Palmer of the State Highway Highway Dept. Two are quite deep and will require building up with brick. He will see that these two are taken care of. Street Fepairs Ljungren vrill issue work order for work necessary at Arona, right next to the Pure Oil Station® Ljungren was requested to revise estimates for necessary work on the Rees' alley. Nilsen and Ljungren will contact Commissioners Roy Nadeau and Ed Salverda regarding work done by the County.
