SPECIAL ?~4EETING 3/31/60
The meeting was called to order at 7 P. M., the following Council Members being
present: Harold C. Nilsen, ~:2ayor; Wm. R. Utecht, Clerk, Geo. J. Shavor, Trustee;
V~illis ~arkentienm Trustee and Paul Coppini, Trustee. Also present were Wm. E.
Olsen, Treasurer and Ethel E. White, Deputy Clerk and Deputy Treasurer.
Watermain Letter from the ~Tater Department, Gity of St. Paul, cancelling
Repair registered bill M-20258 in the amount of X208.51 for repair of
watermain on Folwell between Northrup and Burton, was read and the
Deputy Clerk was instructed to void check covering this item.
Bond Justice Nilsen moved the approval of General Insurance Company of America
of Peace Bond #1a1~500, covering Edwin A. Johnson, 1718 North Arona, as
Justice of Peace. Seconded by Shavor and carried.
Badges, Fire After discussion, Warkentien moved that the Village pay the bill
Department submitted by Carnes Stamp Company in the amount of .55.25 and
charge it against the Fire Department budget, specifically the
coat item, and that the Fire Chief be informed that he will here-
after be responsible for return of the. badges when men leave the
department. It will also be the responsibility of the Chief to
notify the Village Clerk to withhold the final pay check until
all equipment charged to the Volunteer who is leaving is returned
in good order. Seconded by Shavor and carried.
Vacation of Planner Dahlgren's recommendation regarding the vacation of the
Lane lane between Holton and Albert was read and discussed.

Highway The Deputy Clerk was instructed to vrrite the State Highway Depart-
Funds ment advising that the Village anticipates going over 5000 popula-
tion, and asking proper procedures for participating in Highway
User Taxes for use on Municipal State Aid streets.
P®ndr~g Area Letter of March 30th from F. W. Thorstenson, Hydraulic Engineer,
Department of Highways, State of ~~innesota was read. It stated,
in part: "The proposed ponding area east of Snelling between Idaho
and Iowa positively would not become a "mudhole". Excavation will
be graded so the bottom area will drain to a shallaar ditch parallel
to Snelling. Ditch will lead to intake of pumping station in S. W.
corner of ponding area. Pumps will begin to operate before water in
the sump rises to level of the intake. As long as runoff into bond
does not exceed capacity of the pumps, no water will rise within
ponding area. Cloudburst type rains are the only ones that should
cause ponding. V.'orst condition anticipated is a storm which would
occur on the average of one in 25 years. For a rain of that intensity,
pumps should clear the area within eight hours. There will be no
residual ponding. After a short period of drying, playground would
again be fully usable. Some sand and silt will wash into area, but
it is not likely to become troublesome. It will require a small
amount of maintenance by the Highway Dept.

Sewer Slow-up of flow of sewage, due to rocks in sewer line, on Tatum was
discussed.
It was also brought out that the five year period tentatively set as

the maximum length of time before sewer hook-ups would be required

be publicized and *~eople urged to hookup before the winter months
when they will have to pay frost charges.

Trees, After discussion, it was decided that in view of the fact that
Spraying neither St. Paul nor "dinneapolis nor Roseville were entering into
spraying contracts, and because of the lateness of the season, and
the fact that no provision had been made in the budget for tree
spraying, none would be done this Sx~ring. A survey will be made
this Fall for budget provision and work in 1961 if deemed advisable

Streets .- Bert Slama's report on street conditions was read and there was a
detailed discussion of street and. engineering problems.
