Nilsen, Mayor; George J. Shavor, Trustee; Paul Coppini, Trustee; Willis Warkentien, Trustee and L~tm. R. Utecht, Clerk. Also present were Frank N. Graham, Village Attorney, Wm. E. Olsen, Treasurer and Ethel E. Vdhite, Dep- uty Clerk and Deputy Treasurer. Minutes of the regular meeting of March 2ltth were approved as submitted. Minutes of the special meeting of ~,iarch 31st were approved as submitted. Weeds: Utecht moved that Falcon Heights pay their proportionate share of the cost of weed notice publications for the year 1960. Seconded by Nilsen and carried. State Aid Utecht moved that Otto Bonestroo, Village Engineer and Ethel E. System White, Deputy Clerk, attend meeting scheduled in Conference Room 510, Wednesday, April 20th, 1960 at 9 A. M. in the Department of Highways Central Office, St. Paul, for municipal engineers and managers of all municipalities that are expected to be over 5000 population in the 1960 census. The purpose of this meeting is to explain laws, rules and regulations for setting up the Municipal State Aid Systemm within coT*-munities of over 5,000. Seconded by Coppini and carried. Snelling Graham's letters of April 1st and 5th and the preliminary draft Idaho of the proposed agreement with the State of Minnesota relating to Drainage the Snelling Idaho Drainage Area were read and discussed. Attorney Axea Graham will revise preliminary draft of agreement with recommended changes and resubmit for approval. WFH play- better of March 31st from Curtis L. Larson, past chairman, W. F. H. ground Playground was read. Letter listed new officers as followss Chairman, C. A~. (Larry) Stowe, 1954 Autumn. Vice Chairman, Edward Graham, 1981 Summer. Secretary, Mrs. Richard C. Newman, 1958 Summer. Treasurer, Gordon Martin, 1765 Fairview. Utecht moved that Curtis Larson be replaced as Chairman of the West Falcon Heights Playground Association by C. M. {Larry) Stowe. Seconded by Nilsen and carried. Idaho play- Utecht reported that Rechtiene, Chairman of the Village Recreation ground Committee, wants to put up a temporary back stop in the S. E. corner of the Idaho-Selling playground, and moved that Rechtiene be given an order for necessary materials. Seconded by Warkentien and carried. Office Utecht moved approval of the Clerks order for manilla second. sheets, Supplies onion skin paper, gem clips and file folders. Seconded by Coppini and carried. C. ?3ather and Associates was read, dis- Engineering cussed and filed for future reference. ~o ~~ Trees The Deputy Clerk was instructed to look up proposed tree ordinance and refer same to Engineer Bonestroo. Also to contact Al Sterk, Foreet~ry Department, St. Paul, asking his recommendation of trees suitable for boulevard planting and their plans regarding a spraying program. Sinking After discussion, it was moved by Utecht, seconded by Shavor and Fund unanimously voted that approximately X5000. on hand in the San- itary Sewer Sinking Fund Account be invested in U. S. Treasury bills maturing January 15th, 1961, as recommended by the Invest- ment Department of the First National Bank, St. Paul, and approved by ~~":r. Spring, the Village Financial Adviser, since these funds will not be needed for payment of the bonds until January 1st, 1961, and that tie proper officers be authorized to draw the necessary check to make payment. Dogs The neputy Clerk was instructed to publicize the procedures in- volved when dogs are impounded.
