HomeMy WebLinkAboutCCMin_60Apr28.. 1103 REGULAR MEETING APRIL 28th, 1960. Meeting was called to order at 7s00 P. M., the folloaring Council Members being presents Harold C. Nilsen, Mayor; George Shavor, Trustee and Paul Coppini, Trustee. Also present were Otto Bonestroo, Village Engineer; Frank N. Graham, Village Attorney; Wm. E. Olsen, Treasurer and Ethel E. White, Dep. Clk. and Dep. Treas. Absent. Wm. R. Utecht, Clerk and Willis Warkentien, Trustee. The Minutes of the special meeting of April 7th, 1960 were approved as submitted. The Minutes of the Special Meeting of April 12th were approved as submittedo The Minutes of the Regular meeting of April 15th were approved as submitted. Curbing P~Ir. & Mrs, W. 0. Kjeldsen, 1lt116 California, new owners of the Eagle Manor Apartment Building at 168$ Arona were present. They inquired as to the advisability of putting curbing across their property on Arona. It was suggested that they wait until such time as the Village Engineer determines proper grade for Arona and completes plans for storm server. The matter was turned over to Engineer Bonestroo for study and report later. Vacation Norman Johnson was present. Possible solutions to the problem alley between were discussed and Mr. Johnson was advised they would notify Holton & him and others interested when the date for the Hearing was set. Pascal Watermain Geo. Gasparro, Nick Labalestra, Dr. and Mrs. Sano were present. Tatum They requested that watermain be extended about 350' north of Larpenteur. Mayor Nilsen suggested that the watermain be ex- tended through the empty lots while the job is being done. Further study will be given the matter and an effort will be made to contact the owners of the empty lots. Hermes Bus- There was a delegation of about 8 people present from St. iness proper- rdary's and Snelling Drive ., ~ -, They complained about water tY from Hermes' buildings running on to their lots and flooding yards and hardens; unsightliness of the parking lot; the des- truction of trees and shrubs b,y trucks going through the alley; the hazard and unsightliness of used appliances stored behind the appliance store. It was also brought out that deeds specify this as residential property; they were not aware of the petition to rezone; and they were protesting the rezoning, Mayor Nilsen suggested that some of their group join him in a meeting with Hermes and see if they couldn't negotiate an agreement with Hermes. It was agreed. that Mr. Conlon would accompany Pgayor Nilsen for this interview - Conlon to advise Nilsen of an appropriate time. Attorney Graham will check St. Paul's Ordinance It28.01 requiring the removal of doors on abandoned refrigerators. It was further reported that one store has a service dex~artment in the basement which is certainly a fire hazard. The drainage problem was referred to Bonestroo, the Village Engineer. Vacation At this point the regular meeting was recessed to continue the Walkway Hearing on the vacation of the walkway as petitioned by Harold Holton to Imhoff and others. Pascal No of Ruggles, Bob Kjelland and ('rlen Harjung were present. Kjelland said lt~ol~ there was nothing to add to what had already been covered. He is still of the opinion that the walkway should be retained for use of the children on their way to and from the school and playground. Hartung I still think the walkway should be maintained as a safety measure. K~elland We, the opposition, have been interested enough to come up twice and the person•involved hasn~t been here either time. After further discussion, Conpini moved that the hearing be continued to May 26th at 8:30 PM. Seconded by Shavor and carried. It was moved by Nilsen, seconded by Shavor and unanimously voted that if petition is found to be adequate a hearing beset for May 26th at 7s30 P. M. Larpenteur Art Lindig was present. There was a discussion regarding Avenue. drainage, driveways, etc. on Larpenteur Avenue. The matter was referred to Engineer Bonestroo for study and recommendation. Bids Patch- It was moved by Coppini, seconded by Shavor and voted that ing R~ sealw the Village Council accept Armor Coat Finishing Company~s bid coating in the amount of X5520.30 as recommended by Engineer Bonestroo.. Village Shavor moved that Bert Slama be employed a.t Bonestroo~s maintenance recommendation and under his supervision to do the necessary Work Village Paintenance work and that he be authorized to hire the auxiliary equipment and help as required to program the work in the best interests of the Village. Seconded by Coppini and carried. Engineering There was a lengthy discussion regarding the Rees' alley, Arona Street, other patching, drainage Simpson and Crawford, Grades Falcon Vdoods #2, the cooperative agreement between the State Highway Department and the Village on the Iowa Ponding Area, completion of the•Herbst contract, etc. These matters were all turned over to Bonestroo for study and recommendation.
