Nilsen, r~4ayor; Paul Coppini, Trustee; V'~illis m`yarkentien, Trustee and Wm. R. Utecht, Clerk. Also present were Wm. E. Olsen, 'T'reasurer; Otto Bonestroo, Engineer; and Ethel E. Ydhite, Deputy Clerk and Deputy Treasurer. ~bsentt George Shavor, Trustee. Minutes of the Special meeting of "~4ay 3rd were approved as submitted. Sinking After discussion, it was moved by Utecht, seconded by Coppini and Fund unanimously voted to adopt the following resolution: RESOLUTION REGARDING INVESTMENT OF SANITARY SEWER #1 SINKING ACC'?UNT FUNDSs 1109 WHEREAS the First National Bank of St. Paul is holding in safekeeping X19,000, face value of 3-1/!t~ Treasury notes due ~~ay 15th, 1960 for Sanitary Sewer System #1 Sinking Fund account; and WHEREAS these funds will not be needed un til a few days before July 1st, 1960 to meet the payment of interest due July 1st, 1960 on the Sanitary Sewer System #1 Bonds of the Village; NOW THEREFORE, BE IT RESOLVED BY THE VII,LAGE COUNCIL OF FALCON HEIGHTS, PdINNESO TA ; The First National Bank of St. Paul is hereby authorized and directed to invest the proceeds of the X19,000. 3-1/1~~ Treasury Notes which will be paid on May 15th, 1960 in U. S. Treasury Bills due June 16th, 1960, and to hold the said Treasury Bills in safekeeping for +.he Sanitary Sewer System ##1 Sinking Fund Account, remitting any excess directly to the Village Treasurer. Variance It was moved by Warkentien, seconded by Utecht and unanimously voted that R. L. Duethman, 1906 No. Albert, be granted a variance from Section 5-30 C, Ordinance 10, to permit the construction of a redwood privacy fence as per sketch submitted. Itgayor Nilsen assured O'Keefe that the names on the petition would be read in the order signed the night of the Special Hearing. Sewer Letter from P. T. Ellerman was read. Rental. Vacation It was agreed that ~e7rs. 1F7hite would take one week of her vacation starting ?donday June 13th, and the other week starting Monday, August 29th. Watermain Letter from Vim. J. Molin, regarding installation of watermain on Snelling, north of Ruggles, was referred to Engineer Bonestroo for study and recommendation. After discussion during which Bonestroo stated 100,000 wells in the ~Retropolitan Area are expected to dry up this year, Warkentien moved that the Village Council hold a Public Hearing to alert the people to the possibility of extending Village Viatermairs to those areas of the Village which are not now serviced by public water; and that the l~.lo Hearing be set for 8 P. ~~,, DST, 6Yednesday June ?9th; and that we notify the people living in these areas by mail - Bonestroo to prepare the material. Property Complaint from a resident advising that his property was being Damage damaged by neighbor's children and dog, and that someone has been shooting either a pellet or BB gun in the neighborhood, bullets from which have gone through his picture window and garage windows was read. It was moved by Nilsen, seconded by Utecht and unanimously voted that the matter be referred to Warkentien. Letter advised it is a misdeamonor to store, display, or keep in any place accessible to children, a refrigera- tor or icebox without removing the doors. The Deputy Clerk was advised to pass this information on to the Appliance Stores:, Trees The proposed ordinance was discussed and some changes made. Also a section was added to provide that it shall be the duty of every owner of property in residential sections to maintain a lawn, and grassed boulevards to the proposed curb line to prevent erosion. Parking will not be nermi±,ted except on designated driveways. Utecht moved that proposed Ordinance 58 be referred to A+torney Graham. Seconded by Nilsen and carried. Office It was moved by Warkentien, seconded by Coppini and voted that we Supplies z~urchase 100 sheets of Thermofax Copy Paper. Safety Coppini moved that we send an order to the Continental Safety Treads Equipment Company, St. Paul for sufficient 3~1t" x 2!t" black safety Stairs treads to allow 3 strips for each step of both the front and back stairways of the Village Nall. Seconded by Varkentien and carried. Lauderdale After discussion, the deputy clerk was instructed to write ;~Tayor Fire 3ronkala of Lauderdale advising that the Falcon Heights Council would Contract like to get together with them for a further discussion of proposed fire contract within the next 30 days. Hermes rMayor Nilsen advised he had met with some residents regarding their Pusiness recent complaints. The proposed joint meeting with property owner Block did not materialize as planned. They were advised to present a petition signed by neighbors within 500 feet. Schmelz ?rothers, 6529 Penn Avenue, South, R2inneapolis, P.4innesota, submitted a elan showing the building they propose to erect on the site if the rezoning is approved, which was accompanied by the following letter signed by Daniel J. Schmelz: "L~e are asking to zone a parcel of land 175 feet by 2110 feet on West Larpenteur Avenue. Larpenteur Avenue, for the purpose of considering the request of :~dr. & ".4rs. Lee to rezone their property from "Farm Residence" to ".Business District." Seconded by Utecht and carried. Utecht moved that the plans of Schmelz Brothers be referred to the Planning Commission for their consideration and recommendation subject to conformity with the over-all village plan to be prepared by Carl L. Gardner & Associates, Thorshov ~ Cerny, and the request of Pdr. & Pers. Lee for rezoning from "Farm Residence" to "Business District". Seconded by Coppini and carried. Patching Letter of Play 10th from Otto Bonestroo & Associates was read as and Seal- follows: coating contract "In review of the Falcon Heights 1960 Seal Coat Project, we propose the Council consider the possible addition to the project to include all of the streets within the Village limits. The project cost difference would be as follows: Contract Revised Plant Pw4ix $ 2 , 700.00 ~ 2 , 700.00 Bitumen 1,350.00 3,250.~?Q Aggregate 1,l~70.30 1 9l~0. UO 20.30 ,. 7, The project calls for aggregate which is sand classified as FA-l. In seal coat projects aggregate is usually FA-2 which is torpedo or ne•?r buckshot in size. If this were utilized the project cost would increase as follows: Contract Revised ~ 6,I9o.oo ~ 8,780.00 We reauest this matter be reviewed as soon as possible." Bonestroo recommended FA-2 because it builds up a better wearing surface. Coppin:i moved that we accept Bonestroo's proposal for street 11112 work, and alley work as needed, and. proceed immediately, using FA-2 Aggregate shown in the revised estimate at X8,780.00, Seconded by Warkentien and carried. Zh`atermain Bonestroo reported the cost of extending the watermain 1185' north Tatum of Larpenteur would be X4,300,00 which included service to the property line with necessary appurtenances, making the cost about X800.00 per each of the five existing lots, Engineer 3onestroo also stated the improvement is feasible and could be carried out as proposed. The following resolution was moved by Utecht, seconded by Coppini and unanimously carried. RESOLUTION: Whereas it is proposed to improve Tatum Street by the installation of watermain from Larpenteur Avenue to a point L85' north and to assess the abutting property for all or a portion of the cost of the improvement, pursuant to h'Iinnesota Statutes 1129.011 to 429.111, NOU`i THEP,EFOF'E PE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE 0~' FALCON HEIGHTS, MINNESOTA: (1) The Council will consider the improvement of Tatum Street by extending water mains from Larpenteur Avenue to a point 1185' north in accordance with the report of Otto Bonestroo & Associates, Inc., stating that the improvement is feasible and can best be carried out as proposed, and the assessment of the abutting property for all or a portion of the cost of the improvement pursuant to P~7innesota Statutes Lt29.011 to !129.111 at an estimated total cost of the im- provement of X4,300.00. (2) A Public Hearing shall be held on such proposed improvement on Thursday, June 2nd, 1960, in the Council Chambers in the Village Hall at 8:00 P. P~4. DST, and the Clerk shall give Public Notice of such hearing and improvement as required by law. Armor Coat Coppini moved that the Pday~r and the Clerk be authorized to sign the Finishing contract entered into with Armor Coa+., Finishing Company, 255 Como Co. Avenue, St. Paul, 3, tginnesota, for street work. Seconded by Warkentien and carried, Storm Bonestroo recommends that storm sewer be installed sn Area "A'+ as Sewer shown on the Drainage Study. He says there is no other way to correct the drainage and protect the streets. He estimates it would cost approximately °610,000. There are roughly a hundred lots, which would mean a cost of about $100.00 ver lot. Set up on a 10 year assessment basis, it would mean the expenditure of about X10.00 z~er year per lot. ?3onestroo recommends the project as feasible; estimate has been prepared and is on file. Tt was moved by Warkentien, seconded by Nilsen and unanimously voted that a Special Hering be set for Tuesday June 14th, at 7:30 P. PQ., DST to discuss the matter with the residents of the area. Ponding Proposed Contract with Highway Department was discussed. Bonestroo Area will contact Graham and Krevelin regarding same. 1413 Census Report from the Census Bureau showed Falcon Heights Population as 5,922. RCn~20A St was moved by Utecht, seconded by Nilsen and unanimously voted that George Shavor be appointed to the Legislative Committee to represent Falcon Heights at the RCn,40A program meetings. Streets Bonestroo reported he would meet with Craig regarding the completion Falcon of the street work in Falcon Ysroods #2. Woods #2 Shanley Graham advised action has been settled and dismissed upon the pay- Claim ment of X300.00 and a release has been executed relieving the Village of any further liability.
