Attorney; Otto Bonestroo, Engineer, and Ethel E. 1~~hite, Deputy Clerk and Deputy
Treasurer. Absent, Paul Coppini, Trustee and Wm. E. Olsen Treasurer.
The rMinutes of the regular meeting of i,Aay 26th were approved as submitted.
SS Sinking On motion by Warkentien, seconded by Shavor and unanimously
Fund carried, the Clerk ?vas authorized to prepare a check to the
American National Bank for ~19,b80.33 to cover interest and
principal on the G. 0. Sewer Bonds dated July 1st, 1957 and
due July 1st, 1960.
Gas T~,iains On motion by Utecht, seconded by Shavor and unanimously
carried, it was agreed to grant Northern States Power Company
permission to install gas mains as per Falcon Heights, Estimate
15291, Larpenteur Avenue 2l~6~ l'iest of Cleveland 585 west.

Storm Sewer was read, in Bart, as followst
"Our investigation of the district resulted in an approximate
area bordering and including Garden on the North, Snelling on
the Y;est, La.rpenteur on the South and Simpson extended from
Garden to Larpenteur on the East.
The improvement would extend from Simpson to Arona, from
Asbury to Arona, from Arona to Larpenteur including a stub
storm line 150 ft Pr`est up the alley behind the Pure Oil
Station. The storm sewers are sized primarily for removal
with some ponding during heavy rains.
The cost estimate for the 12_t~ to 1$« storm sewer, catch basins,
appurtenances and street improvements as required is ~ll~,000.00.
The project as outlined is feasible and necessary. We recommend
that the Council strongly consider installing the project.
There are within the district a net assessable area of X336,687
square feet. On the square foot basis, each benefitted parcel is
to be assessed fi0.0Z678. On a lot 50 feet by 130 feet, the cost
of the improvement is X109.00."

Utecht read. letter of June 2nd from the Planning Commission
in which they reco^~mended that this request be laid aside
until it is possible to determine conformity of the proposed
land. use to vrhat they feel is the optimum plan for the
future of Falcon Heights.
Utecht read report from Howard. Dahlgren, Principal Planner,
Midwest Planning and Research, Inc., which read, in part,
as follows: "This location would be highly desirable for
the automobile oriented business places, but to permit these
less intense uses along the choice frontage on Larpenteur
would be to deny the greater. potential of this property.
Only one such use to be permitted will give legal precedence
to the establishment of a commercial strip along Larz~enteur
as exists along University., For the welfare of Falcon Heights
this should be prevented,"
John Yngbe, attorney for Schmelz, brought out the following
points: The application is for a new car sales place. 'T'hey
are not proposing a used car alley, but rather a high use of
the land. The building would cost in the neighborhood of
~80~000.00. They do not have full plans. It is difficult
to proceed further until they get confirmation from the
Board as to whether they will go along. It will be a good-
looking building. He showed a drawing of the proposed build-
ing, Application would be for permit for salesroom for the
Volkswagon. He showed pictures of the Volkswagon building
located at Cedar Lake Road and Highway 100 in St. Louis Park.
It is not their proposal to conduct a used car business.
'T'hey would maintain a garage. There would be an inside
display area for the display of the automobile. In St. Louis
Park, the Dealer has the auto sales in the regular business
district. They will restrict the outside display of used
cars, and not have banners and lights that go along with the
used car lots on University Avenue. They estimate 35 to 50
calls a day on nevi car business and about 50 a day for
service. It will not be a high traffic generator. There
~vrould be adequate parking area on their own lot. It would
not add any congestion, nor would it be necessary to have any
parking on the main highway. They have complied with present
ordinance for business district set-'~ncks and parking re-
c•uirements and they would be glad to abide by such decisions
as may be established in planned ordinances.
It would not be a factor in traffic control. They vron't be
driving in. We will have to go out and get them. It is a
good location for us.
Lee I haven't much to add. 3 think it would be a great improve-
ment to the looks of Larpenteur Avenue if the house were
taken out and a good business building put in there.
Yngbe The proposed land use is considerably less than the total
land area.
Schmelz We will have between 150 and 200 thousand dollars invested.

Nilsen Lee, how does your lot lie in relation to Fairview?
Lee The West line is just a little Plest of the center of Fairview
.
About 1t'. One piece is 138' and the other about 37'. The
whole thing is just a little over 175' wide and about 2lt0'
deep, 190' from the new property line. They propose to set
the new building back 50', the same as i!Qando's.
Schmelz Vve don't know yet whether we will us.e brick, steel or concrete.
Y!e will do anything the Council recommends.
Armco Repre- When people think of steel buildings, they usually .think of
sentative warehouses and storage sheds. U!e have new designs and, now,
hospitals, schools, business buildings and churches are being
built of steel. They use interlocking panels, buildings are
painted and they are nice looking.
Schmelz We would probably have a brick facing on the front. We are
not compelled to put up a steel building. As a matter of
fact, a steel building costs more than brick and block.
Steel has a 2" insulation factor, and the heat loss is much
less.
Armco A11 our buildings are designed to comply with St. Paul's code.
We will furnish sketches.
Shavor The Council has the choice of not hurting anybody and permitting
every rezoning request that comes in or exercising judgment
and waiting until we have a complete planning report. I don't
think it's sensible to spend twenty-five hundred to three
thousand dollars for comprehensive planning and then approve
something which definitely does not comply with proposed plan.
Nilsen I feel very much the same way. You men were here at the
meeting when Dahlgren presented his plan, and I think you will
agree with us that we ought to allow this to be brought to
a conclusion with interruption. Our Planning Commission re-
quested this survey.
Schmelz They have a Planning Commission in Bloomington and sometimes
the Council disregards the Planning ?3oard's recommendations.
Les Dahlgren recommends office use. There are buildings downtown
that are begging for tenants.
Nilsen They are crying for tenants because people can't get to them
any more.
Shavor This spot is just about half way between the St. Paul and
~4inneapolis loops. .
Warkentien I, personally, was very much in favor of this the night it was
brought up; but I don't feel we

Yngbe I think you will find a retail automobile store is as intense
a use as you can get, and I would like an opportunity to talk

to your planner a li+tle bit about this thing. I think
it is easy to have preconceived ideas of how a Village is
~*oing to develop. I think if a proper study were made,
it would prove a good use of the land.
Shavor I suggest we try to estimate when our plan will be com-
pleted and when we can +,,ake some action on this request.
Nilsen We are anxious to set this up as soon as possible. V4`e
worked as fast as we possibly could by installing sewer
and public water. We have had a demand from the citizens
of Falcon Heights for a Professional Plan. A lot of people
have moved out here because it is a choice residential dis-
trict. Now we are right on the very threshold and it is my
opinion that to go ahead and spot rezone would be wrong -
morally wrong.
Utecht Who pays for the time when people go to see the Planner?
Nilsen Everything he does is for us. He can't serve two masters.
Any information you ~mant to convey to him should be
presented here.
Yngbe I appreciate your point of view. We don't vrant to be a
burden to Falcon Heights, but I know it is impossible for me
to discuss whether a retail automobile agency would fit in
the area unless I talk to him, If I can show them how the
interests of the planner can be protected and still
accomplish what people want, I don't think they are adverse
to it, and I would like an opportunity to talk to him.
Utecht P~egardless of who may accost the planner, we are not going
to do anything until we get the over-all plan.
Warkentien In the interest of Mr. Lee, I think this gentleman could
maybe talk to our planner and see if he would say this
v~rould fit into the over-all plan. If he could hit some-
thing pleasing to the planners, it would aid us too.
Utec~it It is a problem for Lee too.
Yngbe Here we have a problem that really concerns the Village and
the property owner. It's not exceptional. If we could.
talk to the planner, if he eras favorable, we could go ahead
with our planning.
Nilsen Did you know that Lee and Schmelz were up here a week ago
and presented the ma'-te„ to Dahlgren? Dahlgren is ,well
acquainted with the Village now. He has a good "Feel" of
the Village. H® has studied it well. time would like to
take the planning program up with the University during +,he
month of June if there is any possibility of arranging it.
Lee V~rill there be Public Hearings on the P.ezoning?
Graham There is no reauirernent that you have to have Hearings.

I see no reason why these gentlemen should not be permitted to
talk to Dahl¢ren. As far as the cost is concerned, I don't
see how the Village can get away from it. You run into the
same thing when someone talks to the Engineer about a oroblem
or when they call me.
Nilsen It was at the request of the Planning Commission that we
entered into this program. The Planning Commission indicated
that they want to go along with Dahlgren.
Graham Suppose Dahlgren says this looks like a good thing? You, as
a Council, may go along with it.
F3onestroo This is being done in other villages. If something comes
up, it is referred to the Planner. If the Planner agrees
it is good, the Council goes ahead ti°Jith it.
ir:~arkentien You a~:°e going to have used cars, I believe ~,~r. Schmelz says
you will take most, of those used cars to your lot in '~dinneapolis.
Schmelz Yes.
Utecht You mean a used car parking lot outside, don't you?

Utecht I move that the Hearing be continued to June 9th, at 8:00

Tatum St. of Tatum Street from Larpenteur Avenue to a point X85' North
of Larpenteur by the extension of a watermain and. the assessment
of the abutting property for all or a portion of the cost of
the improvement pursuant to A.4innesota Statutes, Sections X29.011
to 129.111 at an estimated cost of ~~.,300.00.

He asked. if there was anyone who wanted. to speak for or
against the improvement. There was no one.
RESOLUTION ORDE~?ING I".'IPROVE"SET?T A~iD PR.EPAF.ATION OF PLANS:
GVHEREAS, a resolution of this Village Gouncil adopted at the
meeting held '~:Zay 12th fixed a time for a Council Hearing on
the proposed improvement of Tatum Street from Larpenteur
Avenue to a point 185 feet North of Larpenteur Avenue by the
extension of a watermain at an estimated cost of X4,300.00 and
WHEREAS, a published notice of the hearing through 2 weekly
publications of the public notice was given and hearing was
held thereon on the 2nd day of June ~t which all persons
desiring to be heard were given an opportunity to be heard

Council Resolution
2. Otto Bonestroo Rc Associates, Inc., are hereby designated

as the engineers for this improvement and for preparing
plans and s*~ecifictions for the making of this improvement,

Adoption of the above resolution was moved by Utecht,
seconded by Nilsen and unanimously carried.

cost of said improvement be assessed against the abutting

Utecht read the petition as presented.
~.~rs. i3olstad reported she had been without water for two
weeks and. couldn't ge+, it from her neighbors because one's
~rrell was spitting air and the other's pumping up sand.

cost of a 75' lot about .~~600.00.
?~n,~. Bolstad When I called you, you estimated four or five dollars a
front foot.
Bonestroo That was before I knew how much was involved in replacing
sod. On this project, we are talking about X15,000. in
sod and street repair. (The entire area east of Snelling
which is not now served by watermains) By looping, you will
benefit by having fresh water. V~ithout the loons, the
water would get stale.
C. Larson Are the present mains large enough to permit extending
1898 Pascal water to Roselawn, and what is the present attitude of St. Paul?
Bonestroo Yes, the mains are large enough. V're have St. Paul's 0. K.
Larson Are the mains large enough to carry this load?
Bonestroo Yes, they are. ale requested St. Paul to verify this and
they are in the process now. There are 6" mains except on
Snelling where there is an 8'".
Larson INha.t would be involved to get all the householders from
Holton to Albert to get this matter under way?
Graham The Council can initiate proceedings on its own motion
but then ;~12gy would have to have a 4~5 vote. A regular

majority could not pass it. T?~:e Council can force it on
the people but they would have to do it by a ~~5 vote, Z

Graham Not without a hearing.
Mrs. Bolstad When could we have water?
Bonestroo About the first week in August if we wait for the hearing.
It would be more expense to split the work up into separate
projects.
Chalmers Ys there going to be some stipulation that we have to hook
up to the City water within a certain timeY
Graham No, if we get everybody connected 'to the sewer by '61, I
don't think we will force anyone to hook up to the City
xater. You aren't causing any pollution.
Chalmers If I put in the City water, can I use both the well and
the City water.
Utecht Yes you can use it for sprinklings but if it is connected
into the house anywhere it will drain into the sewer, you
will ha~~e to pay sewer rental on both the pump and the
meter size.

1. The Council will consider the improvement of the above
streets in accordance with the Engineer's report ans~ the
assessment of the abutting property for all or a portion
of the cost of the improvement, pursuant to Minn. Stats. Secs.
Lt29.011 to It29.111 at an estimated total cost of the improvement
of 9k76,000.00.
2. A Public Hearing on such proposed improvement shall be
held on Tuesday, the 21st day of June, 1960, in the Council
Chambers in the Village Hall at 1644 W. Larrenteur Avenue,.

notice of such hearing and improvement as required by
law.
Adoption of the above resolution was moved by Utecht,
seconded by Warkentien and unanimously carried.
Planning Letter from Dahlgren regarding meeting with the University
was read. ~4ayor Nilsen was authorized to write to
President Morrill as suggested.
Engineer Bonestroo reported citizens are moving barricades and
driving on streets while in the process of sealcoating.
V~tarkentien instructed the deputy clerk to tell the
policeman on duty to work with the street crews to
keep people off the barricaded streets as long as
necessary to insure that the street crews get a good
fob.
Parking Warkentien moved the Village ban narking on the-East
St. Mary's side of St. ~,4ary's from Larpenteur-North to the alley
and that the Village order two signs to be posted in
that area. Seconded by Shavor and carried unanimously.
Police Dog Warkentien reported Don Arndt, Police Commissioner, had
called him and. reported that Officer Johnson did not deem
it advisable to construct a kennel on his property in
face of his neighbors' objections. The dog is therefore
being sold for Police Work in Bemidji.
