REGULAR °,rEETING JUNE 23rd, 1960.
Meeting was called to order at 7:10 p, r,~., the following Council rdembers being
present: Harold C. Nilsen, lt4ayor; George Shavor, Trustee; Paul Coppini, Trustee
and Willis Vdarkentien, Trustee. Also present were Otto Bonestroo, Village Engr.;
Bernard Friel, Acting Village Attorney; Wm. E. Olsen, Treasurer and Ethel E,
White, Deputy Clerk and Deputy Treasurer. Absent; Wm. R. Utecht, Clerk.

Lauderdale ?~4ayor Nilsen read letter of June 15th, from Helma Gunderson,
Fire Clerk, Village of Lauderdale, which read, in Hart, as follows:
Contract "The Village of Lauderdale will not require the services of
your fire departxaent of ter June 30th, 1960 and wish to terminate
our contract as of June 30th, 1960." The Deputy Clerk was
instructed to write Lauderdale acknowledging receipt of letter
of June 15th and outlining paragraph 6 of the above mentioned
contract,
Street and County Commissioner Ed. Salverda was present, There was a dis-
Drainage cussion regarding various street and. drainage problems. Salverda
Problems and Coppini will set up a meeting for a time when someone from
the County Engineer's Office, someone from the Council, the
Village Engineer and Salverda can get together for a tour of
inspection:

WHEREAS, pursuant to resolution passed by the Village Council on
February 25th, 1960, the Council ordered rreparatior_ of final
plans and specifications on a watermain improvement in the
following described area:

Fairview Avenue from Laroenteur Avenue to a point 462 feet
North of Larpenteur Avenue, and
V1HEF~.EAS, pursuant to resolution passed by the Village Council
on June 2nd, 1960, the Council ordered preparation of final
plans ar d specifications on a watermain improvement for the
following described areas
Tatum Street from Larpenteur Avenue to a point 485 feet North
of Larpenteur Avenue, and
b'~'HERF~IS, pursuant to resolution passed by the Village Council
on June 21st, 1960, the Council ordered preparation of final
plans and specifications on a watermain improvement for the
following described area:
1. East side of Snelling Avenue from Ruggles to Roselawn.
2. Asbury Avenue from Ru~-gles to Roselawn.
3. Arona Avenue from Ruggles to Roselawn.
~i. Simpson Avenue from Ruggles to Roselavm.
s. Pascal Avenue from Ru~~les to Roselawn.
6. Holton Avenue from Garden to Roselawm.
7. Albert from Ruggles to Rosel'awn.
8. Roselawn Avenue from Snelling to Albert.
9. Ruggles Avenue from Holton to Albert.

l~',IHEREAS, r.~ilner VT. Earley & Associates were designated engineers
for the improvement ordered on February 25, 1960, and they have
prepared final plans and specifications which plans and specifica-
tions have been, pursuant to Ccauncil direction, turned over to
Otto Bonestroo & Associates, Inc. for review and presentation to
the Council,
and
JdHEREAS, Otto Bonestroo ~ Associates, Inc. have presented plans
and specifications covering all of the foregoing watermain
improvements to the Council for approval,
and
YdHEREAS, the Council desires to consolidate all of the foregoing
improvements,
NOW THEREFORE, ~3E IT RESOLVED by the Village Council of the Village
of Falcon Heights, P:4innesota:
1. The plans and specifications for the making of such improvements,
copies of which are attached hereto and made a part hereof, are
hereby approved and ordered placed on file with the Village Clerk,
2. Said improvements are hereby consolidated and the consolidated
improvement is hereby designated Va`atermain Improvement of 1960, No. 1.
3. The Village Clerk shall prepare and cause to be inserted in the
official newspaper and in the Construction Bulletin an advertisement
for bids upon the making of Vtiatermain mprovement of 1960, No. 1,
under such approved plans and specifications. The advertisement
shall be published twice, shall specify the work to be done, shall
state tk~at bids will be publicly opened and considered by the Council

at 7s30 P. ?~7. C. D. S. T. on the 13th ~~~ay of July, 1960, in
the Villa~-e Hail and tha±, no oids will be considered unless
sealed and filed vrith the Clerk and. accom~~anied by a cash
deposit, certified check or bid bond, payable to the Village
Clerk for 5% of the amount of such bid.
1~. The advertisment for bid shall be in substantially the
following forms
The Village Council of the Village of Falcon Heights, ?dime sofa,
will receive bids at the office of the Deputy Village Clerk
until 7:30 P. M. C. D. S. T., 1°ednesday, July 13th, 1960, in
the Villa~-e Hall, 161.t?~ ~~"iest Larpenteur Avenue, Falcon Heights,
D4innesota, for the making of the following described local im-
provement under ~dinnesota Stats, Sec. It29.011 to l~29.llls
Watermain Improvement of 1960, No. 1, consisting of the exten-
sion of water~ains and appurtenances thereto in said Village.
The work consists of the following approximate quantities;
8,600 lineal feet of 6-inch cast iron pipe and correlated
appurtenances; 115 curbbox corporation cocks and correlated
appurtenances.
All bids received for the raking of said improvement will be
publicly opened, read aloud and considered by the Council in
the Village Hall in said. Village at 7:30 P. ?~~Z. C. D. S. T.,
V~iednesday, July 13th, 1960, All bids shall be submitted on
the proposal forms of the Village and shall be accompanied
by a cash deposit, cashier's check, bid bond or certified
check payable. to the Village Clerk for not less than 5~ of the
amount of the bid.
bids shall be directed to the Village Clerk or Deputy Clerk
securely sealed and endorsed upon the outside wrapper,
"Pdatermain Improvement of 1960, No. 1".
Plans and specifications, proposal forms and construction docu-
ments may be seen at the office of the Deputy Clerk, Falcon
Heights, ?k?innesota, and obtained at the office of Otto F3onestroo
& Associates, Inc., 1550 West Larz~enteur Avenue, St. Paul, 13,
Adinnesota. Copies of the slaps ~d specifications and x~roposal
forms may be obtained from Otto Bonestroo & Associates, Inc.,
upon payment of a deposit of X10.00, all of which will be refunded
to bidders who submit a bonafide bid, and return said plans and
specifications in good condition within 15 days after the date
set for the opening of bids.
The Village Council reserves the right to retain the deposits
of the three lowest responsible bidders for a period not to ex-
ceed 30 days after the date and time set for the opening of 'rids.
No bids may be withdrawn for a period of 30 days after the date
and time set for the opening of bids.
The Village Council reserves the right to reject any and all
bids, to waive irregularities and informalities therein and
reserves the right to award the contract in the best interests
of the Village.

Shavor seconded the motion for the adoption of the foregoing
resolution and upon a vote being taken thereon, the following
voted in favor thereof:

and the following voted against the same!
None
Whereupon said resolution was decl:nred duly passed and adopted.
After discussion, it was agreed: 1. That the 2" line serving
the 2 lots on the East side of Holton be replaced with a 6"
main. 2. That the hydrant at Albert and Ruggles be placed on
the South side of the street. 3. That a hydrant be placed 3'
from either the North or South private property line at the
Walkway at approximately Ruggles on Holton.

Streets, After discussion, it was moved by Warkentien, seconded. by
Albert Coppini and unanimously carried that Bonestroo's plan for
correcting the drainage on the TTTest side of Albert, North of
Larpenteur to the driveway at 1711, at a cost of about X350.00,
be approved.
Planning Art Lindig was present and inquired as to the progress of the
. Planning Program. He was advised. the.Council expected to get
together with representatives from the University of Minnesota
this week, after tivhich we could go ahead with the Planning
Program.
