~,.4eeting was called to order at 7:20 P. id., the following Council '.~~?embers being
present: Harold C, Nilsen, P~7ayor; George Shavor, Trustee; Paul Copnini, Trustee;
'~?lillis ~"Jarkentien, Trustee and ~`~m. R. Utecht, Clerk. Also present were Frank N.
Graham, Village A+„torney; y"im. E. Olsen, Treasurer; Otto '3onestroo, Sngineer, and
Ethel E. y:hite, ?deputy Clerk and Deputy Treasurer.
`wilding Shavor moved that the Building Inspector be authorized to grant a
Permit building permit for the improvement at the Flameburger at 1533
Flameburger Larpenteur Avenue in accordance with :ketch submit+,,ed subject to
his having satisfied himself that the construction is :goner and
in accordance ?^rith Village ordinances. Seconded by Coppini and
carried.
~~2inutes The 'ainutes of the Regular ='~eeting of June 9th were ann_ roved as
submitted.
The ';?mutes of the Special "~geeting of June 21st were approved as
submitted. _
Street 3onestroo submit+.,ed the Estimate covering street work by Armor-
vrork Coat Finishing Company in the amount of ~lh,SJ~?~.86 and recommended
payment of same. i?e brought out the following points: The tonnage
?vent aver considerably. Arona eras rirped up and repaired. The
amount of improvement go+ten out of it compensated for the cost.
In our meeting vrith the County, ?ve were informed that 1' was taken
out of Arona, not 3', ':gut the material eras pit run. The point is
vre didn't s?et good base material. °~aterial was never tested. It
was approved b~~r the Village Engineer. The bituminous on the edge of
Simx~son was about 10'A thick. Pascal and Crawford were Hatched.
The vratcr is s+:anding a little bit on Simpson. I think we can correct
all these vrater pockets now, ti','e should be able to do the work vrith
our own men. we have hourly Writes in vrriting on a little front end
loader from .Armor Coat. The loader vrould come from Como Avenue.
Vde should consider some type of vvorlcing agreement ?ai+,h them. They
come whenever called.
tdilsen If we are ~°oing to be successful in street work, ,rre have to have
someone vrho has had time to get acquainted with the streets.
~onestroo Some of the aggregate has been shot over to the curb line, but a
lot is working in. ti`e have about a 3/8" driving surface.

Shavor I think our streets are in T=~:~ry good shape now. I v~rant to compliment
you on them.
~3onestroo I think vre got an ~anecially good job. °'e got dol~.ar for do.lar.
The inspection time covers our man's time only. r''e ?^yanted full ±.ime
inspection, 'out don't feel vre can charge for any more than our man's
actual time. It ?s~ould be my recommen~?ation that we don't do anything
about the alleys this ,year.
Utecht 4ihy don't we forged the alleys this year, and next year, do the same
thin; to the alleys.

The County said they would seed Robt, Hall's :boulevard if vre
vrotzld put, in the black dirt and share it, They had intended to do

They said they vrou],d fix it if Tve nut in the black Wirt and shaped
it? The black Wirt and the shaping is what costs the money.
~'~ratermain Bonestroo advised: The City of St. Paul refused to permit us to
put in the services. They refused to jack the pipe for the services,
but they insist that, they have to nut in the services. Their charge
per service is ~''~137.50, This co~~es reasonably close to Jrhat vre had
fi~-rured but I thou.Tht we could do it a little cheaper. I think vre
are going to have to go along :'ri th them, The° e are 11~, conn_~~ctions.
"'hey said +,hey have had very poor experience in jading services.
I told them five had. had. very rood results. This is perfect soil for
jac'.~ing. 'T'hey have guaranteed the streets though. The amount of
money ~-ve have set up vrill cover it adequately. They insist on 1't
ripe. I asked why, if the pressure vras low on Larbenteur, they
didn't correct it. They said they had done all they .could, I
sag?ested they put in a large main on~Hamline, and they said the
only :°ray they ~^rould ever do that would be if Roseville askF,d for
wa+„er. They are Going to hold to their rules because they don't ~^;-ant
to set a precedent. I +asked to Holzery Hamblin and one o+,her
fellow. ':-e have a let+.,er z~ertaining to extending services in which
they say they will repair the streets.
~:•raham I think ~*e should submifi a .resolutiion requesting them to provide
u.s vsi th these services and stipulate our conditions. ^'e~e should
send them a -nap requesting that they provide services for each and
every lot shoti°~rn on the plan submitted to them and tha+ they repair
the streets to our specifications vrhich v+rill include compaction.
3onestroo I do feel they have an oblination, as a utility, to provide us vrith
adequate pressure.
Graham Ho, their agreement to -~i--e us vrater eras on the expr. essed under-
standing ±,hat they would not ~u:~rant~:e pressures. Ir vre vrant the
?vater~ vre can put in the mains. The al+„~.~rnative is for ~ a~ con
Hei~*hts to g'o into the water' business, c=et a tank, etc, , but we
don't have the money or the man-power.
The following resolution eras moved by Utecht: "RESGLVED that the
Village Engineer be a.uthnrized to arrange with the City of ;:;t. Paul
to have vrater service connections extended to the property lines
for the =':'atermain Improvement of 160, ~?o. l; the restoration
of the streets to be done in accordance with Village Standards and
subject to the a~nroTral of tlne Village engineer, ~°rith a 1 yc;ar
guarantee of the street vrork by the City of St. Paul. Seconded by
Shavor and carried,
Skating After discussion, Utect moved that, the engineer be authorized to

bladed for use as a skating rink, provided vre can yet permission
from the oti^rners, at a cost of not over X100.00. Seconded by
Coppini and carried.

3onestroo: Frankly, I recor!*~end that we do not spend any money on
Arona until vre can do it right.
Utecht moved the following resolution: P_LSOLVED that no action be
taken at this time in connection with the proposed storm sewer and
street improvement fr'1 originally heard June 15th, 1960 and contin-
ued to July ll~th, 1960, and that the Hearing on t'~is ma+.ter be
closed. Seconded by ^lilsen and carried.

~'Jatermain %ngineer 3onestroo reported he had. checked the bids; Rivard I~xcavating
Improvement Company vras lrn~r; and he reco^~mended the Village award the contract to
1960 nl Rivard inasmuch as he knew, fram experience, that the Rivard :excavating
Company wa.s reliable.
Resolution '::;arkentien moved the following resolution accepting bids

parking Lot Don Julep .°ras pr ;sent. Utecht read report from the a,4idwest Manning
3usiness Rc Research, Inc., which was sum~arized as follows: "The appro-
District priateness of the use of the land in question for narking purposes
SE cor Larp is accorded, given the foregoing. prerequa ites and proper design
g~ Snell. standards. The solution of the general problem of traffic circu-
lation, adequate off-street parking facilities and most efficient
use of the land in this part of Falcon Heights, however, does not
rest on this one aspect alone. It is noted that parking on the
Ilorth and 4,`est sides of the shopping district is not fully con-
trolled. and that a part of the sdetivalk area is used for parking
cars, and that there is a conflict between the narking and pedes-
trian needs in front of the gas station, the supermarket and
businesses fronting on Larnenteur. Design of this supplementary
parking area to the rear of the businesses should be accompanied
vrith x~lans for controlling narking for all of the land on the
southeast corner of the intersection,
At such time as specific plans .are presented to the Village for
development of the narking lot in rue tion, it is also suggested
that they be checked carefully to ensure that adequate provisions
for draining, surfacing and li~-hting are included, vrith -~a.rticular
emphasis placed on the need to prevent any illumination beaming onto
any adjacent residential properties."
Julep: We purposely have not done anything to that strip along
Larpenteur, thinking the highway would be torn up, new curbs in-
stalled and the grade adjusted. There never has b<;en a "Stop Sign"
at Arena and the alley. It is quite ~' blind alley coming out from
the North. l"~e have had equipment in there and cleaned up the lot.
Vde sent it through the area between the bushes and the houses. ti^ae
covered up a lot of debris and uprooted low trees. ~~e hired a new man
who is coming in ;.Zonday, and when vre get the general parking lot in
shape, we are going to go after the weeds. 'fi`re are fusing about 70'
south of the building for parking vrhich brings us just about to the
alley line back of Applebaum's.
Utechts Are you ready to improve that property by putting in side-
~nralks and shrubs?
Ju},ent ti'Ve will pay our share of sidewalks but don?t want. to put a
sidewalk in on our piece of land. and have it go to the end of the
property only. If you put sidewalks in from Larpenteur to Hoyt, we
will pay our share of the assessment. We aNe in the midst of im-
proving the drainage around the catch basin. tJ':e have about 100 of
parking blocks extending from the alley south parallel to Northern
States Power. I want to get another 100' to keep people from going
through. 4Je would like to get that. whole area graded. Tt vrould be
about ~0~ from the Arena curb to the narking area. It is my plan to
keep up that 8 or 10' of getter vrhich has been a bunch of high weeds..
Shavor: What 's your plan for the back of the rear lot line?
Julep: It can be any depth now. Along the fence line, at the rear

original plan.
Utecht: I would like to see sidewalk go in.
Shavors A.re you going to seed the grassed area or sod it?

Julep: ~~re will seed it. It vrill grow. "<Ty instructions and orders
are to make the area look "lived in.~ I think you will see quite a
change in the next couple weeks. I am wondering if we need fencing and
bushes. The residents have planted a lot of bushes. I Vrould like to
see boulevard tr=es on Arona. I would think theT~e should be a tree
about every 50~, I would rather see them in about 20' rather than
on the boulevard line. Stepnitz su~-gested that., we go from our alley
way and put in a 5~ strip of blacktop and use that as a sidewalk,
~"dhy not leave the sidewalk out for a time. I will ~•et the grass in.
I donut see any need for a fence, The people on Idaho have fences
and a lot of shrubs now. V6re could po for shrubs.
Utecht: I would like to see grass and bushes planted there,
Shavo~+= I would rather see shrubs than trees - something like honey-
suckle or lilacs.
Julep: Cars come from the North and South as well as the alley.
You don't see the cars coming from the 6"est until they are right on you.
°ie have fixed the drainage} improved the catch basing built a dike be-
tween Hanson's house and our property that must be 6t high on his side
and 3t on ours. '~"~e a-~•e going to have a stooping point for the trucks.
I watched the water after the last two•heavy rains, and the water
stayed out in the street. There are no rivers from Arona Street such as
there were at one time when the ditch carried the water from the North
and East. 1de will be doing a little bit all the time.
Lighting '?r. Fanelli from Northern States Power was present.
He submitted plan
showing suggested placement of better li:~hts from Fry to Arona on Larpenteur
and on Snellin{?, from Larpenteur to Carden. He said that Northers States
would furnish 23,000 Lumen Lights to be mounted on their poles and kept
up by Northern States at a cost per each of 5100.00 a year as against the
present cost of ~It0.00 .for existing lights. He also said he did not
think the County would. share the cost, but suggested writing to ~.4r.
Sullivan of the ''ounty 'engineer's office. Plan shows 19 lights.
