Meeting was called to order at 7 P. M., the following Council Members being presents
Harold C. Nilsen, Mayor; George Shavor, Trustee; Wm. R. Utecht, Clerk. Also present
were Frank N. Graham, Village Attorney; Wm. E. Olsen, Treasurer; Otto Bonestroo,
Engineer; and Ethel E. White, Deputy Clerk and Deputy Treasurer. Absent: Paul
Coppini, Trustee and Willis Warkentien, Trustee.
The Minutes of the Special rdeeting of July 13th were approved as submitted.
The Minutes of the Regular Meeting of July 1ltth were approved as submitted.
The r~4inutes of the Regular Meeting of June 15th were approved as submitted.
Variance, After discussion, Utecht moved that James H. Burtness, 19lt1 Summer
Fence Street, be granted a variance to permit him to erect a 5~ 10"
redwood, board on board fence at the rear of his property.
Seconded by Shavor and carried.
After discussion, it was decided to delay the decision on the re-
quest of W. Tennyson, 1935 Summer, fora variance to erect a sim-
ilar fence on his property, in view of a neighbor's objection,
until the Council could review the matter.
Licenses All requirements having been met, the following licenses were
issueds
Sewer Installer's License #37 to M. F. Rivard, Rivard Plbg. &
Heating, 3575 White Bear Ave., White Bear Lake, 10, Minnesota,
moved by Utecht, seconded by Shavor and carried.
Master Plumber's License #52 to Wm. L. Neihart, %. L. Neihart
Plumbing & Heating Co., 2097 Como Ave., St. Paul, 8, Minnesota,
moved by Nilsen, seconded by Utecht and carried.
Master Plumber's License #51 to M. F. Rivard, Rivard Prig. ~
Heating Co., 3575 White Bear Ave., White Bear Lake, 10, i~Rinnesota
moved by Utecht, seconded by Shavor and carried.
Master Gas Installer's License to Frank J. Hall, Hall Heating,
1167 Rice Street, St. Paul, Minnesota, moved by Utecht, seconded
by Shavor and carried.
Filling Station License #85 to Leonard R. Kraske, Cities Service
Filling Station, 1670 No. Snelling Avenue, St. Paul, Minn. moved
by Shavor, seconded by Nilsen and carried.
Watermain Nilsen moved the following resolution: RESOLVED that the City of
Improvement St. Paul be authorized to make water service connections to the
1960 No. 1. property lines at locations to be designated by the Village
En ineer for Watermain Im roveme
g p nt i960, No. 1, and that the Village
pay the City of St. Paul for these water:-service connections and
include the cost in the assessments; the restoration of the streets
to be done in accordance with village standards subject to the
approval of the Village Engineer and that the Deputy Clerk be author-
ized to send a certified copy of this resolution to the St. Paul
Water Department, attention Mr. Hamblin. Seconded by Shavor and
carried.

Watermain After discussion, Shavor moved that the Village Engineer be
Connection authorized to estimate the cost of the connection between the
St. Anthony water tank on Cleveland and Dudley and the Western terminus of
Park the Larpenteur Avenue Improvement No. l Watermain. Seconded
by Nilsen and carried.
Retaining Geo. J. Carney, 1731 No. Pascal, was in to discuss the matter
wall of a retaining wall with the Council, No action was taken.
Streets: Letter from the Minnesota State Highway Department, regarding
State Aid State Aid Funds, was read, Utecht moved that the matter be
Fund referred to Engineer Otto Bonestroo. Seconded by Nilsen and carried.
Boulevard Engineer Bonestroo reported he had a price of 25¢ a square yard
Larpenteur from Ryan Landscaping Company for shaping remaining unfinished
Avenue boulevard on the north side of Larpenteur, West of Snelling, but
recommended that the work be held off until about the middle of
September.
Fireman, Upon receipt of Dr. Ausman's certification that Ronald Olson is in
Volunteer good health and free of any communicable disease, Utecht moved that
Ronald Olson be accepted as a Volunteer Fireman subject to the
approval of the Volunteers themselves. Seconded by Shavor and
carried.
Sewer It was decided that the Sewer Flushing should be done at Engineer
Flushing Bonestroo's direction.
Curbing Engineer Bonestroo recommended that the curbing on Arona be held
Arona up until after the street has been fixed.
Ordinance Utecht moved the adoption of Ordinance No. 60, an ordinance
No. 60 accepting the provisions, terms and conditions of Ordinance No.
11782 of the City of St. Paul, Minnesota, approved July 6th, 1960,
being an ordinance amending St. Paul Ordinance No. 10829, granting
permission to the Village of Falcon Heights to connect with the
sewers of St. Paul and providing provisions, terms and conditions
governing such permission. Seconded by Nilsen and carried.
