HomeMy WebLinkAboutCCMin_60Sep12_Special1501 SPECIAL MEETING SEPTEMBER 12, 1960. Meeting was called to order at 7:00 P. M., the following Council Members being presents Harold C. Nilsen, Mayor; George J, Shavor, Trustee; Willis Warkentien, Trustee and Paul Coppini, Trustee. Also present were Wm. E. Olsen, Treasurer; Otto Bonestroo and 3rad Limberg, Village Engineers; and Ethel E. White, Deputy Clerk and Deputy Treasurer.. Absent: Wm. R. Utecht. The Minutes of the regular meeting of August 25th were approved as submitted. Fire Dept. Letter from Gordon Nelson, Fire Chief, advising that equipment Equipment which had bF'en loaned to a resident had been returned in bad condition, was read. After discussion, it was moved by Nilsen, seconded by Shavor and unanimously voted that said resident be billed for the hydrant wrench at X8:95 and the adapter at 966.50, replacement cost from Minnesota Fire Extinguisher Company. Gas Rates Message from E. V. Bergstrom, Northern States Power Company was read. It advised the difference in rate between Falcon Heights and St. Paul is now some~rhere between 12 and 13~ due to the fact that they sell more gas per foot of line in St. Paul. He offerred to appear before the Council to give a more detailed explanation if desired. It was decided the Council would like to have Mr. Bergstrom in for a discussion of the gas rate at a fu±.ure date. Hamline .Ave. Copy of letter of September 8th written by Otto Bonestroo to the Larpenteur Ramsey County Engineer was read. Letter read, in part, as to Hoyt follows: "Some time ago we asked for an investigation by the County relative to resurfacing Hamline Avenue from Larpenteur to Hoyt in lieu of the extensive storm sewer installation under contract by St. Paul. As you know, the Village of Falcon Heights is financing 9688,000.00 of the project. It was moved by Nilsen seconded by Warkentien and unanimously voted that bids be referred to the Engineer for checking and tabulation. Policing It was advised by Warkentien that Earl Smith had definitely had to say '"No.'" to becoming our third policeman. We do have another prospect, and Don Arndt will arrange a meeting for next week. State Aid Mayor Nilsen read resolution establishing Municipal State Aid Highways Highways, which had been adopted August 25th, to refresh it in the minds of the Council. He also enclosed original and two copies of County Auditor's .Certificate as to Tax Levy and Bond Registration and requested that all bonds are entered on the bond register and that the tax required by law is levied and made as required by law. He noted that in Monick's letter of August 23rd, 1960, to Wm. R. Utecht, Clerk of Falcon Heights, he reported that their records showed that the tax levy for the bond debt of Falcon Heights of the year 1960, collectible in 1961, was as follower Description .Amount of 1960 Levy Larpenteur Avenue Vdatermain and Pump.. Bids on repair Bonestroo reported: Low bid is ~11,6t~7.00. Our estimate was of streets dis- 9610,500.00, or reasonably close to that. We are going to ex- turbed by Water- cavate the trench and vibrate it and then bring in Class 5 main Improvement material. It is going to be pretty much a patch fob. Prices 1960 No. 1. are a little higher than we could expect. If we waited until Spring, we could possibly do a little better, but I doubt whether the Council would like to do that in view of the com- 1503 plaints we are already getting. Dunkley are very good. We haven't had any trouble with them. They know whit they are doing and are very conscientious. Shavors Are we taking any chances? Bonestroos Not with Plant Mix. The Highway Depart- ment has put it in as late as November. Shavor: Is it your recommendation that we can go ahead safely on this?. Bonestroos I feel this way - There is going to b® considerable complain- ing and maintenance if we don't go ahead this Fall. How much chance is there that this will fail by Spring? We have put more material back into the trenches than we took out already. We have packed it so well, it is below what we took out. We blan to use 6" of class 5 material. This includes Roselawn. The County is rather busy, Anklund said they have been turning down all requests, Sodding is in the watermain contract. We have a little excess. We are throwing a little extra material in here. We have to put an inspector on the fob and pull all the slips. We have control over every item. I would dust as soon see the Council go ahead, or we will have an awful lot of grief and mud on our hands. If we run into unduly cold weather, the prices will run until Spring. We are putting in a better road than we took out. Total price will still be less than the original estimate for the entire fob. I would recommend that the Council award the contract to the Dunkley Blacktop Surfacing Company. It was moved by Coppini, seconded by Shavor and unanimously voted that the contract for repairing the streets disturbed by the installation of Watermain Improvement 1960, No. 1., be awarded to Dunkley Blacktop Surfacing Company, 3756 Grand St.~ N. E., Minneapolis, Minnesota, at their quoted price of $11,6l~7.00; work to be started October lst and completed October 20th. Bonestroo: We have told St. Paul we are not satisfied with Service Connection Patching, and are not patching until we knoll what they are going to do. Water Pressure Bonestroo: We checked the water pressure at Bolstad's, Pascal and Roselawn, and it was satisfactory on the second floor. Sewer, Prior, Ewald Hermes was present and asked permission to install sewer Hermes on the proposed extension of Prior, North from Larpenteur, approximately 360'. Bonestroo advised they had checked and. that it could be done by either moving the garage or laying the sewer 10' West of the pro3ected center line of the proposed street. Hermes advised they couldn't move the garage. After discussion, it was moved by Warkentien, seconded by Shavor and unanimously voted that-the plan for the extension of sanitary sewer line by Hermes, 10' West of the projected centerline of the proposed extension of Prior, from Larpenteur Avenue, approximately 360' North, be approved, the work to be done at Hermes' expense under the super- vision of the Village Engineer and as per the Village Engineer's specifications. Streets Bonestroo recommended that Arona Street from Larpenteur to Crawford be reworked this Fall - we can't leave it as it is - and next 15ot~ Spring make it our first State Aid Project. Alley between Dr. Hayes reported he and Ewald Finger have-water standing in Larpenteur & their garages much of the time and asked if the alley Crawford, Snell. couldn't be lowered. Bonestroo advised plans for Arona to Arona. call for lowering of this alley, and a section of storm sewer which should correct the condition. Assessments Brad Limberg advised he had completed the computation of frontage on the Watermain Improvement 1960, #l, but wanted to check them again after which he would get in touch with Attorney Graham. Sodding Boule- Bonestroo advised he had a price from Art Lindig of $637.00 yard for finishing up the boulevards on the North side of Larpenteur, West of Snelling, excluding the Spiegler property, which were disturbed by the installation of the Larpenteur Avenue Water- main. He will contact others to see if the work can be done cheaper. If not, we will have to blade and seed. Road and Attorney Graham's letter of September 6th was read. It ad- Bridge Fund. vised he had discussed that matter with Mr. Sullivan and Mr. Bremer of the County Engineer's Office, and they advise a letter should be coming to the Village of Falcon Heights by the end of next week, listing the Village Maintained Roads as shown by their report on December 31st, 1958, and asking if there were any changes. The sum which will be received in 1960 will probably be somewhat lower than in the past since many of the other municipalities have added additional roads since 1958, while the Village of Falcon Heights has had little, if any, additional road mileage.. "Yield" Sign Dr. Hayes cited the need. for a "Yield" sign on the Service Drive in front of Webers. Warkentien will refer the matter to Arndt. Police Rules The Deputy Clerk was instructed to see that the new policemen get a copy of the Police Rules and Regulations. Sinking Fund Letter of September 9th from Attorney Graham to Mayor Nilsen was read. It acknowledged receipt of advice from Treasurer Olsen that we have $50,917.95 in our Sanitary Sewer Sinking Fund Account and $1l~,127.52 in our Larpenteur Avenue Watermain & Pumping Station Sinking Fund Account; and advised that he had discussed the matter with Mr. E. W. Spring, Village Financial Adviser, and that Mr. Spring had authorized him to advise the Council it would be for the best interests of the Village to invest $10,000.00 of the Larpenteur Avenue Watermain & pumping Station Sinking Fund and ~+lt1,000.00 of the Sanitary Sewer Sinking Fund in the Watermain Improvement of 1960 No. 1 Bonds which we propose to issue next week. We would also have an additional $9,000.00 available in the Sanitary Sewer Sinking Fund which could be invested in Treasury bills or Bonds maturing approximately January 1st, 1961. 1505 After discussion, it was moved by Warkentien, seconded by Coppini and unanimously voted that the following Resolution be approved: RESOLVED, that the proper officers of the Village be, and they hereby are, authorized and directed to purchase, with funds in the Larpenteur Avenue Watermain Sinking Fund Account X10,000.00 worth of Falcon Heights Watermain Improvement of 1960 No. 1 Bonds, from Juran & Moody, Inc., at par and accrued interest to date of purchase when these bonds are issued, and to purchase with funds in the Sanitary Sewer Sinking Fund Account, ~li1,000.00 worth of Falcon Heights Watermain Improvement of 1960 No. 1 Bonds from Juran & Moody, Inc., at par and accrued interest to date of purchase, when these bonds are issued, and to purchase through the First National Bank of St. Paul with funds in the Sanitary Sewer Sinking Fund Account approximately X9,000.00 worth of Treasury Notes or Treasury Bills due in December, 1960 or January, 1961, and to deliver all of said bonds, bills and notes after purchase to the First National Bank of St. Paul to beheld by them in safekeeping for the respective sinking fund accounts. WFH Play- Mayor Nilsen read announcement from the West Falcon Heights ground. Playground Association advising they were having a ~3arbecued Chicken Dinner, Open to the Public, 1 P, M. Sunday, September 25th. Streets Copy of Attorney Graham's letter of September 6th to B. L. Gage, Falcon Woods 17 Loring Road, Minneapolis, 26, Minnesota, w~~s read. Letter No. 2 reminded Gage he furnished the Village with the bond of the Aetna Casualty and Surety Company, dated March 23rd, 1959, in the amount of $8,221.00 to insure that the streets would be completed in accordance with Village Specifications. Any suit under the bond must be instituted prior to March 23rd, 1961. The driveway in front of 1981 Summer is too high and will have to be lowered before the street will be accepted by the Village. If work is not completed immediately, we will have to take steps to make a claim under the bond. Suggested that Gage contact Bonestroo to determine nature and extent of work necessary, Lauderdale Letter from Attorney Graham suggesting we write Lauderdale re- Fire Contract questing that if any calls concerning fires come into their Fire Department from the Falcon Heights area, they should be immediately referred to the Falcon Heights Fire Department at Mi. 6-5200. We cannot authorize runs bti~ their standby and cannot pay for them. Such a letter was written to Lauderdale. Variance Letter of September 8th from B. J. Rechtiene, 11184 W. Iowa Ave., requesting a variance with respect to a fence which he proposes to erect at the rear of his property at 111811 W. Iowa, was read. After discussion, Coppini moved adoption of the following resolu- tions RESOLVED that the request of B. J. Rechtiene for a variance under Ordinance No. 17 to permit him to erect a fence, 72" high, along the alley side of his residence at 1l~81t W. Iowa, is hereby granted; the Council specifically finding that the granting of such variation will not materially affect adversely Health, Safety or General Welfare of Public or Private Property. Seconded by Shavor and unanimously carried. 1506 Bills It was moved by Warkentien, seconded by Nilsen and unanimously voted that Eivard Excavating Company be raid X28,187.46 to cover estimate No. 1 for work completed to AuPUSt 31st, 1960, on the Village of Falcon Heights, Minnesota -- b0441, Watermain Improvement of 1960, No. 1, 3631,319.40 less 10~, or a net of $28,187.46, as approved and recommended for payment by Bradford /1. Limberg of Otto Bonestroo & Associates, Inc. It was moved b~,~ Nilsen, seconded by Coppini and unanimously voted that Otto Bonestroo & Associates, Inc., be paid 361,737,03, their invoice No. D-607, for engineering services rendered from July 1st trrough July 31st, 1960; preparation of pre- liminary working plans and specifications, advertisement for bids and preparation of contracts, 5~ of $34,257.00, or X1,712.85, plus construction stakes $624.18, or a net of $1737.03. Licenses All requirements having been met, it was moved by Warkentien, seconded by Coppini and unanimously voted to grant Master Gas Installer's License #149 to Rmchard W. Johnson, dba Midwest Equipment Co., 300 University Avenue, St. Paul, 3, Minnesota. All requirements having been met, it was moved by Coppini, seconded by Nilsen and unanimously voted to grant Master Plumber's License #55 to Clarence M. Deeb, dba Roseville Plumbing Co., 419 W. Highway 36, St. Paul, 17, Minnesota. Requisition It was moved by Nilsen, seconded by Warkentien and unanimously voted that Purchase Requisition #170 covering 1 - 50' PIRSCH, u 1 1 1507 3 section Aluminum Ladder with poles, truss tyle, $531.25, and 2 - 12" St. Paul Adapters, at X6.50 ea., be approved. Salaries It was moved by Coppini, seconded by Shavor and carried that the salary of Ethel E. White, Deputy Clerk and Deputy Treasurer, be increased to 1.87 per hour, retroactive to August 1st, 1960, as per the recommendation of Wm. R. Utecht, Clerk.
