Nilsen, Mayor; Paul Coppini, Trustee; Willis Warkentien, Trustee and Wm. R. Utecht, Clerk. Also present were Frank N. Graham, Village Attorney; Brad Lemberg, Engineer; Wm. E. Olsen, Treasurer and Ethel E. White, Deputy Clerk and Deputy Treasurer. Absent: George J. Shavor, Trustee. The Minutes of the regular meeting of September 8th were approved as submitted. The Minutes of the special meeting of September 12th were approved as submitted. Village Hall, The telephoned request of Northern States Power Company for Use of. use of the Village Hall as a Meeting Place for a Study Group was relayed to the Council. The Deputy Clerk was instructed to advise Northern States Power Company that the Council regretted we could not grant them permission to use the Hall because the Village Hall, being Public Property, cannot be used for anything other than 'Public" use by such groups as Religious, Governmental, Political, Public Education, Red Cross, Civil Defense, and Youth Groups such as Boy Scouts, Teenagers, etc. Ramsey County After discussion, it was moved by Coppini, seconded by Utecht Sports Stadium and unanimously voted that the Falcon Heights Council write Commissioner Salverda expressing it's objection to the pro- posed Ramsey County Sports Arena in view of the problems that have been brought to light and the apparent excessive cost; ' also it s opinion that the proposed location is unsatisfactory due to the fact that the development is North. Budget A Special Meeting was set for 7:30 P. M. Wednesday, September 28th, for the purpose of working on the 1961 budget. Certification After discussion, it was moved by Coppini, seconded by Warken- Unpaid Sewer tien and unanimously voted that the following delinquent sewer Rental rental accounts be certified to the County Auditor for collection with taxes payable in 1961: Ralph E. Larpenteur 36.75 Sewer, Prior Copy of letter written September 16th by Otto Bonestroo to Ave., Hermes Hermes Floral Co., Inc., 2001 W. Larpenteur Avenue, was read. Floral. It advised plans and specifications for the Prior Avenue Sewer had been sent to the City of St. Paul and to the Minnesota Department of Health for approval. Watermain Im- Letter of September 16th from Otto Bonestroo & Associates, Inc. provement 1960 , was read. It advised: A complete inspection of all the gate #1 valves installed by Rivard Excavating Company by Tom Rawson, Inspector St. Paul Water Department ~ridyr Wyne of Rivard Exca- vating Company and B. A. Lemberg, our office. Each gate valve was checked for proper operation and all gate valve boxes were checked for vertical alignment. All were found to be installed as required. This letter is intended to relieve Rivard Excavating of any responsibility for damaged gate valve boxes prior to the start of the street resurfacing. 1510 Sewer, Prior Copy of letter of September 16th by Bonestroo to the Ave., Hermes Minnesota Department of Health was read. It advised: Floral. "Enclosed are 3 prints and specifications for a sanitary sewer extension on Prior Avenue from Larpenteur 365' north:' Watermain Letter of September 16th written by Bonestroo to Dunkley Improvement Construction Company was read. Letter advised !t copies 1960, #1, of the contract documents were being mailed to Dunkley and street work. asked that they have their 3onding Company complete docu- ments on Pages G-13 through G-16, forwarding all !t copies to Attorney Graham who will review them. After approval by Attorney Graham, the Village will sign !t copies; 2 will be forwarded to Dunkley, 1 for the Bonding Company and 1 for his files. Sinking Fund, Attorney Graham's letter of September 16th to the First Larpenteur Ave. National ~3ank of St. Paul, attention Mr. B. I3. Knopp, was WM/PS read. It advised the Village had purchased 9610,000.00 worth of bonds at a total cost of 9610,016.67, and was hand- ing them to the First National Bank for safekeeping. Sinking Fund, Letter of September 16th written by Attorney Graham to the San. Sew. Imp. First National Bank of St. Paul, attention Mr. B. B. Knopp, #1. was read. Letter advised the Village purchased 9641,000.00 worth of bonds at a total cost of $611.,068.31, and was handing them to the First National Bank for safekeeping. Licenses All requirements having been met, it was moved by Warkentien, seconded by Coppini and unanimously voted that MASTER GA.S INSTALLER'S LICENSE #150 be issued to Tony Johnson, dba Twin City Gas Heat Engineering Co., 3509-Ibth Avenue, So., Minneapolis, 7. No. L RESOLUTION FOR HEARING ON PROPOSID ASSESSMENT: WHEREAS, the Village Engineer has completed the proposed assessment list for Watermain Improvement of 1960, No. 1; and the proposed assessment has been filed in the office of 1511 the Clerk, NOW THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF FALCON HEIGHTS, MINNF~SOTA: 1. A Hearing shall be held on the 17th day of October, 1960, in the Village Hall at 7:30 P. M. to pass upon such proposed assessment and at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment. 2. The Village Clerk is hereby directed to cause a notice of the Hearing on the proposed assessment to be published in the official newspaper at least two weeks prior to the Hearing and he shall state in the notice the total cost of the improvement. 3. The Village Clerk is hereby directed to mail a notice of the Hearing on the proposed assessment to each record owner of the premises assessed at least a week prior to the set Hearing. Trailer Home The Deputy Clerk was instructed to ask Don Arndt, Police Chief, to have someone interview the residents of the trailer at 1750 W. Larpenteur and ask how long they have lived there, where they get their water and what disposition they make of wash water, etc. Also to inform them that living in a trailer without a permit is a violation of Ordinance No. 3, Sections 5-27. Streets: Mayor Nilsen advised that Mr. Gage of Falcon Woods No. 2 tele- Falcon Woods phoned him and said that Carley Engineering had approved grades No. 2. as laid out, and that the people who have the high driveway are well satisfied with it. 1x4ayor Nilsen asked Gage for a letter from resident confirming his satisfaction with the grade of the driveway as it now is. Playgrounds There was a discussion regarding skating rinks and it was suggested that the Fire Department and the Committee Chairmen be contacted in an effort to complete plans for flooding the rinks, and the control of hockey so that both the hockey players and the social skaters can enjoy themselves in safety.
