REGULAR ~?FETING OCTOBER 27th, 1960.
Meeting was called to order at 7:00 P. M., the following Council rltembers being
present: Harold C. Nilsen, r,?ayor; George J. Shavor, Trustee; Willis Warkentien,
Trustee and Paul Coppini, Trustee. Also present were Wm. E. Olsen, Treasurer,
Jerry A~?eyers and Brad Lemberg, Engineers; Frank N. Graham, Village Attorney and
Ethel E. Y'7hite, Deputy Clerk and Deputy Treasurer.
The Pdinutes of the Special Meeting of September 28th were approved as submitted.
The Ptlinutes of the Regular Meeting of October 11th were approved as submitted.
Fire Letter from K. Mousseau, expressing sincere thanks to the
Department Fire Department for "Unexcelled sz~eed, efficiency and quality
of the help" extended to him in his cardiac emergency was
read and referred to the Fire Department.
License All requirements having been met SEIr,ER INSTALLER'S LICENSE
#!~0 was i.~sued to Harold A. N"uoller, dba H. W. Sanitation,
851 W. County-Road B., Roseville, Rinnesota. Moved by
Coppini, seconded by Nilsen and carried.
Trailer House Henry Schroeder, resident of trailer parked on Killmer's
Property, 1750 W. Larpenteur, was in and explained that
Killmer gave him permission to nark his trailer on the
property as part compensation for his services in the green-
house; that he gets water from the nursery; has a cess pool
and drainfield for wash and dish water; uses the bathroom
in the nursery; that he lives in the trailer during the work
week and goes to his home at Foley, Minnesota, week ends.
The Deputy Clerk was instructed to have the Plumbing Inspector
check the plumbing at the trailer.
Engineer's Dunkley, the contractor doing the street work required to
Report .restore the streets disturbed by the Vdatermain Improvement,
1960, No. 1, will also take care of the drainage on Albert,
North of Larpenteur, and Arona Street while he has his equip-
ment in here, but will keep the cost separate from the water-
main work. They will check the culvert at Albert and Garden
to see that it drains. Lemberg will check on the proposed
arc-light at Ruggles and Holton. They will place the culvert
at the Pascal Street entrance to the Walkway between Pascal
and Holton just North of Ruggles, also see that posts are
placed to prevent vehicular traffic. They will talk to St.
Paul regarding the intersections at Hoyt. The street is high
on Pascal near Roselawn but the curb was so badly beaten down
that there was a Swale and they had to meet the existing mat
to get a good job.
Larpenteur Avenue Lemberg feels that inasmuch as we know 3 stubs on Fry Street
Watermain, Fry St. were broken, the other stubs should be dug up and checked.
extension. Attorney Graham feels there is a possibility that some of the
sewer stubs on Larpenteur might also have been damaged by the
watermain installation. The Deputy Clerk was instructed to
list the Larpenteur Avenue Sewer Connections that might have
been affected and note the date of the installations. Jerry
Meyers advised Herbst was in this Spring to finish up some
work not completed last Fall. The Engineers and Attorney will

make a further study of the matter.
Squad Car After discussion, the Clerk was authorized to prepare and
publish advertisement for bids for a new police car in
accordance with suggestions by the Police Commissioner,
Don Arndt, including the trade-in of the 1959 Ford V-8
bresently used. Bids are to be opened at 7:30 P. '~,~.
Tuesday, November 22nd, at a special meeting of the
council to be set for that time and date. The above
resolution was moved by Warkentien, seconded by Coppini
and unanimously carried.
Water connection, Letters regarding the 1-1/2" connection for Dr. Spano were
Dr. Spano given to Mayor Nilsen who will contact the water department.
Police Warkentien reported that Officer Henry J. Dachtera telephoned
Police Commissioner, Don Arndt, at 8:20 P. M. Monday,
October 17th, advising he wasn't interested in a full-time
police position. After receipt of Dachtera's decision, Owen
Harmer was hired as the third police officer, employment to
start October 20th.
Requisition Requisition #171 for the fire department was approved on
motion by Warkentien, seconded by Shavor and carried.
Sewer Permits There was a discussion of procedures involved in issuing sewer
permits. No action was taken.
Waterline There was a discussion of procedures involved in the in-
Inst~ lations stallation of waterlines in the same ditch as sewer lines on
streets where the watermain is not yet available and the
Deputy Clerk was instructed to contact St. Paul to see if
there was a passibility ~' having our plumbing inspector depu-
tized to make the waterline inspection in these instances.
Pump Inspection, Advisability of setting up a permit fee to cover the cost of
water installations having our plumbing inspector check to see how pumps were
handled where connections to the city water have been made
was discussed, but no action taken.
