Graham, Village Attorney; Brad Lemberg, Village Engineer; l°dm. E. Olsen, Treasurer and Ethel ~%. Vthite, Dep. Clerk and Den. Treasurer. Absent: UTm. R. Utecht, Clerk. The Minutes of the regular meeting of October 17th were approved as ~submit.ted. Signs P:4essrs. Stewart & C~uiegel of r~dgetown Paint, Larnenteur & Snelling were in to request permission to erect a sign across the front of their store. After discussion, Nilsen moved approval of the installation of the sign as designated by the picture of the sign at the old location, on the Larben- teur Avenue side above the canopy. Seconded by Shavor and carried. Request for ^ermit to paint a sign on the West side of the building was referred to Howard Dahlgren, the Village Planner for report prior to November 22nd. Larp. Ave. Statement from Herbst Construction Company was referred to WP~~PS sewer Atty. Graham. Graham reported: Engineer Lemberg had prepared damage a report showing the installation of the sewer stubs at the Spiegler property, indicating the locations of the stubs which have been damaged and those which may be. Lemberg recommended checking those which may be damaged. Herbst should be given a chance to do the work, but if he doesn't do it within ten days, someone else should be hired to do it and the charges passed on to Herbst. The work should be done this Fall. It is estimated that the work done and to be done will cost approximately 91500.00, and that, the 91000.00 withheld will not cover the entire cost. 1528 Watermain Graham reported that School District #623 contends it is Improvement not benefitted by the ins±,allation of the watermain on 1960 No. 1. Ruggles. They Village Council feels they are being benefitted including the installation of the hydrant at Ruggles and Albert which gives them fire protection right at their back door, and also that the future expansion would have to be toward Ruggles and it would. be to their advantage to be able to get their additional water supply from the main on Ruggles, Attorney Graham will contact Attorney Lofftsgarden of the School District. Streets Lemberg was authorized to order the necessary culvert'to be delivered at the location of the walkway on Pascal, North of Ruggles. Also the necessary dirt. Slama will shape it up and sod next spring, After discussion, Warkentien moved that the engineer make a complete survey of the manholes in the Village, and that he be authorized to order the necessary material and proceed to bring the manholes to grade. Seconded by Coppini and carried. Coppini moved that the Engineer be authorized to arrange with Northern States Power for the installation of an arc light on Holton at the walkway at approximately Ruggles. Seconded by Shavor and carried. Watermain Imp. Nilsen moved payment of bill M-20902 from the Board of 1960 No. 1. Water Commissioners of St. Paul, covering water services installed, in the amount of ~15,~09.90, which has been recommended for payment by the Village Engineer, out of the Watermain Improvement 1960 No. 1 Construction Fund. Seconded by Shavor and carried. Streets, Lemberg's letter to the Chief Engineer, Street Department, Nortnome St. Paul, was read. It called attention to the intersection at Hamline and Idaho advising that this is a commercial corner and the poor condition of the street is a great hinderance to business. He also called attention to the poor work done to repair the intersections along Hoyt after the storm sewer installation and asked that they be returned to the condition that they were in before construc- tion. Christmas After discussion, Shavor moved that a permit be granted R. L, Tree Permit Cotten Associates, 121 Laurel Avenue, to sell Christmas Trees on the lot between the alley and Vleber's Cafe, facing Snelling Drive, provided all unused trees and debris will be removed by December 31st. Seconded by Warkentien and carried. License All requirements having been me.t, r.~aster Plumber's License #59 was issued to George Dixon, Dixon Plbg. & Heating Co., 1603-1~th Avenue, N. W,, New Brighton 12, Tsinn. Moved by Nilsen, seconded by Shavor and carried. Insurance After discussion, Shavor moved that the order for the Village's Workmen's Compensation Insurance for 1961 be awarded to Wolfgram Agency, Inc., based upon their letter of October 26th, 1960, advising that the estimated net prem- ium for one year would be X827.55, and that, at the present 1529 time, the company is paying a 15~ dividend and the estimated dividend. on this premium would be ?~12l~.13. Seconded by Warkentien and carried. LWV Letter of appreciation from the League of Women Voters was read and filed. Trailer House Jastrow's report was read and the matter was referred to Attorney Graham. Prior Ave. Sewer, Letter from the r:2innesota Department of Health approving the Hermes. installation of approximately 365 feet of 8'" diameter sewer pipe as ber plans, was read and. filed. Streets Letter from Deane R. Anklan, County Engineer, was read. It advised that opening the median strip West of Fry for the apartment entrance would not benefit Larpenteur Avenue Traffic in any manner, and they would ,abide by the State's recommenda- tions. Lemberg will get an appointment with State and County representatives for an "On the scene" inspection at a "Heavy Traffic" period. Nilsen moved that "No Parking 2 A. ?~d. to 7:30 A. M." signs be placed on Fry Street at the North end of the Apartment Property in such a manner as to restrict marking from that point South to Larpenteur Avenue. Seconded by Coppini and carried. Lemberg will contact Armor Coat first thing in the morning and if they don't intend to finish sweeping the streets, he will contact Schifsky. Lemberg reported: The drainage at Holton and Garden, the house South of the Congregational Church and the Parsonage has been corrected. Armor Coat is supposed to shape the street and correct the drainage on Albert North of the Shell Station and at Pure ail. They still have some work to do on the East side of Tatum. They took the curb out at Wesley Schmidt's. Lemberg will stop to see Berggren and Roth who bo+.,h want the curb out. Lemberg and Nilsen will stop to see the people on the V~lest side of Pascal tomorrow night. Lemberg has arranged with Slama to take care of flushing the culverts before the freeze-up. The alley between Larpenteur and California from Hamline to Albert is in bad condition, but it would be better to fix it next Spring, except for the bad holes.
