Nilsen, Mayor; George Shavor, Trustee; Willis Vrarkentien, Trustee. Also present were Frank N. Graham, Village Attorney; Wm. E. Olsen, Treasurer; Otto Bonestroo and Brad Lemberg, Engineers; and Ethel E. White, Deputy Clerk and Deputy Treasurer. Absent Wm, R. Utecht, Clerk and Paul Conpini, Trustee. Squad-car There was a general discussion until 7:30 P. AEI, when P~~Iayor bids Nilsen read the advertisment forbids for a squad .car as published in the Rose Tribune. Bids were opened, and after deducting the trade-in value of the present squad car, the net prices received were as follows: Pdidway Ford Ron Saxon Ford Hetfield Queenan Jerry's Dodge City X1223.00 1271~.l~8 1la6l~. 78 1219.23 All bids were accompanied. by a certified check in the amount of 10~ of the bid except Hetfield Queenan's bid. 1 ~gayor Nilsen moved that the bids be referred to Trustee Warkentien and. Police Chief Don Arndt for tabulation and to the Village Attorney for checking with the request that they report to the Council at it's next meeting, December 8th. Seconded by Shavor and carried. P~~Pinutes The minutes of the regular meeting of October 27th were approved as submitted. The minutes of the regular meeting of November 10th were approved as corrected. (Page 1, "t4axine Martin's address was corrected to read 18l~0 Simpson. ) 1 Squad Car Tdayor Nilsen reported he had been asked by some residents why the Village didn't purchase a Station Wagon rather than a car for Police work. Arndt advised a Station Wagon would be better for Ambulance Service, but that if anyone were very ill or badly in- jured, one man alone couldn't handle it properly. It would take two men. Our men work alone, In case of a bad accident or serious illness, the Ramsey County Sheriffs are always available and. equipped to take over, Arndt feels that the regular car is better suited to policing, and that by traffic control, the Village has cut the number of accidents to a minimum. Trailer House Henry Schroeder, resident of the trailer on Killmer's property, 1750 W. Larpenteur, was present an d showed the Council tax forms he had received from the Secretary of State. Attorney Graham advised °~.4r. Schroeder the forms had nothing to do with the Village but that he should fill them in and return them to the Secretary of State, Mayor Nilsen advised fl4r. Schroeder it wouldn't be necessary for him to wait as no discussion regarding the trailer was on the agenda. Signs, Edgetown ;"~.+fr. Stewart of Edgetown Paint was present. He was advised the Paint Village Planner did not approve signs painted on the building, 1532 and it was suggested that he work with his Sign Painter regard- ing a sign in a frame, scaled down to a smaller size and re- submit plans. Watermain John Rysgaard and A4r. Britton were present to represent the Improvement Falcon Heights Congregational Church and request abatement of 1960, No. 1. the watermain assessment on Lot 19, Block 1, Barthel Villas which, at present, is being retained at a low level for pond- ing, until such time as it is no longer required for ponding when it will be reassessed. The Council and Attorney Graham felt their request was reasonable and Warkentien moved that the matter be referred to Attorney Graham who will prepare the necessary papers. Seconded by Shavor and carried. License All requirements having been met, T~2ASTER PLU".RBERS LICENSE N0. 60 was issued to Raymond. E. Jastrow, dba Snelling Plumbing & Heating Co., 712 Snelling Avenue, No., St. Paul, Minn. P:4oved. by Nilsen, seconded by Warkentien and carried. Insurance Workmen's Compensation Insurance Policy from VJolfgram Agency, Inc,, 309 No. Snelling Avenue, was referred to Al Mortenson who checked same and reported it eras satisfactory. Streets Copy of letter from City of St. Paul, Department of Public Works, to Bradford A. Lemberg, was read. Letter advised they were requesting their construction superintendent to gi~.re his immediate attention to restoring the intersection at Hamline and Iowa, also at various intersections along Hoyt where res- toration is necessary as a result of the construction of the Nebraska-Hoyt Storm Sewer. Culverts Copy of letter of November 17th written to Dean Anklon, Ramsey County Engineer, by Brad Lemberg was read. Letter advised that the Village Pulaintenance Crew found that many of the cul- verts along Garden and. Hamline were crushed, and asked that - they do something about it at this time to insure proper drain- age. Street Lighting Letter of November 17th, to Northern States Power Company by Brad Lemberg, was read. Letter requested installation of a street light at the intersection of Holton Rc Ruggles, and recommended that it be located in the public walkway on the West side of Holton opposite Ruggles Avenue. After discussion, Shavor moved that the Village Engineer be authorized to arrange for the installation of arc lights at the corner of A4oore and Summer and also at the corner of Howell and Summer, as well as for the installation of four necessary street signs. Seconded by VTarkentien and carried. Guide Posts Art Lindig asked if it would be permissable for him to install Driveway, Art guide posts on his own property to v~Tarn people of the ditch. Lindig property Bonestroo said he thought that would be fine and would stop to check and make recommendations as to location. Watermain A±.torney Graham advised he had delivered the Assessment to Improvement 1960 No. 1. 1533 the County Auditor, along with receipts covering prepayments in the amount of ?620,50.23, which left a balance of 96L~~,616.92 to be certified as unpaid, extended on the tax lists, and collected and paid over in the same manner as other taxes. Street work Bonestroo submitted quotation for street work material and equipment rental received from Pennig Company. The Council requested Bonestroo to finalize the prices and to use Pennig's services as needed. Sewer Stub Attorney Graham advised he had written Herbst Construction Damage, Fry Company advising them that. our engineers recommended digging up Street the sewer stubs in front of the apartment property which have not already been dug up to determine the extent of damage, if any, inasmuch as broken sewer stubs would permit sand to seep into the main sewer line ca.~<sing considerable trouble. He told Herbst tha+„ if he didn't open up the stubs in question and show us tha+. they we~~e satisfactory, within ten days, we would hire someone else to do the work and Hass the charges on to him. It is Graham's opinion that, the cost will exceed the 961,000.00 withheld. Graham has been in touch with Herbst's Insurance Company. St. Anthony Mayor Nilsen suggested that Bonestroo & Associates make a resume Park V~atermain of what information we have on the St. Anthony Park Watermain Connection Connection and submit same to Attorney Graham who will study the matter and recommend procedures.
