REGULAR ~~~EETING DECEP.4BER 8, 1960.
Tdeeting was called to order at 7:10 P. T.Q., the following Council Pdembers being
bresent: Harold C. Nilsen, ~:Qayor, Paul Conpini, Trustee; Willis V~`arkentien,
Trustee and V1m. R. Utecht, Clerk. Also present were Frank N. Graham, Village
Attorney; V'tm. E. Olsen, Treasurer; Otto Bonestroo and Brad Lemberg, Village
Engineers and Ethel E. '~P~(hite, Deputy Clerk. Absent: Geo. J. Shavor.
"Qosquitos Dr. Herbert Crandall, Asst. Director and Chief Entomologist
of the l~~ietronolitan ",iosquito Control District was present.
He gave the Village a map showing the mosquito breeding spots
in the Village, many of which are located on property be-
longing to the University of P~Qinn:,sota. Dr. Crandall advised
that. as many of these holes as possible be filled as clean fill
becomes available. The Engineer will contact the University
as well as make a study to see how many of the low spots in
the Village can be filled without interfering with necessary
nonding.
Canvassing The regular meeting was recessed to permit the Council to act
hoard as a Canvassing Board in connection vrith the Canvass of Votes
for the election of officers for the Village of .Falcon Heights,
at the Annual Village Election, December 6th, 1960, and the
Clerk read the following election returns:

On motion by V~Iarkentien, seconded by Conpini, it was voted
unanimously to declare the following duly elected to office,
and that the Clerk be instructed to certify the said election
returns to the County Auditor.
George J. Shavor was elected Trustee for a term of three years.
W. Allen "aortenson ~~~as elected Clerk for a term of two ,years.
Harvey C. Stougaard was elected Justice of Peace for a term of
two vears.
On motion, the Canvassing 3oard l~,:Qeeting ~^ras adjourned at 8 P. i:F.

Oaths of VJ. Allen Pdortenson v?as sworn in as Clerk for a term of
Office two years. Harvey C. Stougaard was sworn in as Jus±.~_ce
of Peace for a +.,erm of two years. (George Shavor was
absent.)
Notices of Election were handed to ~t• Allen r:~ortenson
and Harvey C. Stougaard.
The ?leputy Clerk was instructed to contact Bob Johnson
of the Keller Corporation regarding Bonds for the newly
elected officers.
r~Iinutes The 'Zinutes of the regular meeting of November 22nd were
approved. as submitted.
Police Car After discussion, it was moved by Utecht and seconded by
Vdarkentien that the bid of T~idway Ford Company, submitted
pursuant to the advertisement for bids published in the
Rose Tribune October 28th, 1960, be accepted and that the
'~4ayor and the Clerk be authorized to purchase a 1961
Ford according to specifications from ~:-didway Ford Company,
and that +.,hey be authorized to install additional equipment
in the amount of X168.07 as listed below;

the total cost to be "1223.00 net after deducting the trade-in
value of the Police car now in use, nlusthe 4'168.07, or a total
of ?1391.07.
Also that the Public Safety Commissioner be authorized to
arrange for the transfer of all equipment such as radio,
lights, spot lights, etc., and that, the Deputy Clerk be
instructed to return the checks of the unsuccessful bidders.
Upon a vote being taken on the above, the following vote

Salaries, After discussion,'uJarkentien moved that the three full. time
Police Dept. Police Officers be granted an additional ~15.C0 per month
nay increase effective January 1st, 1960. Seconded by
Coppini and unanimously carried.

Police, letter Letter of November 22nd from George and ".2ary Kirkeby, ex-

T~iayor Nilsen advised Public Safety Commissioner Arndt that he
had a request from Farmer's Union for Police Traffic Assistance

to study the grade separation matter and make recommendations;
that a Public Ke~ring on the °roposed Grade Separation be set
for Thursday, January 19th, ('T'his date to be cleared with the
Highway Department) and that proper notice be given to
affected business men and property owners. Seconded by Utecht
and carried.
Sewer Stubs Graham reported that Herbst's Insurance Company disclaims
Spiegler Prop- responsibility for broken sewer stubs inasmuch as they hadn't
erty Fry St. been advised they were there. Engineer Lemberg said sewer
stubs were shown on the plans given Herbst. Lemberg recommends
waiting until Spring, now that. the frost is so deep, before
digging up stubs which haven't already been checked. Graham
advised cost of correction will be about 25 or 26 hundred
dollars.

Assessment On motion by Coppini, seconded by Warkentien and carried it
Abatement was voted to consider the petition of the Falcon Heights
F. H. Church Congregational Church that the watermain assessment on lot 19,
'?arthel Villas, be abated until slzch time as the lot is no
longer required for use as a Poriding Area at a meeting to be
held at the Village Hall December 29th, 1960, at 7 P. AST.
Attorney Graham will prepare legal notice and arrange for
publication.
License, Xmas On motion by Conpini, seconded by Nilsen and carried, it was
Trees voted to issue a license to the Knights of Columbus to sell
Christmas Trees on the Robert Rosacker property at 1705 No.
Cleveland Avenue, St. Paul 13, provided all debris is removed
by 12/31/60.
Sewer ';2etering Letter of November 1st, City of St. Paul, Department of Public
Station Viforks, was read. It stated, in part, "The City of St. Paul
n:2aintenance will, from this time, arrange for and performm all routine
maintenance of sewage metering devices and float well and do
this maintenance at no expense to the Village. The Village
shall, however, retain full responsibility to perform major
maintenance of the sewer metering equipment when, and if, such
maintenance is determined by the City to be necessary." After
discussion, Utecht moved that the City of St. ?aul, Iepartment
of Public Vdorks, be notified that we will enter into an agree-
ment with them for the continued maintenance of our sewerage

metering station. Seconded by Uiarkentien and carried.
Playground After discussion, it was moved by V~rarkentien, seconded by
Lights, Snell. Utecht and carried that Trustee Cop~ini, in charge of
& Idaho. skating rinks, be authorized to purchase !~ used 1000 watt
fixtures and. lamps with one outlet in the warming house
and to arrange for running the overhead lines to 2 poles
and installation of the !l fixtures by Tieso Electric at
their quoted net price of X125.00.
Taedian Strip VVarkentien reported that Chenoweth, Ramsey County Safety
Larpenteur near Engineer, opposes removal of the median strip at the
Fry entrance to the Spiegler Apartments because it is too near
Fry Street and suggested that the Owners arrange for a
driveway on to Fry at the south of the apartment nearest
to Larpenteur. Nilsen thinks there is a possibility the
Village might enlist the help of f~McCubrey of the State
Highvray Department. Further contacts will be made.
Proclamation On motion by e~~iarkentien, seconded by Utecht and carried,
the suggested proclamation for CHRIS'?^,.4AS HOLIDAX ACCIDENT
PREVENTION PROGRAn.4 was signed by PMayor H. C. Nilsen and
sent to the Rose Tribune.
