HomeMy WebLinkAboutCCMin_61Mar91573 REGULAR MEETING MARCH 9, 1961. Meeting was called to order at 7:00 P. M., the following Council Members being present: Harold C. Nilsen Mayor; George J. Shavor, Trustee; Willis War~tien, Trustee and W. A. Mortenson, Clerk. Also present were Frank N. Graham, Village Attorney, Wm. E. Olsen, Treasurer; Otto Bonestroo, Engineer; and Ethel E. White, Deputy Clerk and Deputy Treasurer. Absent= Paul L. Coppini, Trustee. The Minutes of February 23rd were approved as submitted. Load Limit Clerk Mortenson reported all Village streets were posted for three ton axle load limit. Platting The Deputy Clerk was instructed to write the Platting Commission, thanking them for the copy of the Lindig Plat; and adv3.sing them that there are some things that must be considered in accordance with our regulations and that the plat had been referred to the Planning Commission. Zoning, The Deputy Clerk was instructed to write Mr. Weigt informing Ernest Weigt him that the Planning Commission concurs with the Council Property that no rezoning should be done before the Zoning Plan is completed and Public Hearings held. Plumbing & Sexer Licenses Signs, Repair Northome Shop. Center Clerk's Short Course Letter from Attorney Earl Anderson was read and filed. Letter from Northome Shopping Center, Inc., requesting permit to modernize and repair their signs was read and referred to the Planning Commission. It was moved by Nilsen, seconded by Shavor and unanimously voted that Clerk W. A. Mortenson attend the Clerk's Short Course and that his expenses be paid. State fide It was moved by Warkentien, seconded by Nilsen and unanimously Planning voted that the Village pay the expenses for as many members Conference of the Planning Commission as find it possible to attend the Statewide Planning Conference to be held at the University of Minnesota, Monday, March 20th. Tree Spraying Mr. Carpenter, Minnesota Tree Service, lt601 Excelsior Blvd. was present. He estimated it would cost about 90¢ a tree to spray the trees in Falcon Heights with a dormant oil spray which should be done within the next 3 to 5 weeks, if found to be necessary. The Deputy Clerk was instructed to call Dr. Hard, Director of Plant Industry, University of Minnesota, for his recommendation. Traffic Wm. Broom, Garden and Asbury was present. He expressed his Control concern over the number and speed of cars using Garden Street as a "Thru-Highway" and suggested that "Stop" signs be placed at closer intervals to make the street less attractive to "Thru-Traffic". He was advised the Village would take a ~~~~ traffic count and consult with the Ramsey County Safety Engineer. 157l~ The matter was referred to Engineer Bonestroo. Probation Mayor Nilsen summarized the report from the Ramsey County Report Probation Office and reported that there had been only 1 Falcon Heights boy placed on probation. Sanitary Sewer The Deputy Clerk was instructed to have a rubber stamp and Water made reading "In an emergency involving sanitary sewer or Emergencies water, call Mi. l~-505©. If no answer, call Mi. 4-5575". and to stamp this message on the seller rental cards for the quarter ending P~Iarch 31st. Police, It was moved by Warkentien, seconded by Nilsen and unanimously Telephone. voted that an extension of ~ti. 1t-5050 be placed in the con- ference room for use of the Police Department. Sanitary Server, Attorney Graham reported the Village has started it's suit Damaged Stubs. against Herbst Construction. An answer should be had in 20 to 30 days. He suggests that, when. the weather permits, the Village should notify Herbst to dig stubs up and check them, and give them 10 days to do so. If they fail, some- one else should be hired to do the work, charging Herbst. Fire Ordinance Attorney Graham talked to Fire Chief Gordon Nelson, out- lining definite decisions that will have to be made. He sent Nelson a copy of the New Code, and upon reply from Nelson, he will complete work on the new ordinance. Attorney Graham has not yet heard from the University on Server or Water. He should hear from them shortly but will call them if he doesn't hear soon. Planning Dahlgren's report on the University Plat was discussed and referred to the Planning Commission with the suggestion that they write Mr. Nelson a letter and tell him the lots fall below present day standards. Civil Defense After discussion, the matter was referred to Attorney Graham who will check to see if we can enter into an arrange- ment with Lauderdale.
