Nilsen, Mayor; Willis ti'~arkentien, Trustee; Paul Coppini, Trustee; A. W. Mortenson, Clerk. Also present were Wm. E. Olsen, Treasurer; F. N. Graham, Village Attorney; Brad Lemberg, Village Engineer and Ethel E. White, Deputy Clerk and Deputy Treasurer. Absent: Geo. J. Shavor, Trustee. The Minutes of the meeting of March 9th were approved as submitted. Taxation: Letter from Ronald V. Powers, advising an Instructional ?!2eting for Assessors and Local Board P.~embers will be held in room 356 of the Ramsey County Court House at 10 A. M. Tuesday, March 28th, was read. Clerk's Clerk Bdortenson advised he had attended the Clerk's Short Extension Course at the University Center for Continuation Study and Course: reported on same. Traffic Letter from Representative Jones advising that a bill was Tickets: passed in the house calling for a uniform traffic ticket to be used by all police and highway patrolmen in the State of l~iinnesota was read. Water: Representative Jones advised: "Last Thursday House File 882, which would no longer require a vote of the citizens of a Village to put in a private water system, was passed. If this bill is a~anroved by the Sena+,e, it would take only Council action." License: All requirements having been met, it was moved by Nilsen, seconded by Coppini and unanimously voted to grant Master Plumber's License No. 62 to George Coverdale, dba George Coverdale Company, 1016 Chatsworth Street, St. Paul, Minn. Water: In lieu of the increase in cost, it was moved by Coppini, seconded by Nilsen and unanimously voted to request Chippewa Springs Company to remove their cooler from the Village Hall and discontinue the water service. Fire School: Letter from the University of Minnesota, Institute of Agri- culture, advising that the state fire school programs were planned for April 2l~, 25, 26, and 27, 1961, was referred to Fire Chief Gordon Nelson. Municipal Copy of letter of ~~iarch 15th to Mr. Blaine Himmelman, A,4innesota State-Aid Highway Department, written by Engineer Lemberg was read, in Roads: part, a.s follows: "Project Pdo. MSAP 62-101-01 Falcon Heights, We would like to have you test this section and make recommenda- tions for sub-base and base material for a 9 ton flexible pave- ment as per MSA requirements. R'e would appreciate it if this work could be coordinated with our office so that one of our men can be on t'~e project site at time of testing." Civil Letter of rl:arch 16th from Attorney Graham was read. It advised, Defense: in part, Section 12.25 subdivision 5 of the Minnesota Statutes provides that contiguous villages "with the approval of the 1578 governor" may enter into agreements providing for a common civil defense organization. There is nothing in the law that would prevent us from selecting a local civil defense dir- ector that did not live in the Village of Falcon Heights. If he were also civil defense director for another Village, we would have to get the approval of the State before going ahead with the arrangements. Street Messrs. Vanelli and Weisenberg of Northern States Pourer Lightings Company were present, also George Williams, representing the business, and Don Arndt, Public Safety Commissioner. After discussion, Nilsen moved that the Village request Northern States Power Company to install 4 - 2300 lumen lights, 2 immediately ad3acent to the cross walk on Larpenteur Avenue, on existing poles, 1 at Crawford, across from dVeber's Cafe, on a new pole, and one at the Village Hall on a new pole, the only cost to the Village to be ~100.A0 per year, per light for the energy. Seconded by Coppini and carried. Car Wash: After discussion, it was moved by Warkentien, seconded by Coppini and unanimously voted that the Village enter into a contract with the State Fair Car Wash at $65.00 a year for unlimited washes for the squad car; the year to run from April 1st, 1961 to April 1st, 1962. Police After discussion, it was moved by ~idarkentien, seconded by Uniforms: Mortenson and unanimously voted that the Village buy each officer a pair of Tropical V'r'orsted Slacks at $21.95 per pair. Rezoning, Mr. Weigt appeared before the Council to request commercial Ernest or light industry rezoning for his property at 1687 W. ti'~eigt: Larpenteur. It was resolved that the Village shouldn't do any rezoning until after zoning plans are completed and public hearings held. It was suggested that A4r. Weigt contact Howard Dahlgren, Village Planner, for his opinion. Some of the streets are in bad condition, base is poor, and to eliminate excessive upkeep, we suggest rebuilding by proper base, grading, curb and gutter and a good driving surface. It was decided to do just what grading is necessary at this time at the Idaho-Snelling playground area to take care of the turn- around, the children's playground area and straightening up the banks next to the houses, and grade a swale section along the Snelling side so the water will collect in the southwest corner. Trees; Nilsen reported he had talked to Dr. Hard wro says he doesn't recommend a spray program at this time, but suggested a tree study committee. After discussion, Nilsen moved that the Village set up a Boulevard Tree Study Committee, and the appointment of Dr. C. Gustav Hard as Chairman, with Frank D. Irving, Charles E. Larson and Bert Hendr3_ckson as members, also other citizens who might be interested. Seconded by LSortenson and carried. Ramsey County V9HEREAS, the Legislative Committee of the Ramsey County Municipal Municipal Officials Association has recommended certain resolutions to the Officials Association, and Association: WHEREAS, the Ramsey County Municipal Officials Association has adopted these resolutions, the tiTillage Council of Falcon Heights hereby endorses the action taken by tyre Association with respect to specific resolutions which are hereinafter quoted: 1. WHEREAS, there are presently located in Ramsey County, out- side the City of St. Paul, seventeen (17) incorporated munici- palities of which three have established municipal courts, and WHEREAS, reasonable salary for a judge, together with all the necessary expenses, such as trial costs, including jurors fees, when added together, constitute a very substantial expense for a municipality, and WHEREAS, many of these incorporated municipalities in Ramsey County are too small by reason of population or assessed valua- tion or both to establish a court, BE IT RESOLVED, that the Ramsey County Municipal Officials Association does hereby call this problem to the attention of legislators representing the areas referred to and does hereby 1580 request that these legislators take steps to prepare legis- lation for the 1961 Session if possible, or in lieu thereof, provide for a.n interim study to be made by the proper committee to prepare legislation for the 1963 Session, that will provide for and make r.ossible the establishment of a point municipal court or a municipal circuit court, financed jointly by the several municipalities; and BE IT FURTHER RESOLVED, that copies of this resolution be promptly forwarded to Senators Allen and ~"~estin, and to Representatives Showell, ibecKenzie and Jones. 2. WHEREAS, Ramsey County Municipal Officials I'issociation does not take a stand for or against a sales tax, and, ~`F~EFAS, this group is not recommending any new taxes, and YtHEREAS, new methods of taxation are being proposed in this legislative session, NOW THER.~.~F'0??E, BE I"_' F,.r:;>OLUSD, that the Ramsey County Legis- lative delegation press for legislatian that would provide for the sharing of any new taxes by the municipalities„ 3. WHERE~-S, inequities are presently existing within taxing districts, and WHEREAS, this works a hardship on properties within high assessment dis+,,ricts, NOW THEREFORE ~3F IT RESOLVED, that the Ramsey County Legis- lative delegation request legislation that would enable equalization of assessed values where a mill levy is applied by a taxing distx•ict which is so located as to include more than one assessing a:atr~ority. !~. WFiEREA5, extreme problems of drainage within Ramsey County are presently forming, and ti°dHEREAS, the existing lags of the state concerning drainage are not suitable~to urban problems, and WHEREAS, each a.nd every piece of property that is further developed compounds the problem. NOW THEREFORE, IIE IT RESOLVED, that the Ramsey County delegation request legislation setting up an inter-commission of the Legislature to study storm water and surface drainage problems within the ?~etropolitan area, BE IT RESOLVED that this commission take into account all of the aspects of drainage such as water levels, engineering, feasibility and the many other facets involved. 1581 Signs Northome Nilsen moved that the request for Hermit to remodel signs Shopping Center be approved under the limitations provided by the Planning Commission. Seconded by V`darkentien and carried. Fire Attomney Graham advised. that he had discussed the Fire Ordinance Ordinance with Chief Nelson and Assistant Chiefs Hermes and Helbig and that he would continue to work on the Ordinance. Water A ttorney Graham advised he had talked with the University's Attorney and will have further discussions with him in the future. He pointed out that there is no money available to pay an assessment at this time. Sewer, broken Attorney Graham advised the Herbst papers have been served. He stubs had a call from the attorney for the insurance company who asked if it would be alright to put in the answer for the insurance company at the same time they put in the answer for Herbst. Graham agreed to this and said we should know where we stand next month. Bills On motion by Warkentien, seconded by Nilsen, the following bills were ordered paid: Frances S.
