REGULAR ?~4EETING APRII, 13, 1961.
Meeting was called to order at 7:00 P. M., the following Council Members being
present: Harold C. Nilsen, Mayor; George J. Shavor, Trustee; Paul Goppini,
Trustee; Willis Warkentien, Trustee and W. A. Mortenson, Clerk. Also present
were Wm. E. Olsen, Treasurer; Frank N. Graham, Village Attorney; Otto
Bonestroo, Village Engineer and Ethel E. White, Deputy Clerk and Deputy
Treasurer.
The Minutes of the Regular meeting of March 23rd were approved as submitted.
RC~'IOA There was a discussion regarding the RCMOA resolution regarding
funds to permit the municipalities of Ramsey County to form a
league and to finance the work of said league. It was felt
by the Council that our problems differ from many of the other
municipalities, and no action was taken.
Sanitary There was a discussion regarding the Metropolitan Area Sanitary
Sewer Sewer Problem. No action was taken.
Weeds Weed Inspector, Wm. Carroll, advised he had attended a meeting
of the Ramsey County Weed Inspectors and reported on same.
He was authorized to investigate the cost of equipment of size
and ease of operation to make the suggested work practical.
Requisition On motion by Coppini, seconded by Shavor and unanimously carried

approved.
Engineering Letter of April 12th, from J. M. Evans, State Aid Engineer,
Assistance authorizing the Village to request any needed engineering and
technical assistance during the calendar year, was read and
filed.
Rezoning Ernest Weight, 1687 W. Lar~enteur Avenue, presented a petition
asking that his property at the above address be rezoned from
Farm Residence to Business for use as doctor's offices or
stores, such as furniture or other business. He was advised
that the vetition should be referred to the Village Attorney
for checking, and that he should depesit $25.00 to cover cost
of ownership report and processing. He decided he would wait
until after the joint meeting of the council, the planning
commission, and the planning consultant which will be held
Tuesday, April 18th, at which time the Mayor advised him they
would discuss his request for rezoning. Mr. Weigt is to
appear at the Council Meeting April 27th for a report.
Sanitary It was stated by C. K. Otis, and confirmed by Otto Bonestroo,
Sewer that Toltz, King, Duval & Anderson had measured his basement
1757 wrong, and that as a result he cannot connect to the serer.
Fairview Basement was shot and recorded as 962.80 whereas it is 9b2.23.
To connect, it will be necessary to reverse the plumbing, go
out the other side of the house and connect to the sewer line,
at an additional plumbing charge of approximately X435.00, plus the
cost of repairing the basement floor. Bonestroo will summarize

the situation and see t~rat Toltz, King Duval & Anderson
are apprised of same. Reversing the plumbing will give Otis
good flow.
Platting, Art Lindig presented his Plat to the Engineer and the Council
Lindig and, after discussion, Shavor moved that the proposed plat
submitted by Art Lindig for review be submitted to the
Engineer and the Planning Commission for study and report.
Seconded by Warkentien and carried.
Watermains Graham reported he had not heard.. any more from the
University on the watermain extension.
Sewer Stubs Grahan reported he had not heard anything from Herbst or
Damaged his insurance company, Bonestroo was instructed to see that
the proper steps to check the other 3 sewer lines are taken
when the weather permits and to repair the street.
Civil Defense There was a general discussion regarding Civil Defense.
Warkentien will furnish Civil Defense Headquarters with re-
quested information.
Pornographic Trustee Coppini reported on a Legislative Committee meeting he
Literature had attended and pointed. out the seriousness of the amount of
unwholesome literature being distributed. Attorney Graham
advised we had met with good success in the past by dis-
cussing this matter with the stores in the Village by simply
advising them that we had an ordinance prohibiting the dis-
tribution of this material and asking the cooperation of the
owners. Graham also pointed out that if the law which is now
in the Senate is passed, the Village can enforce it without
any further ordinances of our own.
