REGULAR '+iEETING APRIt~ 27th, 1961.
Meeting was called to order at 7:00 P. 1t2., the following Council ltiembers being
present: Harold C. Nilsen, Mayor; George Shavor, Trustee; Paul Coppini, Trustee;
W. A. P~ortenson, Clerk. Also present were Frank N. Uraham, Village Attorney;
Wm. E. Olsen, Treasurer; B. Lemberg Engineer and Ethel E. Z'Jhite, Deputy Clerk
and Deputy Treasurer. Absent: Willis :9arkentien, Trustee.
The Minutes of the regular meeting of April 13th were approved as submitted.
Streets, Letter from the Post Office thanking us for our cooperation
Names in the street naming program and advising they would furnish
new zone books was read and filed.
rdeeting, change It was moved by Nilsen, seconded by Coppini and unanimously

to Hermit the Council to attend the Falcon Heights PTA
meeting May 11th, at which Col. Schon will speak on Civil
Defense at 8:15 P. M.
Assessor It was moved by Nilsen, seconded by Shavor and unanimously
voted that Wm. C. Carroll, 1372 Iowa, be appointed
Assistant Assessor for 1961, his term to expire March 1, 1963.
Court Letter from Sheriff Kermit Redman requesting that they be
advised what disposition was made on cases of persons booked
into and released from the Ramsey County Jail was read and
the Deputy Clerk instructed to send copies to Justices
Stougaard and Johnson, and Police Commissioner Arndt.
Licenses All requirements having been met, it was moved by RZortenson,
seconded by Coppini and unanimously voted that Sewer Installer's
License #1~1 be issued for Robert J. Ostrowski, dba Park Plbg.
& Heating Company, 1779 Selby, St. Paul, !t, Minnesota.
All requirements having been met, it was moved by Shavor,
seconded by Coppini and unanimously voted that Plumber's
License #63 be issued to Fred 1~4uralt, dba Fred Muralt Plbg.,
3958 Bloomington, So., Minneapolis, Minn.
Weed Notice It bras moved by Coppini, seconded by Shavor and unanimously
voted that the ltiayor and Clerk be authorized to sign paper
_ agreeing to pay our proportionate share of weed notice publi-
cation for the year 1961.
Northome Shopping Letter of April 21~th, signed by D. 0. Julep, asking for
Center recommendations for trees along the West side of Arona
Street between Larpenteur Avenue and Idaho, as well as re-
questing a "No Dumping" sign on the boulevard to the rear
of the house on the Northwest corner of Arona and Idaho,
eras read. The Deputy Glerk was instructed to send a copy
of this letter to Dr. Hard, Chairman Tree Committee,and to
order "No Dumping" sign from the county to be placed as requested.

Sewer Trouble, Richard Ahmann, 15It0 W. Iowa, was present and advised
15.0 VAT. Iowa. he has had seepage flood into his basement on several
occasions since connecting to the sewer line, and had had
to hire Roto-Rooter at least ten times and they always
find the trouble is in the main line. h'hgineer Lemberg
reported that the grade was minimum but satisfactory and
that on the two occasions the Village had the line rodded
they had found, among other thins, a skirt, .a diaper,
towels and a number of big plastic bags such as are put
over garments by the cleaners. The Engineers were in-
structed to check this portion of the line at frequent-
intervals, and to lamp the line the neact sunny day to
see i.f there are any rough spots. They are also to prepare
a letter to be sent to the people on Iowa using the line
from where the flow starts toward Snelling.
Playgrounds fair. Ahmann also asked when the skating rink planks would.
be removed. The Engineers were instructed to have Pennig
pick up all the planks and store them at the back of the
Village Hall.
Zoning, Ernest ~w'ir. Weigt appeared before the Council and was advised
Weigt it is the concensus of opinion that hisy~property will
be zoned B-1. He was shown a copy of the :proposed ordinance
so he could read the specifications for B-1 zoning.
Engineer's Lemberg advised: The boulevards disturbed by U~aterma.in
Report 1960 #1 Improvement will be dressed with 3" of black
dirt and sodded as soon as the weather permits.
Settling is unavoidable and it is felt +,hat the fair way
to put the streets back in shape is for the contractor
to stand half the cost of the b:;_ack top, and the Village
the other half where settling did occur.
Regarding Blomberg's curb, he will write a letter requesting
work to be done as per Blomberg's suggestions and submit
same for =~lomberg's signature.
The County won't take the responsibility of placing a culvert
across Roselawn at Prior.
The County agreed to install catch basin and culverts
across Holton at Garden if the Village will pay half the
expense. It was suggested Lemberg figure out the annroximate
cost of the installation, and the Council will determine
whether to do the work themselves or negotiate with the
County.
The County will extend the culvert across Albert at Garden.
They will soon put in the culvert at the vralkway at Pascal
and Ruggles.

Lemberg recommended having the policemen take care
of reading and moving traffic counters as per schedule
he has bre-pared. He said it would be a matter of about
1~2 hour Monday, Wednesday and Friday.
They will have Pennig come in and he feels sure Pennig
can take care of the drainage problem on Albert North of
Larpenteur.
They haven't been able to get much information on the grade
'separation at Snelling and Larpenteur. The State is sur-
veying in the area but he hasn't been able to find out
what they are trying to determine. They are getting to-
,~ether as much information as possible from different
areas that are comparable so they can get recommendations
written up.
Brad submitted drawings of the Arona Street Improvement,
SAP 62-101-01 Falcon Heights, MSAS 101, and the Iowa-
$nelling playground improvement SP No. 6216-38. After
study and discussion, Coppini moved that the preliminary
plans on these two projects be approved. Seconded by
Shavor and carried.
Curbs, gutters, Letter from Dean Anklan, County Engineer was read, in
sidewalks or part, as follows: "In the future, if it is the village's
storm sewers desire to require a contractor developing an area to place
curbs, gutters, sidewalks, or storm sewers in conjunction
with his development along County Roads, we will,at the
request of the Village review the proposed plans and try
to establish grades and locations for this work."
Permits for special Letter of April 18th from Deane R. Anklan, County Engineer,
use of County was read. Letter advised the County Commissioners adopted
Roads a resolution azthorizing the County Engineer to issue permits
for special use of County roads. These permits shall be
required when the use is not in accord with normal traffic
movements such as excavation for utility and service connec-
tions by private contractors, moving of buildings over County
roads and movement of extra width loads or extra length loads
over County roads. °ermits a.re required and are available
at the Ramsey County Highway Garage 3377 Rice Street or at
the County Engineer's Office, 367 Court House. No charge
will be made for these Hermits.
Jurgenson property It eras suggested that Clerk Mortenson write Jurgenson

San. Sewer, C. K. Letter from Toltz, King, Duval, Anderson end Associates was
Otis residence read and turned over to the Engineers for study and report.
Damaged sewer A±±orney Graham reported he had a reply in answer to his
stubs Fry St. letter to the Attorneys for Herbst and Pdaryland Casualty
which said they were not responsible and were not going to
assume any responsibility. He answered and said we were going
to go ahead and open it up to check the unchecked stubs, and
