REGULAR P.~ETING rdAY 25th, 1961.
Meeting was called to order at 7:00 P. M., the follotiving Council Members being
presents Harold C. Nilsen, "Mayor; A. W. Mortenson, Clerk; George J. Shavor,
Trustee; Paul L. Co~pini, Trustee. Also present were Attorney Frank N. Graham,
Brad Lemberg, Engineer and Ethel E. phite, Deputy Clerk and Deputy Treasurer.
Absent: Wm. E. Olsen, Treasurer and Willis ~"larkentien, Trustee.
The P~Minutes of the meeting of l~May 9th were approved as submitted.
Civil Defense: Letter from Lorin S. Aalen, Director, Ramsey County Civil
Defense Director, was read. It advised, in part, that he
had had recommended. to him three individuals as Civil Defense
Directors for the Vi7_lage of Falcon Heights; that he did not
know them personally, but that he understood they had expressed
an interest in Civil Defense. They area Robt Luey, 1745 No.
Pascal, Ken Frenzel, 1506 Crawford, Ken Sackett, 1495 W.
Larpenteur. The letter was referred to Trustee 6~arkentien.
League of Program for The League of P~ginn~~sota Iuiunicipalities was read and
Minnesota briefly discussed. It was decided to consider it further at
municipalities: the next Council Meeting, June 8th.
United Fund Mortenson advised he had attended the meeting May 21~th, and
Appeal: reported on same.
Engineering: Engineer Lemberg reported as follows:
They finished the examination of the watermain work on Fry
Street. They had found four stubs broken; they were capped
and the excavation refilled. The damage was so obvious it could
not have gone unno+„iced by Herbst. Large pieces of broken clay
the were found, and the water line had gone right through the
sewer stubs at the joints. Pictures were taken and will be
forwarded to Attorney Graham.
A meeting has been set with N. L. Hermes and Hennepin Black-
tox~ping for 10 A. .ui. Friday, tday 26th.
The County is going to run a drainage survey on Garden and
see what is needed in the ~~aay of culverts and catch basins.
Mayor Nilsen pointed out that the intersection at Ruggles and
Hamline should be lowered for proper drainage. Lemberg agreed.
Lemberg had a call from Thorstensen of the State Highway Department
regarding the work at the Iowa Playground. He will check contract
and call Thorstenson tomorrow, the 26th.
They have been checking the sewer on Iowa and have placed a basket
in it at Arouna and Iowa to catch anything that, comes through.
He had. a call from Mr. Beck, Assistant Engineer in charge of
State Aid Jobs and our plans are being signed today. We should
set up a "Letting'" date for the three jobs as soon as possible -
try to have them set up before the end of June so we can start
work in July.

The streets should be swept now. Cost should be about
X300.00.
Seven alleys need drainage correction and patching. The
alley between California and Larpenteur, Hamline and Albert,
should be dug up and reshaped, placing a catch basin about
100' from Hamline, and then seal coated. This replacement
of the existing system is to be done to improve the present
drainage system and make it work.
The streets of the tillage will be surveyed for needed re-
pairs and drainage correction. Contemplate shooting levels
and hiring Pennig to do the work.
Estimated cost of Hatching alleys is °3200.00 and 41500.00
for seal coating.
The manhole adjustments should be made now. Estimate the
cost of the summer maintenance work on certain streets and
alleys, including adjustment of manholes at X59382.00, bringing
the total to an estimate of eleven thousand dollars.
The engineering services on Arena and traffic counters can
be paid out of State Aid ?maintenance fund.
Resolution: It was moved by Coppini, seconded by Shaver and unanimously
voted that the Engineers be instructed to go ahead with the
street and alley maintenance program as outlined this evening.
It was recommended that the curb and Qutter improvement on
krona be assessed at X3.50 per foot. Improvement includes
removing excess, dressing, shaving boulevards, sodding and
adjusting sidewalks.
Special It was moved by Mortensen, seconded by Coppini and unanimously
tyieeting: voted to set a Special Council Meeting for 7:30 P. m. '~hursday,
June 1st.
Playground Lemberg estimated that it would cost 42.50 per lineal foot for
Improvements: the sidewalk past 1543 Iowa. Lemberg will take estimated
costs and descriptions of property involved in the playground and
arena Street Improvement assessments to Attorney Graham's of~`ice.
Fire Ordinance It was moved by Shavor, seconded by Coppini and unanimously
No. 61. voted to adopt Fire Ordinance No. 61, an ordinar_ce adopting a
fire prevention code prescribing regulations ~overring conditions
hazardous to life and property from fire or explosion a.nd re-
pealing section 12 of Ordinance No. 38. Attorney Graham will
arrar..ge for publication.
Sanitar Sewer, At+orney Graham reported he had received a report from nonestroo
3roken Stubs, & Associates stating that they hid opened up and found that
Spiegler Pron. four sewer stubs had been broken and ha.d so advised the
'Attorneys for Herbst Construction Company, Lemberg will .advise
coat and. send pictures later.

RCI,~OA: Mayor PPilsen reported that Berger of PJiaplewood will discuss
the R:~msey County League of Municipalities with members of
the Fi?msay County Ptlunicipal Officials Association and Council
P~Tembers of the various Villages so action can be +,a ken at
their first meeting in September.

Snelling live. 'ivir. P2cCubrey, of the Highway Department, and P:Ir. Baldwin,
Im,rvement: Secrpta.ry of the ?:innesota State Fair, were present. Pdr. I~~c-
Cubrey submitted the plan for the improvement of Snelling from
Hevrit,t to P,2idway Parkvray. The plan was studied and discussed.

tion tomorrovr.
P:"~ayor Nilsen asked Mr. r?cCubrey if they had anything definite
on the impro.%ement of Snelling from P~2idway Parkway, North,
particularly +,he Snelling-Lar. penteur Intersection. P.2eCubre~T
advised the "Boys" were getting some information together but
they ha.d nothing definite. (Mayor Nilsen rep_ortc.d to the Council
later t.h~t ??aldvrin had shotivn him plans he had picked up at. the
State Hi~hwa~.r Department this afternoon, sho~.~v~_ng the proposed
improvement of Snelling North to F~yan in Roseville.) The
Council. asked for a week to study the plan submitted for the
work from Hewitt to n~iidtivay Parkway. P:'r. PJIcCubrey objected 'out
the Council. laid the matter over for further ccnsideration.
P~~Ir. P:~cCubrey delivered a letter to I;"ayor Nilsen Pe: Snelling-
Idaho ?onding Area SP 6216-38 (TH51) Agreement C-2601, signed
by J. H. Swanberg, Chief Engineer, vrhich advised, in part, as
follows: "According to agreement C-2601, the Village can be
credited for any work performed by the Village which will reduce
tP'ie amount of work to be performed by the State in completing
the ponding area development. The only work on the playground
plan which meets this requirement is the clearing and grubbing
of tries a.nd half of the chain link fence which would enclose
the children's play area. The excavation merely involves some
regrading and ~Nill not decrease the amount of material w}~ich
u]_tir.:ately must be excavated ±o increase the storage capacity
of the ponding area. Therefore, the amount creditable against
the Village's share of the ponding area development, according to
your consultant's estimate, would amount to X562.00. The State
is allowing credit in the foregoing amount." Mayor Nilsen contends
that more of the proposed work should be credited to the Vi1.lage.
Attorney Graham will re-check the agreement with the Sta+e and
report later.
Police Letter from Z. ,~. VV~escott, Il So. LaSalle Street, Chicago,
enclosing :~2K.00 check to be credited to the Police Benefit
Fund, in appreciation of Jerry Johnson's help in directing him
to the right road, was read and acknowledged.
