Nilsen, Mayor; Geo. Shavor, Trustee; Willis Vlarkentien, Trustee; Vt. A. Mortenson, Clerk. Also present were Frank N. Graham, Village Attorney, Brad Lemberg, Engineer, and Ethel E. ti`~ite, Deputy Clerk and Deputy Treasurer. Absent: Paul Coppini, Trustee and V'lm. E. Olsen, Treasurer. RESOLUTION RECEIVING RrPORT ON IMPROVED,iEIv'T OF AROPIA AVENUE BETdIEEN LARPENTEUR AVENUE AND CRAWFORD STREET BY RESURFACING Ar1D CONSTRUCTIOPI OF CUR 3S AND GUTTER, FIXING THE TIME FOR HEARING ON T}E PROPOSED IC~IPROVE~:RENTS, DIRECTING NOTICE THr~REOF, APPROVING PLANS AND SPECIFICATIONS AT1D ORDERING ADVERTISEh~ENT FOR BIDS: WHEREAS, the Village Council deems it necessary and expedient that the Village of Falcon Heights improve Arona Avenue from Larpenteur to Crawford by reconstruction, consisting of sub- base, base and bituminous surfacing, and installation of storm sewers and concrete curbs and gutters in accordance with the preliminary plans and specifications prepared by Bonestroo, Rosene and Associates, Inc., Village Engineers, and PIHEREf~S, the`Council has been advised by said engineers that the proposed improvements are feasible and should best be made as proposed, and their report to this effect has heretofore been received by the Council, and V~iHEREAS, the statute provides that no such improvement shall be made until the Council will have had a public hearing on such improvements following two publications in the official newspaper of a notice stating the time and place of the hearing, the general nature of the improvements, the estimated cost thereof and. the area proposed to be assessed, and WHEREAS, the said engineers have prepared plans and specifica- tions for the said improvements and have presented such plans and specifications to the Council for approval, NOW, 'THEREFORE, 3E IT RESOLVED by the Village Council of the Village of Falcon Heights, 1!4innesota: 1, The Council will consider the improvement of said street in accordance with the report and the assessment of the abutting property for a portion of the cost of the improvement pursuant to Minnesota Stats, Secs. I~29.011 to 429.111 at an estimated total cost of. the improvement of ?17,000.00. 2. A Public hearing shall be held on such proposed improvements on the 22 day of June, 1951 in the Village Hall at 151,l~ West Larpenteur Avenue, Falcon Heights, Minna ota at 8 P. M. and the Clerk shall give public notice of such hearing and improvement as required by law. 198 3. Such plans and specifications, copies of which are made a Hart hereof, are hereby approved and ordered placed on file in the office of the-Village Clerk. ~. The Village Clerk shall prepare and cause to be inserted in the official newspaper, an advertisement for bids upon the making of such improvement in accordance with the approved plans and specifications. The advertisement shall specify the work to be done, shall state that the bids vrill be publicly opened at 8 P. t~f,, June 22nd., 1961 in the Tdillage Hall, and shall state that no bids will be considered unless sealed and filed vrith the Clerk and accompanied by a cash deposit, cashiers check, bid bond or certified check payable to the Clerk for 5~ of the aunt of such bid. Trustee Shavor seconded the motion for the adoption of said resolution and upon~a vote being taken thereon, the following voted in favor thereof: Shavor, t~af~kentien, Nilsen, riortenson and the following voted against the same: None. Whereupon said resolution was declared duly passed and. ?dopted. Street and After discussion, Nilsen moved the adoption of the following alley repairs: resolution: WHEP~EAS, the Villa.c~e Council deems it necessary and expedient that the Village maintain and repair certain streets and alleys in the Village of Falcon Nei~hts in accordance with preliminary plans and specifications prepared by Bonestroo-Rosene ~ Associates, Ine., `~'ill~~eEngineers, and ti'dHEREAS, the skid engineers have prepared plans and srecificat.ions for the said improvement and have rresented suer plans and specifications to the Village Council for approval NOW, "'T'ER.EFORE, BE IT RESOLVED by the Village Council of the Vil7.ape of Falcon Neigh+s, P:4innesota; 1. Such plans and specifications, copies of which are made a part hereof, are hereby approved and ordered placed. on file in the office of the Village Clerk. 2. The Village Clerk shall 'prepare and cause to be inserted in the official newspaper, an advertisement for bids upon the making of such improvements in accordance with the approved plans and specifications. Whereupon said resolution was declared duly passed and adopted. Curbing, Nilsen moved that the curb that was placed on the West side of Pascal. °ascal as part of the watermain 1960 #1 Improvement, between Ruggles and Hoselawn be removed in order to restore it to the "As was" condition. Seconded by Shavor ar.d carried. Traffic, 'JTaple Warkentien -reported he had received complaints from residents Kno11: on P~Qaple Ynoll Drive that as many as h0 cars an hour were using .4aple Knol1_ Drive to by-pass the traffic lights. Lemberg will check the three-day record on the Traffic Counter and report to the Council at the next meeting when the Council will attempt to work out a solution to the problem. Snelling-Idaho After discussion, Mayor Nilsen moved the adoption of the follov~ring H.ec. Area: resolution: WHEREAS, the Villac~•e Council deems it necessary and expedient that the Village of Falcon Heigh.t.s improve the Snelling-Idaho playgrour_d by putting in fencing, black-topping, excavation, and embanlanent in accordance with preliminary plans and specifications prepared by Bonestroo-P~osene and Associates, Inc., Village Engineers, and WHEREAS, the Council has been advised by said engineers that the proposed improvements are feasible and should best be made as pro- posed, end their report to this effect has heretofore been re- ceived by the Council, P10~i'J, '"HEF,EFORE, ~3E IT R.F,SOLVED by the Village Council of the Village of Halton Heights, i+;Sinnesota: 1. Ir'I. , June 2?..nd, 1961, in the Village Hall, and shall state that no bids will be considered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashiers check, bid 'pond or certified check payable to the Clerk for 5~ of the amount of such bid. Hermes Alley, Engineer Lemberg said he had met with Hermes who wants to Parking lot, blacktop his whole alley, parking lot and the;.-:entry, etc. -- it etc. is going to take some field work and Hermes feels the Village is going to pay for it. Lemberg was advised the Village cannot pay 100 for it as the work is being done on private property. The entire expense will have to b e borne by H~~'mes.
