REGULAR MEETING JtIN~ 22nd, 1961.
Meeting was called to order at 7200 P. ~., the following Counci]. Members being
presents Harold C. Nilsen, Mayor; George Shavor, Trustee; Willis Warkentien,
Trustee; Paul Coppini, Trustee. Also present were M. Galvin, Village Attorney;
Wm. E. Olsen, Treasurer; B. Lemberg, Engineer and Ethel E. White, Deputy Clerk
and Deputy Treasurer.
The Minutes of the June 8th meeting were approved as submitted.
Licenses: After discussion, the acceptance of the following applications

Lights After discussion, Shavor moved the installation of .the three add-
itional 23,000 lumen overhead flourescent lights as per North®rn
States Power Company's proposal in their letter of May 26, 1961.
(1 on the North side of Larpenteur between Snelling and Arona at
the pedestrian crosswalk. 1 at the NE corner of Larpenteur &
St. Marys. 1 at the SW corner of Larpenteur & Arona.) Seconded
by Coppini and carried.

Roof Quotation on repairing the roof of the fire station from Roofings, Inc.
was read. The Dlerk was instructed to get two more bids.
Police Complaint regarding pine tree obstructing view from the alley
between Idaho and California at Pascal was reported and the
Deputy Clerk instructed to ask the Police Department to check
the desirability of its removal as a safety measure.
Playground Attorney Galvin reported that under the terms of the general
Equipment welfare power, it would be proper for the Village of Falcon
Heights to conduct a public recreational hockey program and
expend municipal funds for the support and maintenance of said
program which would include the purchase of 3erseys to be used
by players but to remain Village property and to be turned in
at the end of the season.
Bids At 8 P. M. Mayor Nilsen moved that the regular Council meeting
be recessed and that the bids be accepted. He asked if there
was anyone in the audience who had a bid he had not laid upon
the table. There being none, Nilsen moved that the letting be
closed. Seconded by Coppini anti carried.
.Arona Avenue Mayor Nilsen opened the Hearing on the proposed improvement
of Arona Avenue from Larpenteur to Cranford by reconstruction
consisting of sub-base, base and bituminous surfacing and the
installation of storm sewers and concrete curbs and gutters.
Engineer Lemberg displayed plans aryd advised that the Council
proposed assessing ad3oining property owners ~3.5o per running
foot for concrete curbs and gutters. Lemberg also advised they
proposed to remove the present base, replace it with suitable
sub-base and base material, lay a 9 ton bituminous surface,
install storm sewers and curbs and guttdrs.
The property owners present, Mrs. C. F. P®terson,~1522 Crawford,
Mr. Victor Cook, 15].6 Crawford and Harold Lidbom representing
Bethel College, were asked if they had any questions or comments.
Mrs. Peterson W'e will have more cracks if we get a curb. We will have it only
down-the side of the lot where it won't do much good. It won't
do much good to fix the street if they continue to let the big
trucks travel on it. l~hen you come down Crawford, we will get
it again.
Lemberg Cranford, East of Arona, isn't set up as a State Aid Street.
Mrs. Peterson How mar~r bids did you get on the curbing? If we got bids ourselves,
maybe we could get it cheaper.
Lemberg I doubt that. This is a State Aid Project. Each item in the bid
must be let under one contract.
Nilsen Mrs. Peterson, you will recall the storm sewer hearing we had
after the sewer was put i~, I think you realize the problems we
have had with drainage. It should be improved. A lot of other
people have come to the Council with requests for curbs and

gutters, and after the recent assessments are paid, I think xe
rill probably see even more curb and gutter interest. When
other people in the Village rho are not on State Aid Streets,
request curb and gutter, they rill have to pay for it. We
feel everybody should be treated alike and that's xhy xe feel
the curb and gutter should be assessed to the benefitted
property oxners isi this instance.
Mrs. Peterson We xon't get much benefit from it. I have lived here for 22
years and it has been one hole after another.
Nilsen Rhat is because xe haven't had any ray to drain thestreet. If
you don't have drainage, you don't have a street and if you
don't have a vase, you don't have a street.
Lemberg You rill have a good approach to your drive~ray. In most instances,
xe assess for storm sexes. In this case, xe are not assessing
the property oxner for the storm seller.
Coppini Could xe put is a concrete road?
Lemberg Yes, if xe had the funds. Concrete xould increase the cost by
about 100. It xould amortize itself in about 50 years. This
rill be a 9 ton bituminous surface, and the State rill have to
approve the plans and materials.
Mrs. Peterson Why do xe have tl~ ~~No-Parking" signs on our side?
Lemberg Under State Aid, they require a lila' street but xith "No-Parking"
signs on one side, they rill allogr us to go to a 1t0' street.
Mrs. Peterson That's hard on us.
Lemberg Most engineers feel a ltOt street is sufficient in a residential
area and there is poll strong agitation to go back to a t~0' street
from a L~t~'. This is the project in very brief detail.
Mrs Peterson When are you going to start?
Lemberg Xs soon as possible.
Coppini Are there any assessments North of CraArford?
Lemberg No.
Mrs. Peterson Hoer rill it have to be paid?
Nilsen On a 10 year assessment basis. It can either be paid for xithin
30 days after the assessment is adopted, xithout interest, put on
the 10 year plan at 6~-interest, or paid any time thereafter you
are prepared to pay the full amount xith interest in full for the
year in xhich the balance of the assessment is paid.
Lemberg Ae hope to have the pro3ect done in about 6 reeks.
Nilsen This particular street has been one of the trouble spots in
Falcone:^Heights. Simply trying to maintain Arona over the
years has been very costly. Now we have a chance to solve the
problem in the only manner in which it can be solved. The
Police can restrict load limits. There is no occasion for any
but the service trucks to use Arona. All other trucks should
be confined to the main highways.
Mrs. Peterson What good is it going to do to save one block?
Lemberg Eventually all of Arona will be done. We have only so much
money each year, and it is only natural that the worst piece
of State Aid Street be corrected first.
Shavor There is no reason why we shouldn't be able to do something
about those "Semis" now.
Nilsen There is no reason for them to use Arona.
Mrs. Peterson If you put in a storm sewer, why do we need curb and gutter?
Lemberg To carry the water to the storm seller.
Lidbom How many feet do we have?
Lemberg 125.
Nilsen Are there any other property owners who wish to be heard?
No reply,
It was moved by Coppini and seconded by Shavor that the following
resolution be adopted:
WHEftE~AS, after due Notice of Public Hearing on the improvement of
Arona Avenue from Larpenteur to Crawford, consisting of sub-base,
base and bituminous surfacing and installation of storm sen-ers
and concrete curbs and gutters, and a showing of posting of said
notiee,the hearing was duly held on June 22nd, 1961, and the
Council has heard all persons desiring to be heard on the matter
and has fully considered the same,

Village of Falcon Heights as follows
That it is advisable, expedient and necessary that the Village of
Falcon Heights improve krona Avenue from Larpenteur to Crawford
as described above.

Lemberg recommended that the bids be referred to the Engineer for
tabulation and recommendation. It was so moved by Nilsen, seconded
by Warkentien and carried.
Mayor Nilsen said there had been some discussion about Falcon Heights
being super-critical and that this was not so at all. When we spend
a dollar, we want a dollar's worth of good performance. He thinks
it is only fair to point out that when you bid a fob, you expect to
do a certain kind of work and a workmanlike fob should be done.

N. L. Hermes Hermes presented his fencing plan. Attorney Galvin advised
him to have his attorney see that the in3unction is removed
and the law suit withdrawn with the stipulation that he be
allowed to put up a fence of such and such dimensions in the
location as specified.
S.P. 6215-29 Nilsen moved that the following resolution approving the
(TH 51 -125) preliminary plans - Layout 7C, Snelling Avenue from Hewitt
Preliminary Avenue to Midway Parkway, be adopted:

plans for the improvement of a part of trunk highway #I25, re-
numbered as Trunk Highway #51, within the corporate limits of
the Village of Falcon Heights from Como Avenue to Midway
Parkway and
WHEREI~S said preliminary plans are on file in the office of the
Department of Highways, St. Paul, Minnesota, being marked,
labeled and identified as Layout No. ? C, Copy No. 22, S. P.
b215-29 (T.H. 51-125) and
WHEREAS copies of said preliminary plans as so marked, labeled
and identified are also on file in the office of the Village
Clerk and
WHEREAS the term "said preliminary plans" as hereinafter u$ed in
the body of this resolution shall be deemed and intended to mean,
refer to and incorporate the preliminary plans as 3.n the for-
going recitals particularly identified and described,

Upon the call of the roll, the following voted in favor of the
resolutions H. C. Nilsen, Aye; Shavor, Aye; Coppini, Aye; Warkentien,
Aye; Mortenson, Aye.
Resolution is to be mailed to S. J. McCubrey with a covering
letter advising him not to construe that approval of this section
of the plan (from Como to Midway Parkway) indicates approval of
the section North of Midway Parkway, particularly the intersection
~~~ of Larpenteur and Snelling.
~~~~~`~ Alley Maim. Lemberg advised there had been an error in McCrossen's bid; that
the correct figure was ~10,989.~, and recommended awarding the
alley maintenance contract to McCrossen.

of 11800 Osseo Road, Minneapolis, Minnesota, in the name of the
Village of Falcon Heights for the street and alley maintenance
program according to plans and specifications therefor approved
by the Village Council and on file in the office of the Village
Clerk.
2. The Village Clerk is hereby authorized and directed to
return forthwith to all bidders the deposits made with their bids,
except that the deposits of the successful bidder and the next
lowest bidder shall be retained until a contract has been signed.
Adopted by the Village Council this 22nd day of June, 1961.
Snelling- Lemberg advised there was an error in the bid of the Bituminous
Idaho Construction Company; that the correct figure was $31185.97.
Playground
Armor Coat Finishing Company is low with a price of $3338.51.
It was moved by Nilsen, seconded by Warkentien and unanimously
voted that the following resolution be approveds

Village Council, Engineer and Attorney will review the bids and
financing and a special meeting will be set fori~lednesday June 28,
at 7s30 P. M.
The above resolution was moved by Nilsen, seconded by Shavor and
unanimously carried.
