SPECIAL MEETING JUNE 28, 1961.
Meeting was called to order at 7s30 P. M., the following Council Members being
presents Harold C. Nilsen, Mayor; George 5havor, Trustee; Willis Warkentien,
Trustee; Paul Coppini, Trustee and W. A, Mortenson, Clerk. Also present were
David P. Cartwright, Chairman Planning Commission; M. Galvin, Attorney; Brad
Lemberg, Engineer; and Ethel E. White, Deputy Clerk and Deputy Treasurer.
Planning Dave Cartwright reported that the Planning Commission had gone
Ordinance through taro or three drafts of the zoning ordinance and are
satisfied with it. It has nrnr been referred to the Council
for checking and approval and also to the Attorney for checking
from a legal standpoint. The Planning Board will hold two
hearings. One for Public Information and the Second will be
the Official Hearing and they will then come out with the final
draft.
Sign, Krause Request for permit for the installation of a sign was received
Bakery ~ and the Deputy Clerk instructed to ask George Croft, Building
Inspector, if the sign will extend into the 30' front yar~t, the
clearance specified in the ordinance.
Platting, There was a discussion regarding Art Lindig's proposed plat,
Lindig and the Douncil decided there is nothing more they can do until
property Lindig works out his problem.
Arona St. After discussion, and upon recommendation of the engineer, the
MSA 62-101- following resolution was moved by Warkentien, seconded by
O1 Coppini and carrieds
WHEREAS, the Pillage Council of Falcon Heights-has adopted
a resolution at it's meeting of June 22nd, 1961 that it was
advisable, expedient and necessary that Arona Avenue be improved
from Larpenteur to Crawford, and
WHEREAS, the lowest responsible bid was in excess of the fund$
available, and
WHEREAS, the Pillage Council of Falcon Heights still deems it
necessary, advisable and expedient to continue with the Arona
Avenue Improvement Pro3ect
NCB THEREFORE EE IT RESOLVEDs
That the Pillage Engineer is hereby authorized to execute a
Change Order isi that agreement entitled "'Proposal for Street
Construction MSAP 62-101-01 Falcon Heights" by eliminating the
following items
Bituminous surface, seal coat and appurtenances
And changing the concrete curb and gutter from B 6-2l~ to B 6-18.
Said change order is to reduce the total bid of the lowest
responsible bidder a minimum amount of three-thousand dollars.

AND ~iEREAS it appears that C. S. ?~cCrossen, Inc., of
Minneapolis, Minnesota, is the lowest responsible bidder,
NOW THEREFORE, BE IT RESOLVED BY TTE VILLAGE COUNCIL OF FALCON
HEIGHTS, MINNESOTAs
1. The Mayor and Clerk are hereby authorized and directed to
enter into the attached contract with C. S. McCrossen, Inc.,
Minneapolis, Minnesota, sub3ect to the acceptance ofthe Change
Order adopted by the Village Council of the Village of Falcon
Heights at a Special Meeting held June 28th, 1961.
2. The village clerk is hereby authorized and directed to
return forthxith to all bidders the deposits made xith their
bids, except that the deposits of the successful bidder and
the next lowest bidder shall be retained until a contract has
been signed.
Adopted by the Village Council this 28th day of June, 1961.
The above resolution xas moved by Coppini, seconded by Shavor
and carried.
County It was moved by Shavor, seconded by Nilsen and unanimously
Roads voted that the Engineer xrite the County requesting that they
discuss their plans with the Village before proceeding xith road
work.
Sweeping It was moved by Warkentien, aeconded by Shavor and unanimously
voted to pay Mike McPhillips bill for sweeping as recommended by
Engineer Lemberg.
Traffic, It was moved by Warkentien, seconded by Shavor and unanimously
Maple Knoll voted that the Deputy Clerk request the County to install the
' folloxing "stop Signs"s 1 North bound on St. Marys at Maple

Knoll. i ll~est bound on Maple Knoll at St. Mary's. 1 North
bound on Maple Knoll at Garden. 1 North bound on Fry at
Maple Knoll. 1 South bound on Fry at Maple Knoll. Also that
the curve on Maple Knoll be center-striped.
Playground, It was moved by Warkentien, seconded by Shavor and unanimously
Idaho-Snell., voted that permanent skids be placed under the warming house
Skids. at the Idaho-Snelling Playground so that it can be moved when
necessary.
Licenses After discussion, it was moved by Shavor, seconded by Coppini
and unanimously voted that the following licenses be approved:
