Absents Hillis Warken- tien, Trustee and lqm. E. Olsen, Treas. The Minutes of June 22nd were approved as corrected. (Index at bottom of page 1!108 changed to read "Street and alley maintenance..") The Minutes of June 28th were approved as submitted. Sign Shavor moved approval of the request ,for permit for sign for "Nfisconsin National Life Ins. Co.," 1550 W. Larpenteur Ave. Seconded by Nilsen and carried. The Deputy Clerk to inform the Building Inspector. Sign Nilsen moved approval of the sign for "Mickey~s Diner", Larpenteur and Arona. Seconded by Coppini and carried. The '' Deputy Clerk to notify proprietor and building inspector. Fireworks Request for use of fire works to scare birds from the Exper- imental Fields, Dept. of Agronomy and Plant Genetics, University of Minnesota was read. Nilsen moved that permission be granted. Seconded by Coppini and carried. Dep. Clk. to notify Mrs. Tarrud. ~~ Fire Hydrant Slama~s note suggesting that the fire hydrant dust below the Club House of the University Golf Course be turned so it can be reached from outside the chain barricade was read. The Deputy Clerk was instructed to contact Mr, Lund, U. of M., Physical Plants Minneapolis, suggesting this change in the interest of better fire prat®ction. Manhole 1lalter Hermes reported that Manhole 31 is buried sa deep you can hardly pick it up with a detector. He suggested that it be raised so it can be flushed properly. There is about 6" of sludge in it, and he thinks this might have been responsible for the stoppage which necessitated roto- rooter work. Dep. Clk. was instructed to request the Engineers to be sure this is included in this year's program. Police, Tires Mr. Walker of the U. S. Rubber Company requested permission to replace the tires presently on the squad car with !t of their tires, no charge, the only requirement being that the Dillage take the ear in every 3000miles so they can check the tires. It should take 30 to !t5 minutes to mount the tires. Inspection time would be 20-30 minutes. We to keep tires presently on the car to replace the test tires when worn out. Nilsen moved that the Police Commissioner be authorized to enter into the tare test program with U. S. Rubber on a "no-charge" basis for the squad car. Seconded by Coppini and carried. Apartments Mrs. Boulanger and another tenant at 1717 Fry advised the 1717 Fry Council that they understood Spiegler intended to build another apartment and eliminate the play area as specified at the time building permits were granted. They advised the Council that the people in the apartments do want the p 1 ay area. Nilsen advised that the Council wants the work completed as specified and Attorney Galvin will write Spiegler to that effect. Hermes Mr. ~ Mrs. N. L. Hermes, Lir. Conlon and Mr. Navtzeny were present to discuss the proposed fence. Hermes was advised to get together with his neighbors, draw up a plan showing what he would like to build, have! it signed by the neighbors concerned, indicating their approval, bring it to the Council and the Council will take it up from there. Attorney Galvin will contact Mr. Nieman, Hermes Attorney, regarding the zoning. Refrigerators Concern was expressed over the possibility of children be- ing smothered in abandoned refrigerators from which the doors have not been removed. The Deputy Clerk will send copies of the notice previously sent to the appliance.: stores. Trees Clerk Mortenson reported ire had contacted the Park Superin- tendent at St Paul who ad i d . , v se s ~he:y prohibit the planting of elms as bouleve~rd trees. They recommend white and green ash, hard maple, linden and hackberry. ~~ If a person rants to plant a boulevard tree, he has to have a permit and then it has to be inspected. Trees have to be planted 50feet apart, at least. If a tree is crippled and needs to be condemned, they have an estimate of the cost made, and the property owner pays 1/2 the cost of removing a tree that has to be con- demned. If a resident rants to have a tree removed, h® has to have a permit. He can remove it himself, have the xork done by a licensed operator and pay for it himself; or they rill arrange to have it removed and charge the property owner. If there has been storm damage and a tree has to be re- moved to prevent in3ury to other people, they request an emergency appropriation and if they can get it, the whole cost is paid. If they do not get the emergency appropriation, it is assessed against the property owner. The Deputy Clerk xas instructed to call Minneapolis, white Bear and South St. Paul to see how they handle the matter. Roof Quotations on repairing the roof xere read but no action taken. Deputy Clerk xas instructed to ascertain cost of last repair fob. Hoyt Ave. Trustee Coppini rill contact the people in Mr. Gamel's block Curbing and see hoer they feel about curbing. Zoning Ordinance Attorney Qalvin advised the best ray to handle adoption of the na~w ordinance would be by amending the old Ordinance.
