Nilsen, Mayor; George Shaver, Trustee; Willis Warkentien, Trustee. Also present were Wm. E. Olsen, Treasurer; Brad Lemberg, Engineer and Ethel E. White, Deputy Clerk and Deputy Treasurer. Absent, Paul Coppini, Trustee. The Minutes of the July 13th meeting were approved as submitted. Univ. of Minn. After discussion, it was moved by Shavor, seconded by Aud. Sub- Mortensen and unanimously voted that the following Division #90 resolution be adopted: WHEREAS The University of Minnesc>ta has submitted a proposed Auditor's Plat for Grove East to the Village Council and Planning Commission for Falcon Heights for review, recom^~endation and information, and WHEREAS The University of Minnesota, by it's Attorney, Joel Tierney, has appeared before the Village Council and explained the purpose and intent of the University of Minnesota in requesting an Auditor's Plat of said Grove East NOW, TUEREFORE, F3E IT RESOLVED that the Village Council of Falcon Heights has no objection to the proposed Auditor's Plat as submitted and explained by the University of Minnesota. Larp. at her neighbor's, the yard was left in such condition that the water drains on her property. Lemberg will check it tomorraR. She asked why her suer rental charge was so high. Mayor Nil.~~ ll~xplained that it was based on ~ meter siz®, and that he serer rental in St. Paul was 1b23 cheaper, it wasn~t as cheap as it appeared because St. Paul residents paid a certain amount in their real estate taxes besides the quarterly rental fee. She asked why the pumping station hadn't been built. Mayor Nilsen .said that St. Paul had agreed to let the Village hook up to the St. Anthony Water Tank which would give much better pressure, without any upkeep. This will be done when it can be. Anyone West of Snelling who connects in the future will be ..obliged to pay the pro-rata connection charge based on meter size. She asked when the new zoning ordinance would be completed and Mayor Nilsen advised they expected it to be completed by October 1st. Licenses After discussion, it was moved by Warkentien, seconded by Shavor and unanimously voted to renew the following licensees Cigarette Robert C. Blomberg Drug, 1583 No. Hamline. Krois Vending~State Fair Car Wash, Snelling & Larpenteur. Filling Sta. Len Kraske & Dennis Mattson, Cities Service Filling Station, 1670 No. Snelling. Fire Dept. It was moved by Warkentien, seconded by Nilsen and unan- imously voted to authorize the Clerk to sign the following letter to the American Oi.l Companys "This is to release you from any and all responsibility should one of our firemen get hurt at the o31. fire drill which our Volunteer Fire Department intends to hold on your premises if your permission is granted.' Volunteer .Application of Jerome Renchin for membership in the Volunteer Fireman Fire Department was discussed and the Deputy Clerk asked to request Fire Chief Gordon Nelson to be present at the next Council Meeting. Zoning It was moved by Shavor, seconded by Warkentien and unan- imously voted that the comprehensive land use and zoning ordinance be referred back to the Planning Commission for such informal Public Hearings as they deem necessary, and to consider suggestions made by the Council for modification. L. N. Hermes Letter from L. H. Conlon and message from Attorney Galvin were read and discussed. No action taken. llfater Main, Bonestroo, Rosene's letter of July 13th 19b1 was read, in Tatum, Esti- part, as follows: Watermain extension on Tatum Street mate of cost from the end of the existing line to terminate at Roselawn: The main would be placed in the boulevard. Resealing after the project is completed X500.00. The Council should consider the addition of the Dudley water 1621 connection as a part of the Tatum project since the pressure is inadequate for service of Tatum under present conditions. Report of November 19th indicated the Dudley Project estimate of l~22s500.00. Thus a combined total of ~lt2s700.00 is involved. Tree Warkentien reported a dead tree on the boulevard at the home of A. Rudeen, 1lt72 Idaho. The Deputy Clerk was instructed to call John Schultz for estimate of removal cost by cutting tree to ground level, no stump removal. If cost is less than ffilt0.00s to order removal. Otherwise get other estimates. Civil Defense Warkentien reported Lyman ~Fhitcher had expressed a xi11- ingness to serve as Civil Defense Director. Karl Klohn of Lauderdale has offered to help him with the organization. The matter of compensation was discussed but not finalized. Warkentien advised further that if we set up an approved Civil Defense Project, the Government will match our funds.
