Nilsen, Mayor; George Shavor, Trustee; Paul Coppini, Trustee; Y~. A. Mortenson, Clerk. Also present were Attorney M. Galvin, and Ethel E. White, Deputy Clerk and Deputy Treasurer. Absent: Willis VTarkentien, Trustee and Wm. E. Olsen, Treasurer. The Minutes of July 27th were approved as submitted. Licenses: A11 requirements having been met, it was moved by Nilsen, seconded by Shavor and unanimously voted to issue Master Plumbing Plumber's License #73 to Jos. Ikhaml, Peoples Plumbing and Heating Co., 1144 Arcade St., St. Paul, 6, Minnesota. Beer It was moved by Mortenson and seconded by Nilsen that the following beer licenses be approved for the State Fair: #48 Wm. S. Brede, 2211 Broadway, N. E., Minneapolis, 13, Minn. Block 35, Building #351 (Beer Garden) Commornnrealth and Underwood, State Fair Grounds. #47 Mrs. Katie R. Little, Ryan Hotel, St. Paul, Minnesota. Arcade Bldg., #421, Block 42, Minnesota Avenue near Liggett St., State Fair Grounds. #46 Miss Ina Forsman, 60 Inner Drive, St. Paul, 16, Minnesota. Arcade Bldg., #421, dock 42, Minnesota Avenue near Liggett St., State Fair Grounds. #45 Martin F. Thori, 2085 St. Clair Avenue, St. Paul, 5, Minn. Molkenthin appeared before the Council to ask if she could Molkenthin, sell her 41' lot (#19 Cables Addition, Block 8} for building 1397 W. Hoyt purposes, stating her opinion that a small house, about 2b', could be built on the lot without appearing crowded. Mayor Nilsen advised it would be referred to the Planning Commission for their opinion and the Council would advise her later. Fire Dept. Chief Gordon Nelson and Operational Officers Don Schoen, G. 1626 Baden and Stan Schultz, and Jerry Renchin, applicant for membership in the Falcon Heights Volunteer Fire Department appeared before the Council. After discussion it was agreed that prospective volunteers should have their physicals and be presented to the Council before being allowed to parti- cipate in drills and fire fighting so they can be put on the payroll for insurance purposes, after which they will serve their probationary period and be eligible for full membership upon recommendation of the fire department and acceptance by the Council. It was moved by Nilsen that the application of Jerome Renchin for membership in the Falcon Heights Fire Department be approved. Seconded by Shavor and carried. Spiegler Apts. S. P. Schultz inquired as to when Spiegler would be completing playground, fencing and screening as specified at the time building permits were granted. Mayor Nilsen advised he was meeting with Spiegler shortly when the matter will be dis- cussed; that Spiegler will be required to complete these items, but that there were some changes to be discussed. Drainage Attorney Galvin advised he was studying the matter of drainage in the Falcon Woods Area. At this point, the natural drainage from Falcon Heights is into Roseville and when they finished Roselawn, they didn't put in a culvert. Therefore, they are interfering with the Natural Drainage of Falcon Heights. Mayor Nilsen will confer with Bert Slama regarding measures to give temporary relief. Bonds Attorney Galvin reported that the Installer's Bonds indemnify the Village only. The Village is not a party to the agreement between the resident and the installer, and if the resident cannot get satisfaction from the installer without suing him, then it is up to the resident to bring suit. Salaries It was moved by Shavor, seconded by Mortenson and carried that Ethel E. ~ifhite's salary be increased by 10¢ an hour effective August 1st, 1961. Trees The Deputy Clerk was instructed to write the City Forester at Denver, Colorado requesting copy of their ordinance regarding trees. Budget The Deputy Clerk was instructed to write the Fire Chief, Police Commissioner and Chairman of the Planning Commission asking that they review their budget requirements and. present them to the Council by September 10th.
