Nilsen, Mayor; George Shavor, Trustee; Willis Warkentien, Trustee; Pa ~/ rustee; W. A. Mortenson, Clerk. Also present were Wm. E. Olsen, Treasurer; Mr. Galvin, Village Attorney; Brad Lemberg, Village Engineer; and Ethel E. White, Deputy Glerk and Deputy Treasurer. Planning: There was a discussion regarding the invoice received from Midwest Planning. The Deputy Clerk was instructed to call Howard Dahlgren for a clarification. Licenses A11 requirements having been met, it was moved by Shavor, seconded by Coppini and unanimously voted to issue the following licenses: Sewer Inst. #~.9 Harold A. Waller, H. W. Sanitation, 851 W. County Road B., Roseville, Minnesota. Master Gas #158 Richard W. Johnson, Midwest Equipment Co., 330 University Installer Avenue, St. Paul, Minnesota. Bingo U of M Letter from Paul W. Larson, Student Union, University of Student Union: Minnesota, requesting permission to conduct a Bingo Game in the Student Center on the St. Paul Campus, October 7th, 1961 between the hours of 8 P. M. and 12:30 A. M. was read. Letter stated the purpose of the game is not to raise funds other than to assist in the underwriting of expenses for that evening, but is primarily one form of the evening's amusements. After disco ssion, it was moved by Mortenson, seconded by Nilsen and voted to grant permission to conduct this Bingo Game. Fusl Oil Sinclair Refining Company's quotation of 12.3 per gallon on SuperFlame P.?Iedium Fuel Oil to be delivered to locations in the Village during the period August 19th, 1961 through August 9th, 1962 was read, and the Deputy Clerk was instructed to write Thorne Coal and Oil Company, giving them a chance to meet the price in view of the long, satisfactory service rendered by them. Special Use Pdr. & Mrs. Carroll, who purchased the home at 1865 W. Larpenteur, Permission were present to request permission to use same as a Furniture Display Location, advising that there would be nothing commercial looking about the place, except for a small sign stating "Carroll Home". They were advised to make application in writing, stating their exact plans, which would be submitted to the Planning Commission for recommendation. Fire Dept. Letter of Augus+: 22nd, requesting the Council to write letters of appreciation to members of the Volunteer Fire Department who are being called into service was read. It was moved by Nilsen, seconded by Mortenson and unanimously voted to send these letters of appreciation written on the special forms. 1630 Municipal The Deputy Clerk was advised to charge all maintenance costs State Aid on the following State Aid Streets to State Aid Mtce.: Streets 1. Arona from Hoyt to Roselawn. 2. Pascal from Hoyt to Rosela~+m. 3. W. Idaho from Snelling to Hamline. !~. Crawford from Snelling to Arona. Sewer Rental The Deputy Clerk was instructed to advise the Council of the maintenance cost of the sewer. Sewer Connec- The Deputy Clerk was instructed to contact Cities Service tions. Oil Company regarding sewer connection at their station at Larpenteur and Snelling. Assessed Clerk Mortenson advised he had contacted the County Auditor's Valuations. Office and was given the following tentative figures, sub3ect to slight change. Total Assessed Valuation last year $3,329,727. " " " this year ~3,399,l~78. Personal property was down ~Lt,b00.00. Real estate increased ~7l~,351.00. Local Assess- Letter from J. D. Stiran, County Auditor's Office, regarding meats meeting arranged for September 20th, 19b1, Roseville Council Chambers, 8 P. M, relative to the assessment for local improvements levied by the various municipalities, was read and filed to come up at the next Council Meeting, September 1ltth. Ordinances: Letter from Mrs. Douglas Fell recommending that a copy of ordinances pertaining to all house-holders in the Village be sent to each home, was read. Mayor Nilsen advised he had contacted Mrs. Weigel of the League of Women Voters who said she would recommend prompt distribution of the booklet on ordinances, which the League compiled last Fall, to areas not yet covered. Planning Copies of Carta+vright's letters to Dahlgren, Planner, and Mayor Nilsen were read. They asked Dahlgren if it would be possible for him to have summaries of ordinances and copies of zoning map ready for an informational meeting to be held about the middle of September and estimated $800.00 to $1000.00 would be ample to meet the Planning Commission's 3udget for the year 1962. Burning Due to the many complaints of burning materials with an Ordinance offensive odor after hours, Trustee Warkentien was asked to contact Police Commissioner Arndt requesting that the police officers try to locate offenders and give them a copy of the burning ordinance with the warning that a sdcond offense will carry a fine. Resignations Letter of August 2ltth from Trustee Paul L. Coppini was read. Paul Coppini 1631 It advised that due to the press of business, he was sub- mitting his resignation effective October 1st, 1961. After discussion, it was moved by Warkentien, seconded by Shavor and unanimously voted that the Village Council regretfully accepts the resignation of Paul L. Coppini, As Trustee, effective October 1st, 1961. Coppini submitted the names of the following men he feels are qualified to serve as Trustee, and who might be interested. Herb. Richards, Richard Ahmann, Edw. Wolkerstorfer, Willard Bell, James McGuire, Alfred Fleury, Donald Thomas and Robert Blomberg. Electrical. Coppini reported Jos. Steirnrorth advised that a friend of his, Inspector Robert Cartier, Garden 9-!tl~la.3, was interested in the position of Electrical Inspector for the Village of Falcon Heights. The Council will contact Ed Salverda, presently serving as Electrical Inspector for Roseville and other adjoining communities to see if he is interested in doing the inspections for Falcon Heights, feeling that Salverda is working in the vicinity and it might be more convenient for him to handle the work. Attorney's Attorney Galvin reported on beer license matters at the Fair Reports Grounds. He also reported it is illegal to pull out and stop across the sidewalk line at an intersection, and anyone doing so is subject to a fine. Galvin reported it is permissable for a private employer to hire an off-duty policeman to regulate traffic, During this period, the policeman would be an employee of the private employer subject to same liability as for their other employees. The Fire Department's Blue Manual specifies that applicants for membership in the Volunteer Fire Department should, first, make out an application; second, have a physical, and, third , be approved by the Council and Fire Department, thus becoming a member in good standing subject to a 30 day trial period. t,gUNICIPAL After discussion, it was moved by Coppini, seconded by Shavor • STATE AID and unanimously voted to approve the following resolutions RESOLUTION RESOLUTION DECLARING COST 30 BE ASSESSED AND ORDERING PREPARA- TION OF PROPOSED ASSESSMENT:. WHEREAS a contract has been let for the improvement of Arona Avenue between Larpenteur Avenue and Crawford Avenue, by C. S. McCrossen, Inc., of A~inneapolis, Minnesota, and the contract price for such improvement is $21,021.80, less change order of ~62,355.0o for a net of ffi18,669.80, and the expense incurred or to be incurred in the making of said improvement amounts to approximately X1,051.211 dollars, and of this cost the village will pay 17,732.07 dollars as it's share of the cost, NOW THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF FALCON HEIGHTS, MINNESOTAa 1632 1. The cost of such improvement to be specially assessed is hereby declared to be ffi1,991.78. 2. The village clerk with the assistance of the village engineer shall forthwith calculate the proper amount to be specially assessed for such improvement against every assessable lot, piece or parcel of land within the district affected, without regard to cash valuation, as provided by law, and he shall file a copy of such proposed assessment in his office for public inspection. 3. The Clerk shall, upon the completion of such proposed assessment, notify the Council thereof. Apartments, Mayor Nilsen reported he had met wi th Melvin Spiegler Spiegler and his father, Sam Spiegler, regarding playground, fencing and landscaping at their Fry Street Apartments. Spieglers will complete the play area 80 x 95' and build a cyclone fence 4' high, constructed with the points down between the Spiegler and Schultz property at the property line and beginning at a point set back from the Easterly property line as is the East face of the North apartment to run Westerly to the Northwest corner of the Spiegler property, and then run South to a point as designated on the plot plan as designed by Robert W. Johnson, then Easterly for a distance cxf 95' and then return North to intersect with the fence along the North boundary line. The hedge to be planted from the East property line to the beginning of the fence must be of a kind which can'~asily be maintained at a height not to exceed 30", such as Alpine Currant. Confirmation should be accompanied with a letter advising that the Council recommends that construction be started forthwith in order to comply with the finishing as agreed upon when permits were issued, and that steps be taken to put in the necessary landscaping and shrubs, etc. Engineer's The work on Albert Street is completed and as good as ban be Report expected from blacktopping, considering the street grade. The State Aid Street has been dust about completed except for the clean-up work. The alley back of Rees is about completed. There are 3 soft spots that have to be dug up, dried out and black topped. University of The Deputy Clerk was instructed to write the University Minnesota stating we have had many complaints about flies which residents feel emirate from their manure piles and asking if they won't do something to eliminate the situation. 1633 1 Bills On motion by Shavor, seconded by i~ilsen, the following bills were ordered paid: Briggs and Morgan, legal services July $325.00 Ethel E.
