Nilsen, Mayor; George Shavor, Trustee; Willis Warkentien, Trustee; Paul Coppini, Trustee; W. A. Mortenson, Glerk. Also present were Wm. E. Olsen, Treasurer; Brad Lemberg, Engineer; Mike Galvin, Village Attorney; and Ethel E. White, Deputy Clerk and Deputy Treasurer. Minutes-of the Regular Meeting of August 10th were approved as corrected. (Page 1625, the last paragraph under Beer Licenses was corrected to read: Coppini requested a roll call vote, and upon such a vote being taken, the following vote was recordeds Mortenson, Aye; Nilsen, Aye; Shavor, Aye; Coppini, Aye for all except #ItB, Wm. S. Brede, and No to that.) The Minutes of the regular meeting of August 2ltth were approved as corrected. (Page 1629, Paragraph 7, was corrected to read: "Sinclair Refining Company's quotation of 12.3 per gallon on SuperFlame Medium Fuel Oil to be delivered to locations in the Village during the reriod August 19th, 1961, through August 9th, 1962 was read, and the Deputy Clerk was instructed to write Thorne Coal and Oil Company, giving them a chance to meet the price because of the fact that Sinclair had knowledge of Thorne's bid price before making their own bid." Policing There was a discussion regarding traffic control during Fair Week and it was agreed that the Village should plan ahead and ask for assistance from the Sheriff's Office during this week of unusually heavy traffic. Engineer's Engineer Lemberg reported he had a letter from Dean A.nklan Report estimating the cost of placing two catch basins at Holton and Garden, 1 at the N. E. Corner and 1 at the S. E. corner with culverts to connect to the manholes on the West side, at X980.00 for the complete fob, Falcon Heights to pay half or $lt90.00. Warkentien moved that the County be instructed to go ahead with the work under the supervision of the Village Engineer. Seconded by Shavor and carried. There was a discussion regarding the drainage at the Idaho- Snelling Playground area, and the engineer was instructed to get information on a 3-500 GPM pump. Lemberg advised they have not been able to finish the Rees alley due to the weather. Mayor Nilsen mentioned that Fry Street is getting bad along the East edge and should be fixed up again. Fire Dept. Gordon Nelson, Al Helbig and G. Baden, officers of the Fire Budget. Department, presented the proposed budget for the Fire Department. Civil Defense Warkentien advised we are going to try to set up a special public meeting at which Col. Schon will discuss Civil Defense and at -which time he will try to recruit a Director and workers for the Village Civil Defense Program. FALCON Bob Rystrom appeared before the Gouncil and showed a copy of the CALL paper he proposes to publish and distribute free of charge within 1636 the Village of Falcon Heights and the area immediately ad3acent on the south. Assessments, After discussion, it was moved by 5havor, seconded by Arona St, Warkentien and unanimously voted to approve the following resolutions RESOLUTION FOR HEARING ON PROPOSED ASSESSMENT: WHEREAS, by resolution passed by the Council on .August 31, 1961, the Village Clerk was directed to prepare a proposed assessment of the cost of improving Arona Street from Larpenteur Avenue to Crawford Street by September 1ltth, 1961, and WHEREAS, the Clerk has notified the Council that such pro- posed assessment has been completed and filed in his office for public inspection, NOW, THEREFORE, BE IT RESOLVED by the Village Council of Falcon Heights, Minnesotan 1. A hearing shall be held on the 12th day of October, 1961, in the Village Hall at 8 o~clock P. M. to pass upon such proposed assessment and at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment. 2, The Village Clerk is hereby directed to cause a notice of the hearing on the proposed assessment to be published once in the official newspaper at least two weeks prior to the hearing, and he shall state in said notice the total cost of the improvement. Sinking Fund After discussion, it was moved by Nilsen, seconded by Investments Warkentien and unanimously voted to approve the following resolutions BE IT RESOLVED that the Mayor and Village Clerk are hereby authorized and directed to purchase with funds in the Sani- tary Sewer Improvement No. 1 Sinking Fund up to $l~1,000.00 worth of U. S. Treasury Bills due Januaryl~th, 1962, AND purchase with funds in the Larpenteur Avenue Watermain & Pumping Station Sinking Fund 9bI~,000.00 worth of U. S, Treasury Bills or Notes, X2,000.00 worth due April 15, 1962 and X2,000,00 due August 15, 1962. AND to deliver all of said bills and bonds after purchase to the First National Bank in St. Paul to be held by them in Safekeeping for the respective sinking fund accounts. Special Meeting A special meeting was set for Monday, September 18th, at 7:30 P, M. 1637 Licenses All requirements having been met, it was moved by Nilsen, seconded by ~.4ortenson, and voted to issue the following licenses MASTER #7!t to Clarence Deeb, dba Clarence M.
