Nilsen, A.gayor; George Shavor, Trustee; Willis Warkentien, Trustee; Paul Coppini, Trustee and W. ~!. Mortenson, Clerk. Also present were M. Galvin, Attorney; Wm. E. Olsen, Treasurer; Brad Lemberg and Otto Bonestroo, Engineers; and Ethel E. White, Deputy Clerk and. Deputy Treasurer. The Minutes of the regular meeting of September 14th were approved as sub- mitted. Municipal Engineer Lemberg reported he is attending a meeting at the State Highway Department Friday, September 29th, regarding new Aid recommendations and rulings regarding Municipal State Aid Streets. Traffic There was a discussion regarding traffic tickets and the Tickets Clerk was instructed to contact the Clerk at White Sear for information on their system of handling tickets, es- pecially in regard to Juvenile tickets. Burning Letter from Earl Anderson regarding burning ordinance was Ordinance read and referredto Attorney Galvin. PERA Letter of September 20th from Eugene A. Monick, County Auditor, was read. It listed the Village obligation as follawss Contributory share at 6~ 15Lt8,88 Contributory share to amortize deficit at 22~ 645.37 Contributory share for Police and Fire Fund at 9~ ?35.5? Contributory share to amortize deficit of Police and. Fire Fund at 22~ 204.33 313 .1 Dry-Cleaning, T3ulletin from the Department of Health, State of Minnesota self serve regarding standards for coin operated dry cleaning equipment was scanned and. referred to Gordon Nelson, Fire Chief. Addressing Mr. Stokes of the Addressograph Company demonstrated their Equipment small addressing machine. Decision will be made after a demonstration of the Elliot Fisher equipment. Platting Attorney Tarbox, representing Art Lindig, was present to request that Lindig's proposed plat be presented to the Planning Commission. After discussion, it was moved by Shavor, seconded by Warkentien and voted that the preliminary plan of the Art Lindig Addition be referred to thePlanning Commission for study and recommendation. It was also reco~nnended that the entire area between Tatum and Fairview be studied and planned. Playground, Lemberg reported that the work at the Snelling Idaho Playground Snell. Idaho. Site has been completed. Fence should be completed by October 6th. 16~?~ Drainage Installation of the catch basins at Holton and Garden is scheduled for the first of next week if possible. Flat Catch Basins will be put in so the same castings can be used if, at a later date curb and gutter are put in. Sidewalks The sidewalk referred to was inspected. It has been raised about 1?"' by tree roots. There are others in the same block where the same thing has happened. The Engineers will make a complete survey and recommendations. Attorney Galvin reported the Village could proceed under the nuisance ordinance which might enable us to require the owner to remove the tree. ~ notice should be served on the owner. We could proceed under Ordinance 35 which is broad enough to include cutting roots. Under Ordinance 55, all owners have to be notified and a date set for a hearing. If the Village went in and cut the roots under the Nuisance Ordinance, the Village would have to pay the costs. Snell-Idaho Mayor Nilsen will check his records to see what the residents Playground agreed to do in connection with landscaping the Iowa play- grounds. Falcon Woods The Gage property has been cleaned up by Ryan Landscaping. Ryan will come back later and correct drainage by re- shaping and sodding the Roselawn ditch East of Prior on the south side. Pumv: Lemberg presented information he had. on a pump for the Iowa Playground but will get additional prices and report later. He estima+ed a 3 to 500 gallon pump out the swale section in about 15 hours. Pump would cost around a thousand dollars and last about 10 years. A 4" trash pump was recommended. ?3udget The surfacing on Arona should be taken care of as soon as possible. It will cost about three thousand dollars of State Aid Funds. They suggest we hold the rest of the 1962 State Aid Allotment until 1963 when we should have enough funds to proceed. They would like to do something about Crawford from Arona East and as far up Simpson as necessary to correct drainage. Simpson should be cut down back to wherethere is a good grade; the present base removed; the existing surface used as fill and a new surface installed. They recommend that the Council adopt a policy of not doing any ma3or work on any streets unless curb and gut„„ter is first installed. The work at Crawford and Simpson would cost about ~ix.:thousand dollars without curb and gutter. It would also cost about fifteen hundred dollars for curb and 18"' gutter at X2.50 per foot. They would like to set up a program where the Village would take one street a year, put in an adequate base, surface, and curb and gutter. Each year do one street so it is done well. i~ 1 1 165 1 ~J W. F. H. The engineers recommend that the Village shoot a little Playground oil on the parking lot at the V!test Falcon Heights Playground, let it solidify and cure and then shoot a little more on it in the Spring. They will then have a real good parking lot. The Council authorized the engineers to order this work done this Fall at an estimated cost of X100.00. Assessments Attorney Galvin advised there was no action to be taken relative to the letter of Juran and P~foody, dated September 18, 1961, relating to the Larpenteur-Avenue Watermain and Pumping Station or Watermain 1960, No. 1 assessments. Sewer Ga~t-in suggested writing a letter to those people not hooked up to the sewer asking what their intentions are before starting any action under the provision of the sewer ordinance requiring a connection by October 1, 1961. Resignation, Shavor moved adoption of the following resolution which was Paul Coptiini. seconded by ~'Varkentien and carried: WHEREAS Trustee Paul Coppini has submitted his resignation as a member of the Falcon Heights Village Council effective October 1st, and WHEREAS the Falcon Heights Village Council hereby reluctantly accepts Paul Connini's resignation with a vote of thanks for his years of devoted service to the Village and WHEREAS it is necessary to appoint a successor trustee to the Falcon Heights Village Council NOW, 'WHEREFORE, IT IS P_ESOLVED that Charles P. Stone who is a duly qualified resident of the Village of Falcon Heights be and is hereby appointed to the Village Council as a Trustee effective October 2nd, 1961. Upon a roll call vote being taken, the following vote was recorded; Wa.rkentien, aye; Shavor, aye; Nilsen, Aye; ~dortenson, Aye. 1 Ramsey County Mortenson moved that, the Council annrove chapter 728 of League of the laws of 1961 regarding membership in the Ramsey County municipalities League of ~Zunicipalities. Seconded by Shavor and carried. Planning ~daterial sent over by Howard Dahlgren was studied and dis- cussed. Nilsen moved that we order 500 copies in accordance with Dahlgren's letter of September 27th as soon as Cart-might and Otis have had a. chance to proof-read the material. The Deputy Clerk was instructed to contact Dahlgren and tell him that we would like to order 500 copies of each of the two sets at X61.00 and that he should go ahead with the art work. We expect to have the copies proof-read and back to him Monday. 1646 Galvin suggested publicizing the planning commission meeting and Hosting a 5 day notice prior to the meeting set. for October 10th, 1961.
