SPECIAL ?.MEETING OCTOBER 16, 1961.
r~~geeting was called to order at 7:l~5, the following Council ?embers being present:
Harold C. Nilsen, T~~ayor; George Shavor, Trustee; Charles P. Stone, Trustee;
Vrillis ~°darkentien, '"rustee; W. A. AQortenson, Clerk. Also present were Frank
Stanton of Stanton-Pittelkow, and Fthel E. V~'hite, Deputy Clerk and Deputy Treasurer.
Salaries, Mr. Stanton suggested a pay-scale policy starting with a
police and rate for inexperienced men. If an experienced man is
Firemen hired, he should be given credit for his experience and
fitted in to his bracket.
Pay scale decided upon as follows:
$100.00 a month for an inexperienced man.
~?~10.00 at the six month anniversary
?420.00 at the beginning of the second year.
~~.30.00 at the beginning of the third year.
~R1a1G0.00 at the beginning of the fourth year.
$1150.00 at the beginning of the fifth year.
Increases should go into effect on anniversary date, with
an adjustment of 2-3~~ per year, or every other year.
The Village could set up a probationary period of 6 months.
He suggested forgetting the fringe benefits and confining
benefits to increases in salaries.
He also suggested exrloring the possibility of more econom-
ical fire protection by arrangements with other departments.
Nilsen moved that the firm of Stanton-Pittlekow ~ Associates
of St. Paul, Minnesota, be engaged to review the salaries
of the paid personnel in the police and fire departments,
rules and regulations, Village ordinances pertaining thereto,
duties, etc., and make that report some time during the
summer of 1962 at a cost not to exceed ~fi300.00. Seconded
by r~4ortenson and carried.
'3udget BE IT RESOLVED, by the Village Council of the Village of
Falcon Heights that the following sums be and they hereby
are levied upon the taxable property of the Village of
Falcon Heights for the year 1961, collectible in the year
1962, for the following purposes:
General Fund $70,890.27
Firemen's Relief 1,500.00
Pera 3,13l~.15
AND that the following figures, as previously certified by
schedule for debt retirement, be conf firmed to the County
Auditor as correct on their record:
V'Fatermain Imp. of 1960 No. 1 X1,500.00
Larpenteur Ave., VIP~Z~PS 2,500.00
San. Sew. Imp. No. 1 - 1959 20,7.6.25

165l~ The foregoing resolution was moved by Shavor, seconded
by Stone and carried.
Roof repairs Ptlortensbn moved that the Village go ahead with the roof
repairs according to the recommendations of our engineer
that we accept the bid of the Quimby Company, but also
havean additional estimate made of filling the pitch
pockets at the tower legs and reoointing or caulking
all bad joints in the coping the and precast concrete
coping - the engineer to be authorized to go ahead. with
the vrork if he can get a reasonable price. tide will post-
~aone the roof drain. Work to be done under the supervision
of the engineer, Seconded by Shavor and carried.
