Nilsen, P:~iayor; George J. Shavor, Trustee; Willis ';':'arkentien, Trustee; Charles P, Stone, Trustee; W. A. Mortenson, Clerk. Also present were Attorney M. J. Galvin, V'lm. E. Olsen, Treasurer; and Ethel E. White, Deputy Clerk and Deputy Treasurer. ~Rinutes of the Special ?~Zeeting of September 25th were approved as submitted, P,Sinutes of the Regular I~~ieeting of September 28th were approved as submitted. ?.~inutes of the Special rQeeting of October 2nd were approved as submitted. Elections The following affidavits of candidacy were fileds Wm. E. Olsen for Office of Treasurer. Karold C. Nilsen for Office of mayor. Charles P. Stone for Office of Trustee. The Deputy Clerk was instructed to send notice to the papers advising opening and closing dates for filing affidavits of candidacy, also the offices that would be up for election this year. Snow-plowing, rinks Donald ~~,~erkel's bid of X5.00 per hour for man and jeep and parking lot. for plowing snow on the skating rinks and parking lot as needed was read. The Deputy Clerk was instructed to get a bid from Baden's Pure Oil on the same work, Sabbath ?3reaking Gerald Palmer and l~lendell W. ~daltby were present to discuss ordinances to prohibit the sale of certain items on Sunday. The matter was held. over for further study. It was brought out that Pennsylvania has an ordinance that was upheld by the Supreme Court. Sewer stubs Attorney Galvin reported that it will be a year to 18 months damaged by Herbst between the time the action is filed and when it will be heard in District Court. Sewer Connections There was a discussion regarding those sewer connections not completed which have not yet been completed. Attorney Galvin will form a letter to be sent to those people from whom the Village has not heard. ~dunioipal State- Shavor moved adoption of the following resolution accepting Aid Streets - Arona work: WHEREAS, pursuant to a written contract signed with C. S. r.~cCrossan, Inc., ?:2inneapolis, Minnesota on July 13th, 1961 for the improvement of Arona Avenue between Larpenteur and Crawford, C. S. P!IcCrossan, Inc. has satisfactorily completed the improvement of Arona Avenue between Larpenteur Avenue and Crawford Street in accordance with such contract. Seconded by Warkentien and carried. Street and alley Vllarkentien moved adoption of the following resolution maintenance accepting work; WHEREAS, pursuant to a written contract signed with C. S. P~4cCrossan, Inc. , 1~4inneapolis, Minnesota on July 13, 1961 for street and alley maintenance, C. S. AND purchase with funds in the WATERT.~IIN Ir~7pROVE~;4EnlT OF 1960 N0. 1 SINKING FUND X2000.00 worth of bills due ~.4arch 1, 1962 at a cost of ~198~~.07 AND purchase with funds in the LARPENTEUR AVENUE WATER~,~IAINI ~'tJ?:APING STATION SINKING FUI~?D ~1~000.00 worth of bills due October 15, 1962 at a cost of X3888.39 AND to deliver all of said bills and bonds after uurchase to the First National 'dank in St. Paul to be held by them in Safekeeping for the respective sinking fund accounts. Fire Inspections Gordon Nelson, Fire Chief, was ~aresent to discuss the findings of the recent fire inspections. He was authorized to serve notice where improvements are necessary pointing out section of ordinance pertaining to each violation. 1 1 1 1657 Office Equipment The Clerk was authorized to buy a used typewriter desk • if he found what he considered a "good buy". Attorney's report Attorney Galvin retorted on his discussion with T14r. Baldwin of the Fair Grounds and on Court cases. After discussion, it was moved by stone, seconded by Warkentien and unanimously voted that Vdilliam D. Strusz, 302 Wheeler Ave., No. r~.~ankato, Minnesota be reimbursed in the amount of `21.60 to cover his expenses entailed by two extra trips to Court, due to unavoidable circum- stances. Galvin will write the letter to Armor Coat accepting the Hump for the Village and acknowledging their right to use same when and if necessary. Galvin will supply the Council and the Planning Commission with a letter to initiate their adoption of the comprehen- sive zoning ordinance. The Council will adopt the new ordinance as an amer_dment to the tiresent zoning ordinance. Galvin wrote Hooker advising that the Hermes property had not been rezoned, that it had been zoned commercial for several years, but that Hermes has not been able to use the property for eo~nmercial purposes because of restrictive covenants running with the land. Sewer The Deputy Clerk was instructed to again ask Mr. Nahurski for a copy of his letter from the Highway Department. Resolution, Coapini The Deputy Clerk was instructed to prepaxe the following resolution for z~resentation to Paul Coppini, former trustee: WHEREAS, Paul L. Coppini served as Village 'Trustee for the Village of Falcon Heights, ~,Sinnesota from January, 1968 to September 30th, 1961 THEREFORE, BE IT RESOLVED That the Village Council hereby expresses, on behalf of the Village of Falcon Heights and it's citizens, thanks and appreciation to Paul Coppini for his outstanding services to the community. Police, Resignation Warkentien moved that the Village Council accept, with Jerome R. Johnson regret, the resignation of Jerome R. Johnson, Police Officer, effective November 10th, 1961 for personal and health reasons as stated in his letter of October 2nd, 1961. Seconded by Shavor and carried.
