Olsen, Treasurer; Arad Lemberg, Engineer; and. Ethel E. White, Deputy Clerk and Deputy Treasurer. ~~Sinutes of the regular meeting of October 12, 1961 were approved as submitted. A. Johnson November 7, 1961. The Clerk was instructed to order 1500 ballots from Rose Tribune for the December 5th election. Precincts 1 and 2 will vote at the Village Hall; precinct 3 at the Falcon Heights Elementary School. Sinking Fund Treasurer Olsen reported he had sold X2000.00 worth of Larn. Ave. water- Treasury Bills for S19l~1~.67 or 28¢ over our cost and that main Rc pumping the sum had been deposited in the Larpenteur Avenue station Watermain/Pumping Station Sinking Fund. 1660 Insurance The Deputy Clerk was instructed to write the following persons asking for bids on Workmen's Compensation Insurance, bids to be mailed or delivered to the Village Hall by November 27, 8 P. ~R. Truck After discussion, it was moved by V'~arkentien, seconded by Shavor and voted to buy from A.4r. Perry Lester, 1366 Snelling .Avenue, N., St. Paul, l~iinnesota, his 1952 International, 3/It ton, !~ speed transmission, pickup « truck with overload springs at a net price of `~~00.00; and that the car be winterized and equi-~ned with new spark plugs, ignition points, a new muffler and battery. The Deputy Clerk was instructed. to call the insurance company and arrange for liability insurance. Engineer's Engineer Lemberg submitted the following reports: Report 1961 Street and Alley P~:4aintenance Project: Original bid price X10,989.00 Final Cost 15,119.50 Difference in cost - additional.. ?x,130.50 Additional cost was due to added work requested in various areas. Several intersections began to break up and were found to be badly in need of repair after award of contr~~t. '!'he Rees' Shopping Center should be billed for the cost of the alley repair as estimated----------- - 2lt0.00 Total difference to be paid by Village X3,890.50. To contact the roofers to expedite roof repairs at the Fire Station. The Deputy Clerk was instructed to bill Rees' for alley repairs. Shavor moved that the Engineer be authorized to take the necessary steps to increase the capacity of the gasoline tank on the pump used for pumping water out of the Snelling- Idaho playground area. Seconded by Stone and carried. Street Improve-' The following resolution was moved by Nilsen, seconded by meat, Crawford. Shavor and carrieds WHEREAS, it is proposed to improve Crawford Avenue from Arona to Simpson, with grading on Simpson as far North as necessary, and to pay for the improvement from Village T~iaintenance Funds, NOW THEREFORE, BE IT RESOLVED 3Y THE VI?:LACE COUi~1CII, OF FALCON HEIGHTS, '~,!II?'~%T~ESOTA: That the proposed improvement be referred to Bonestroo, Rosene and Associates for study and that. they be instructed to report to the Council with all convenient speed advising the Council, in a preliminary way, as to whether the proposed improvement is feasible and as to whether it should best be made as proposed or in connection with some other improvement and the estimated cost of the improvement as recommended. Trees It was moved by Stone that Robert Blomberg be granted per- mission to cut down the two trees on Iowa along the side of his building between the end of the building and Hamline at his expense. Seconded by -'darkentien and carried. Snelling-Idaho It was moved by P.~ortenson, seconded by Shavor and voted Playground that the Village pay Armor-Coat Finishing Ca., Inc., Estimate No. 1, ?k3 ,600.00 to cover work done to date at the Snelling Idaho Playground. Lighting It was moved by P+arkentien, seconded by Shavor and voted that Northern States Power Company be instructed to place the following lights: 1. A 6,000 lumen flourescent overhead street light at Snelling Drive and Idaho. 2. A 6,000 lumen incandescent at the S. W. corner of Iowa at the dead end. 1662 3. A Nightwatch unit on the last pole between Idaho and Iowa at the edge of the playground area. !~. A Nightwatch unit on vole on Snelling Drive, first pole south of Idaho. Warkentien moved that the two poles formerly used at the Snelling Idaho Playground be relocated at the Falcon Heights Elementary School for illumination of the Hockey Rink. Seconded by Shavor and carried. Donation Nilsen moved that the Clerk write a letter to H. 1~. Schwarten acknowledging and thanking him for his contribu- tion to the Playground Fund. Seconded by Stone and carried. Plumbing The Deputy Clerk was instructed to request Jastrow, the Plumbing Inspector, to insist that plumbing be insta:i.led at a depth just a little deeper than the footings so there will be no difficulty connecting to the sewer. Rezoning V`~HEREAS, the Planning Commission of the Village of Falcon Heights has proposed a comprehensive amendment and rezoning of the Village amending zoning Ordinance Pao. 8, and ~]~?EREAS, the Village planning Commission has referred said elan to the Council for Hearing and Action at 8:00 p. ~~?. at a special meeting. December 7th, 1961 NOPt "'HEREFORE, be it resolved by the ~,'illa~-e Council of the Village of Falcon Hei~*hts that the Clerk give notice of said meeting and he?ring on the comprehensive amendment and zoning of the Village as required by ordinance and statute. The Council will hear all recommendations and 1 u 1 1663 objections to said amendment to Ordinance No. 8 at 8:00 P. P~d., December 7th, 1961. The above resolution was moved by Stone, seconded by ~~Tarkentien and carried. Attorney Galvin will ask Planner Dahlgren for a list of properties being rezoned. Fire Inspection Attorney Galvin submitted report blanks recommended for use in Fire Inspections. Same were giv en to Stone who will discuss them ~rrith the Fire Chief. Sewer Hook-ups The Deputy Clerk eras instructed to contact the sewer installers to ascertain how many instal lations were under contract. Sewer Rental Stone moved that the Vi1_lage Attorney form an amendment to section 8 of Ordinance ~.6 reducing the Village charge to ~1t.00 annually for each single family dwelling, two family dwelling, governmental building, church or schoolhouse sewer connection.
