SPECIAL P.iEETING 11/30/61
Rieeting was called to order at 7s00 P. Ind., the following Council Members being
presents Harold C. Nilsen, ?~dayor; George J. Shavor, Trustee; Millis V~arkentien,
Trustee; C. P. Stone, Trustee; W. A~. 1!4ortenson, Clerk. Also present were Id. J.
Galvin, Village attorney; Brad Lemberg, h~ngineer; Wm. E. Olsen, Treasurer and
Ethel E. Vlhita, Deputy Clerk and Deputy Treasurer.
I,iinutes of the regular ~~,eeting of November 9th were approved as submitted.
Insurance Bids from Bosshardt-Nelson and the 4tiolfgram Agency were read
and discussed. ;iortenson moved that the bid submitted by H.
H. Krinke, on Iowa-National Insurance Company be accepted.
Seconded by Shavor and carried.
Engineering Lemberg will check the t'No Parking" signs on Fry Street and,
if advisable, will order another sign placed on the East side
of Fry just North of L~~rpenteur. He will also check on the
stop sign at Garden and Asbury and see that it is re-wired
or replaced. He reported that vrhen the Ahman sewer was dug
up from the curb to the main, it was found that the sections
of pipe had been laid on a variable grade line that varied
from a forward. pitch to a back pitch. in two different places.
The incorrectly laid pipe was removed and replaced at a straight
line grade to insure proper flow.
Nilsen moved that Brad Lemberg, Village Engineer, relate the
exact findings in connection with the Ahman sewer outlet, and
that the Clerk be instructed to v~.mite Peter Lametti Construction
Company regarding poor vrorkmanship and costs that have been
incurred to date. It is to be suggested that there is a moral
obligation on their part to reimburse the Village for the cost
of repairing same. Seconded by V~arkentien and carried.
Planning -The Deputy Clerk rex~orted she had sold 5 planning books and she
Books was instructed not to sell any more, but to make alist of requests
a.nd when there was a sufficient number, we would consider having
more made up.
Civil I:ir. Leo J. tideet was present and introduced to the Council.
Defense Af ter discussion, Nilsen moved the ?npointment of Leo. J. Ureet,
1510 Crawford Street, as the Director of Civil Defense for the
for the Village of Falcon Heights. Seconded by Stone and carried.
Clerk ?~ortenson administered the Oath of O`fice to lair. Vdeet.
~~iayor Nilsen moved adoption of Ordinance No. 62, amending Ordinance
No. 26, Section 3, to read as follows "There is hereby created
within the Village Government a Civil Defense Agency, which shall be
under the sup:~rvision and control of a director of Civil Defense
hereinafter called the director. The director shall be appointed
by the ~:~ayor for an indefinite term and may be removed by him at
any time. The I~dayor may, at any time appoint an acting director
who may act as director in case of the director's absence or
inability to act for any reason. He shall receive such compensation
as may be established by the Village Council, and. shall be paid his
necessary expenses. The director shall have direct responsibility
for the organization, administration and operation of the Civil

Defense agency, subject to the direction and control of
the mayor. The Civil Defense agency shall be organized
into such divisions and c;ureaus, consistent with state •~nd local
Civil Defense plans, as the director deems necessary to
provide for the efficient performance of local Civil Defense
functions during a Civil Defense emergency.' Seconded by
Stone and. carried.
Stone moved that the salary of the Civil Defense Director
be fixed at X600.00 per year, to be paid at the rate of
X50.00 a month, effective January 1st, 1962. Seconded by
Pdortenson and carried.
FHES play- Lemberg reported he would consult with Tieso Electric regard-
ground ing the installation of the lights.
Truck ~~rarkentien moved. that the Village rent narking space for the
truck from Farmer's Union Crain Terminal Association at a
flat rate of X10.00 a month for six months. Seconded by
Stone and carried.
Christmas a was moved by Z°tarkentien, seconded by Shavor and voted to
Tree issue Permit #95 to Al. Hermes of Hermes Floral Company,
License permitting the .sale of Christmas trees at their a~~dress for
the 1961 season.
Sinking Attorney Graham's letter regarding sale of securities to pay
Fund. the X58,759.17 due on the Sanitary Sewer 3onds was read.
Letter advised they will check with the County Auditor to see
how much money will be available from taxes about December
15th and then proceed with arrangements to nay what is due on
the Sanitary Sewer 3onds.
Variance There was a discussion regarding request for variance to Hermit
construction of a fence at 1811 Simpson. No action was taken
inasmuch as -proposed fence will be approved in the near
ordinace if adopted December 7th.
Dogs There was a discussion regarding the Dog Ordinance and Nilsen
proposed a meeting early in the year to permit the public to
air their views.
Sewer Stone moved adoption of Qrdinance No. 63 amending Ordinance No.
Rental l~8. Seconded by V`kTarkentien and. carried.
Police Officer Archie Nordeen was introduced to the Council. Clerk
°.ti2ortenson administered the Oath of Office.
Attorney's Attorney Calvin reported on the zoning ordinance, court cases,
Report and manner of handling payment on the Sanitary Sewer 3onds.
Snell-Idaho Stone moved that the Village purchase a cast iron, one r.~om,
Playground stove. at a price of approximately X25.00 for use in heating the
warming house. Seconded by ~Varkentien and carried.
