~:geeting was called to order at 7;00 P. A?., the following Council ?:Rembers being
present: Harold C. Nilsen, r2ayor; George J. Shaver, Trustee; Vdillis b~~arkentien,
Trustee; C. P. Stone, 'T'rustee; VII. A. ^~ortenson, Clerk. Also present were '.+~2. J.
Galvin, Village Attorney; Brad. Lemberg, Village Engineer; V`dm. E. Olsen, Treasurer;
Ethel E. i°dhite, Deputy Clerk and deputy Treasurer.
The '.~inutes of the special meeting of November 30th, 1961 were anuroved as
submitted.
Road & Letter from the Board of Ramsey County Commissioners, dated December
Bridge 12th, stated they had authorized an apportionment of ?T;2,109.95 in
the County's Road and fridge Fund to .Falcon Heights for the con-
struction and maintenance of streets, roads and bridges.
Bus Notice from the Railroad and ti~~arehouse Commission advising that the
Service hearing they had set for December 19th, 1961 would be continued to a
later date and that notice of such continued date will be given to
all parties of interest, was read. The Deputy Clerk was instructed
to ascertain how the change requested by the T. C. ~4otor Bus Company
would affect Village Service.
Truck It was agreed to accept the offer of Farmer's Union Grain 'germinal
Association to store the Village Truck in their garage for the
months of December through Play for the sum of $10.00 per month and
to send. them a check for the 6 months rental.
":2unicinal Treasurer Olsen reported receipt of a check in the amount of 4~361t.88
State from the Minnesota Department of Highways as a final settlement of
Aid Falcon Heights 1961 allotment for construction.

which leaves a difference of ~30l~.50 still due on maintenance.
Parks & Citizen's inquiry as to whether the Village would flood the empty
Playgrounds lots at Pascal and Lar*~enteur was read and referred to Trustee
Warkentien.
Snow Warkentien moved that Donald Merkel be engaged at ro5.00 per hour
Plowing for man and jeep to do the necessary plowing at the Village Parking
Lot, Skating Rinks and Driveways, and what other plowing may be
deemed advisable and requested by the Council. Seconded by Mortensen
and carried.

Rezoning Engineer Lemberg presented preliminary draft of suggested rezoning
and advised that ?Manner Howard Dahlgren would prepare and deliver
to the Planning Commission a map drawn to scale in time for their
meeting December 19th. The Deputy Clerk was instructed to send
rough draft of the recording of the meeting of December 7th and the
petition presented by Ewald Hermes to David P. Cartwright, Chairman
of the Planning Commission.
'.?ail Citizen's complaint that mail boxes were knocked down by the
?3oxes Ramsey County snow blow, and request that they be replaced was
read. Attorney Galvin recommended the Fitizen be advised to con-

tact the County Commissioners ~nasmuc as ~,`Yie plowing was done by
the County under contract with the Village.
Parking There was a discussion regarding the "No Parking" areas and ordin-
ances controlling same. Attorney Galvin will study the matter and
make recommendations.
Sewer The Deputy Clerk was instructed to send certified letter, return
Connec- receipt requested, to person from whom we have had no reply to
Lions letters regarding connection to the Village sewer.
Sewer The Deputy Clerk was instructed to bill resident who said he had
F.ental only laid sewer line and wasn't connected to House Drain. St.
Paul is charging the Village for this connection with their position
being "The line is there, ready for use and should be paid for."
Commercial rate on residence with over-sized garage was referred to
attorney Galvin who will contact St. '.'aul.
Falcon ~~ayor Nilsen said he had contacted trustee of Falcon Heights
Heights Congregational Church advising tha..t, after study, the Engineers
Congrega- recommend that the Council deny a building permit for any further
Lionel construction in the pond area at Holton and Garden until a more
Church positive solution for removal of storm water is completed,
Attorney's Attorney Galvin reported: ti"Je are certifying the Arona Avenue
Report Assessment. It is now on the tax rolls. He has referred. the
petition from the Lindig-Hawkins group to the Planning Commission.
Regarding the proposed law suit by the Humane Society, they had been
advised that as far as could be reasonably determined, there had
been no violation of Village Ordinances.

Fund ized and instructed to sell the sum of X1,000.00 U. S. Treasury
'3ills due 1-11-62 and sufficient of the U. S. Treasury fonds due
2-15-65 to make the payment due January 1, 1962 on the Sanitary
Sewer fonds to American National ^ank. Seconded by Stone and
carried.

Badges It was moved by Shavor, seconded by Stone and voted that l!arkentien
be authorized to purchase badges to identify the Playground
Supervisors.
Oath of Clerk P~~iortenson administered the Oath of Office to Vim. E. Olsen,
Office Treasurer.
