P~eeting was called to order at 7:10 P. :'I,, the following :'embers of the Council
being present: Charles p. C+,one, Trustee; George J. Shavor, Trustee; Harold C.
Nilsen., T~~Sayor; V~~. A. r~.lortenson, Clerk; a,rillis ~'~--r'.~entien, Trustee. Also present
were ~"dm. E. Olsen, Treasurer and ?~,2. J. Galvin, Vill?~e A±torney.
The r:4inutes of the regular meeting of December ll~th were approved as submitted.
i~~ail House to house delivery ~f mail in areas not now served was
discussed. Petition of people is needed to submit question.
Election Clerk P~dortenson administered the oath of office to Edwin A.
Johnson, Justice of Peace.
David P. A Certificate of Commendation ?°~:as presented to David P. Cartwright
Cartwright by T;Zayor Nilsen on behalf of the Village of ~'aicon Heights for
his special meritorious service as Chairman of the planning
Commission for five years and before that as Vill.ge Trustee from
195. to 1956, and. representative on Greater St. Paul Safety Council.
Planning The official zoning man, as adopted by the Village Council at it's
special hearing on .December 21st, 1961, together with the proposed
land use plan, was presented to the Council by Howard ?~ahlgren of
~elidwest Planning and Research, Inc.
~,~Zr. Galvin spoke of getting it into the hands of the printer for
official publication the early part of January 1962. plans for
index and reference in new zoning ordinance was discussed.
Arthur Lindig had a question regarding depth of zoning on the
North side of Larnenteur Avenue.
Gage Escrow P?ayor Nilsen moved that the X200.00 held in the Gage Escrow Fund
be returned. to '~~~r. rage. Ueconded by ~:~~rkentien and carried.
Tax Settle- Treasurer Olsen reported on the tax settlement received from the

Special It was voted to hold a special council organizational meeting

Lighting It was suggested that recommendations far the improvement of the

Planning It was moved by Shavor, seconded by V;arkentien and unanimously
voted that Ptidvrest Planning & Pesearch Inc., be paid ~1357.Lt5
for services from April, 1961 through December 1961.
