Nilsen, '~?ayor; George Shavor, Trustee; Willis '~'~~arken- tien, Trustee; Charles Stone, Trustee; W. A. ~.?ortenson, Clerk. .Also present ~^Jas Ethel E. u:jhi+..e, Deputy Clerk and Deputy Treasurer. Absents V;'m. E. Olsen, Treas. License All requirements having been r~et, it ti,ras moved by 1?ortenson, seconded. by Shavor and voted to issue ~~~aster Gas Installer's License #159 to R. E. Peterson, dba Twin City Furnace Co., 195 No. Snelling, St. Faul, ~., t:iinneso+,a. Inspector, Edward LaPointe and Ed Salverda were present. There was a dis- Electrical cussion regarding inspections on electrical work. Mr. LaPointe presented copy of a letter from the State Board of Electricity to all electrical contractors doing work in Lauderdale and Falcon Heights advising tha±, effective July 1, 1961, the electrical inspector would be ';?r. Edward LaPointe, 1591 Illontreal, St. Paul, <?innesota. After discussion, it was agreed that there would be no advantage to the Village by appointing a Village inspector and decided to continue on with h?r. LaPointe, the State inspector. (all are urged to attend balance of meeting) Recess 9:30, Unfinished business 9:l~0, New Business, Adjournment 10:~i5 P. P?. Sewer The Deputy clerk was instructed to write resident at 1516 W. Iowa advising tha+; the sewer situation ~t 15l~0 Iowa had been corrected (there had been a fault in +.,he line from the main to ±he boulevard and said line has been relaid) and requesting that he nova have his sewer connected. Taxes The deputyclerk was instructed to call Ronald Powers asking for additional conies of report shovaing increases and.`~decreases in the tax rate on 91,000.00 assessed valuation. Insurance i:4ortenson reported on his conversation with Freitag of the insurance Rates Underwriter's. Deputy Upon the request, of +„he Village Clerk, and after discussion, ~~~~ar- Clerk kentien moved that the Village Clerk be authorized to appoint a Deputy Clark. aeconded by Shavor and carried unanimously. The Clerk then appointed Sahel E. tiJhite as Deputy Clerk of the Deputy Village of Falcon Heights. Treasurer Upon the request of the Village Treasurer, and after discussion, Nilsen moved that the Village Treasurer be authorized to appoint a Deputy Treasurer. Seconded by Stone and carried unanimously. Treasurer Olsen then appointed Ethel E• lrt~lltP,, Deputy Treasurer of the Village of Falcon Heights. Police It was moved by Vlarkentien, seconded by Stone and voted to appoint Commissioner Donald E. Arndt as Policy Commissioner for the year 1962. 1700 Attorneys It was moved by Nilsen, seconded by Stone and voted that the firm of Briggs and ~~2organ be engaged as T~'illage Attorneys for the year 1962, with the understanding that ~wSichael J. Galvin attend Council .~,~eetings whenever possible. Building Insp. It, was moved by i~~d'arkentien, seconded by Shavor and voted to & Zoning Ad- apnoin t George Croft, 1860 Tatum Street as building inspector ministrator and zoning administrator for the year 1962. Engineers It was moved by V:~arkentien, seconded by Shavor and. voted. to engage the firm of Bonestroo, Rosene and Associates as Village Engineers for the year 1962. Gas Inspec- It was moved by Nilsen, seconded by Stone and voted to appoint for Frank R. Eha as Gas Inspector for the year 1962. Planning It w.~s moved by Shavor, seconded by V~arkentien and voted that T~;lidwest Planning and Research, Inc., Howard Dahlgren, Principal Planner, be engaged as Planning Consultants for the year 1962. Plumbing It was moved by Shavor, seconded by Stone ?nd voted that V:m. Inspector Jastrow be appointed ~'lunbing Inspector for the year 1962. Vleed In- It vras moved by Nilsen, seconded by Shavor and voted that ~y~m. P. Spector Carroll be appointed as V~eed Inspector for the ,year 1962. Official De- The following resolution was moved by ^.~ortenson, seconded by nositories Shavor and adopted unanimously: RESOLVED, that the Falcon Heights State Bank of Falcon Heights, T:innesota, be and hereby is designated as a depository for the funds of the Village of Falcon Heights and. that the Village Treasurer is authorized to deposit General Vi"!lage Funds therein to the amount of forty-five thousand dollars. ~~6It5,000.00) RESOLVED FURTHER, that the present collateral furnished by the Falcon Heights State Sank consisting of forty-thousand dollars (~1~0,000.00) face value of U. S. Government Obligations accompanied by an assignment providing that in case of default on the part of the Falcon Heights State :3ank, the Council has full Hower and authority to sell the coil ateral or so much as may be necessary to realize the full amount due the municipality, is hereby approved, said collateral having a market value in excess of 10~ over the amount of the above authorized deposit in excess of the amount guaranteed by the Federal Deposit Insu_rarce Corporation. RESOLVED FURTHER, that checks of the Village of ;'alcon Heights drawn upon the said bank shall be honored. by said bank only if signed by the '7ayor, the Clerk and the Treasurer of the Village of Falcon, Heights, '.~i~ n:~sota. RESOLVED FURTT~'ER, that this designation shall be effective only until the end of the present Council year (1962). RESOLVED, That the Falcon Heights State Bank of Falcon acct; LAti`+T~~/PS Heights, Pdi~r.esota, be and hereby is designated as a depository ti"dP~~I 1960 `do. for the funds of the Village ofr'alcon Heights, and that the 1 fund. Vi~lage Treasurer is authorized to deposit Village funds therein to the amount of one-hundred-thousand dollars 0100,000.00) belonging to the Village of Falcon Heights, r.2innesota Sanitary Sewer System, Improvement No. 1 Sinking Fund Account. RESOLVED FURTHER,that the present collateral furnished by Falcon Heights State Sank consisting of one-hundred-fifteen thousand dollars X115,000.00) face value U. S. Legal ':Mews- The following resolution eras adopted by unanimous vote on motion paper by stone, seconded by Shavor: RESCLVED, that the Rose Tri?;une a legal newspaper of general cir- culation in the Vil.lar-e of "alcon Height.,s be and hereby is des- igrated as the Official Pewspaper of the Village of Falcon Heights, in which shad 'oe published such ordinances and other matters as are required by l~~w to be published, and such matters as the Council 1702 may deem it advisable and in the Public Interest to have published in this mar;ner for the .;rear 1962.
