A.nnroval of the ~?inutes of the Regular "~?eeting of January 25th, as corrected, was moved by Stone, seconded by Shavor and carried. (Page 1710, last paragraph, 7th line, "22-l~0" mix changed to "2331" and 9th line "B6/18" changed to "8618.)" Sewer hook-u?~: Clerk T~~lortenson reported we had sold 6 x~ermits for Spring In- stallation, before A~Zay 15th. Two people had. called and indicated they vrere negotiating with Installers and would buy Hermits very ' soon, leaving only one not heard from. The Clerk was instructed to write Lametti regarding the correction of the sewer from the main to the boulevard at 1540 Iowa and 1783 No. Holton. Note from resident at 1803 No. Hamline was referred to Attorney Galvin who will contact St. Paul. Rezoning, Letter from the Planning Commission eras read, in part, as Weigt, 1687 W. follows: "The Planning Commission considered the request of the Larpenteur: "coder P.ealty Company that the property now owned by Ernest Weigt at 1687 V't. Larpenteur be permitted to be used for a duplex or multiple dwelling." After discussion, adoption of the following resolution was moved by Stone, seconded by Warkentien and carried: WHEREAS ~Zr. Ernest j~,~eigt has filed a request for a conditional use of the Real Estate and house located at 1687 W. Larpenteur with the zoning administrator for the Village of Falcon Heights, and. WHEREAS said application for conditional use has been referred to the Planning Commission of the Village of Falcon Heights for their study and recommendation, and said commission recommended on the 1st day of February 1962, that such conditional use be granted NOY~F, T~EREFOFE, BE IT ~?ESOLVED that P~~r. Ernest tiueigt be granted a conditional use for the real estate and house at 1687 Vd. Larpenteur Avenue, now zoned B-l, and said conditional use is hereby restricted to the use of said house on tY~e"heretofore described real estate as a two-family duplex residence. Northern Clerk D!iortenson read letter of February lst from Dorthern States States Power Company, advising in part, "NSP is passing on Power Co., gas the reduction in the wholesale cost of gas in the form of a reduction: year-round decrease of 1.6 cents per thousand cubic-feet in the price of general gas service in gal con Heights," Also, "Of the refunds recently received under settlement approved by the Federal Power Commission, ~fi961~,203.57 is attributable to gas sold in the St. Paul Division. Y'ie have reduced our price an additional 6.7 cents per T~fcf until such refund has been expended. It is estimated that, this refund will be ex- pended in the St. Paul Division in about nine months." Un-keep should not be in excess of ~25.C0 a year. Trees: Representative Richard (Dick) Jones was present to discuss tree care in case the Dutch Elm Disease strikes our area.. He advised spraying on a village-wide basis Vrould be necessary. He also advised that there would be a meeting at the New Brighton Village Hall at 8 p. m. February 21st at which the matter would be ^'iscussed by experts, and urged that r`'alcon Heights have a representative present. ~?ayor Nilsen said we would arrange to have someone there. 3. N. Hendrickson was present and. added. to the report of the tree committee which vra.s read to the Council. Af ter discussion, Nilsen moved that the firm of '~onestroo Rosene, Inc., Vil7a.ge Engineers, engage C. Gustav Hard as their tree consultant in the Village of Falcon Heights on an hourly fee basis to be determined and satisfactory to the Village. Seconded by Shavor and carried. Inasmuch as Dr. Hard's retention as con- sultant would disqualify him as Chairman of the Tree (:ommittee, l_J u 1718 B. N. Hendrickson recommended that Frank Irving be designated as Chairman of the Tree Committee. Engineer Lemberg will vrork with Hard on amendment of the present tree ordinances. Snelling-Idaho Letter of T'ebruary 2nd from the 1~epartment of Highways, signed Poinding Area: by J. H. Swanberg, Chief Engineer, was read and referred to Attorney Galvin. Crawford Avenue Engineer Lemberg advised that upon a further check of the Estimates proposed Crawford Avenue Improvement, it was found that it will be necessary to go up .Simpson approximately 300' rather than the 2001 as estimated. This will increase the estimated cost from 57J~88.25 to X8900.00, or 7119.00 to be maid by the Village. The estimate on curb and gutter would remain the same. After discussion, it was moved by Stone, seconded by ti'Aarkentien and voted that the cost of the improvement be changed from °7488.25 to X8900.00 -- "71l~9.00 to be paid by the Village. Traffic: The American '3ar Association Traffic Court Inven tory was dis- cussed and referred. to ~'~arkentien for study. St was thought it might be too extensive for our needs - our only problems being on State and County Highways. Drainage: There was a discussion regarding the bill from the County in the amount of r~1604.89 a.s our 1~3 share of the cost of the pumping station, anal the auditor's request for verification was returned vrith the notation "This bill is in dispute since it eras estimated at X300.00". Rezoning, 16P7 T1Ir. 4'~~'agner, prospective buyer of the rrnest ~"refight property, W. Larpenteur: appeared to request "~flultiple Residence" use of the ~~eigt prop- erty. He was advised that a conditional use had been granted for use as a duplex. Anything further would have to be accompanied by detailed plans, and be resubmitted to the Planning Commission for recommendation, and for action by the Council. Attorney's Galvin reported they will ask for 51525, plus cost of street Report: Hatching to be done in the Spring, on the Herbst Damage Suit. Them is only one traffic case Wending and the statement of the policeman apparently will not support a prosecution. He will contact Stadler regarding the Radefeldt charge.
