Shavor, Trustee; Charles P. Stone, Trustee; W. A. Mortenson, Clerk. Also present were Brad Lemberg, Village Engineer; Otto ~ionestroo, Village P~gineer; and Ethel E. V~hite, Deputy Clerk and Deputy Treasurer. Absent: Millis %arkentien, Trustee and Wm. E. Olsen, Treasurer. Arona Avenue After discussion, it xas moved by Nilsen, seconded by Shavor Improvement: and voted tc> adopt the following resolutions RESOLUTION ORDERING THB IMPROVEA~NT OF AftONA AVENUE FROM LARPENTEUR AVENUE TO CRAVPFORD AVENUE BY SURFACING ARONA AVENUE, APPROVING PLANS AND SPECIFICATIONS, AND ORDERING ADVERTISEi~ENT FOR BIDS ON SAID IMPROVEMEN`Ts WHEREAS, a resolution of the Village Council of the Village of Falcon Heights, adopted the 9th day of November, 1961, ordered Bonestroo, Hosene and Associates, Village Engineers, to prepare a report on the improvement of Arona Avenue from Larpenteur Avenue to Crawford Avenue, and 1 WHEREAS, Bonestroo, Rosene and Associates, Village Engineers, have prepared said plans and specifications, N(39P THEREFORE, BE IT RESOLVED by the Village Council of Falcon Heights, Minnesotan (1) Such plans and specifications, a copy of xhich are attached hereto and made a part hereof, are approved and ordered placed on file in the office of the Village Clerk. (2) That said improvement is hereby ordered as described in the resolution of November 9, 19b1, and said plans and specifications. (3) The Village Clerk is hereby authorized and directed to prepare and cause to be inserted in the official newspaper an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall'~be published for at least ten~days and shall specify the xork to be done and shall state that bids xill be publicly opened and considered by the Council at 8 p. m. on Thursday, the 8th day of March, 1962, in the council chambers in the Village Hall, and that no bids xill be considered uril.ess sealed and filed xith the Clerk and accom~aan- ied by a cash deposit, cashier's check or certified check payable to the Clerk for 5~ of the amount of such bid. 1 Adopted this 15th day of February, 1962. Special Hear- At 8s08 P. Id., the Special Hearing on the Crawford Avenue-Inr- ing Crawford provement xas called to order. The following affected property Avenue ovmers xere present: Victor Cooke, 1516 Crawford, Leo J. Weet, Improvement 1510 Crawford; Florence Ehrenkranz, 150l~ Crawford; S. W. Hart, 1lt88 Crawford; Emil T3ernlund, 1717 Simpson. 1721 Clerk Mortensen read copy of letter mailed to affected residents January 30th, 1962, copy of notices as posted and published. Engineer Lemberg displayed and explained plan for proposed improvement, outlining the need for curb and gutter to protect the mat and surface of the street. The Mayor called for questions from the floor. After discussion, Mr. feet, Mr. Hart and Mrs. Ehrenkranz expressed approval. lt~z~. T~ernlund objected on the grounds that, in his opinion, the curb and gutter xouldn't add anything to the value of his home and he could get along xithout it. Clerk Mortensen read the following resolution: RESOLUTION APPROVING PLANS AND SPECIFICATIONS, ORDERING IM- PROVE~fENT TO CRAI~FORD AVENUE FROM ARONA AVENUE TO SIMPSON AVENUE BY RESURFACING THE STREET AND CONSTRUCTION OF ~CaURBS^~A~NDp GU~Tr~T+E~RS, AND ORDERING ADVERTISEMENT FOR BIDS ON SA~ 11~1~~A~VL~1L"Y71 a WHEREAS, a resolution of the Village Council adopted the 25 day of January, 1962, fixed a date for a Council Hearing on the improvement of Cranford Avenue from .Arena Avenue to Simpson Avenue by resurfacing the street and construction of curbs and gutters, and Y~N$REAS, 10 days published notice of the hearing through two weekly publications of the required notice xas given and the hearing was held thereon on the 15th day of February, 1962, and WHEREAS, all persons present at said hearing were given an opportunity to be heard thereon and no ob~eetions to said imt~rovement xere made except as folloxs: Name of Objector Objection Emil T3ernlund Curb and gutter would not benefit them. It xould not add to the value of their home and, R~IEREAS, pursuant to resolution passed by this Council on November 9, 19b1, the consulting engineers have prepared plans and specifications for said improvement oP Craxford Avenue from Arena Avenue to Simpson Avenue by resurfacing the street and construction of curbs and gutters, and have presented such plans and specifications to the Council for appraval~ NO1P THEREFORE, BE IT RESOLVED by the Village Council of the Village of Falcon Heights, Yinnesotaa (1~ Such plans and specifications, a copry of xhich are attached hereto and made a Dart hereof, are hereby approved 1722 and ordered placed on file in the office of the Village Clerk. (2) The said improvement is hereby ordered as described in the notice of hearing thereon. (3) The Village Clerk is hereby autY;orized and directed to prepare and cause to be inserted in the official newspaper an ad~-ertisem®nt for bids upon the making of such impro~e- aent under such approved plans and specifications. The adTertisement shall be published for at least 10 days and shall specify the cork to be done and shall state that bids will be publicly opened and considered by the council at 8 p. m, on Thursday, March 8th, 1962, at the council chambers in the Village Ha11, and that no bids will be considered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashier's check or certified check payable to the Clerk for 5~ of the amount of such bid. Adoption of the preceding resolution was moved by Sha~or and seconded by Stone. Upon a roll call vote being taken, the following vote was recordeda Mortenson, Aye; Nilsen, Aye; Shavor, Aye; Stone, Aye. All four. present vooted for same. Trees Bonestroo, Rosene and Associates will see that the prograa outlined and recommended by Dr. Hard is carried out. a~. Vaz-lance, Dr. Variance request from ors Hurke regarding set backs at his Burke proposed home to be constructed on the corner lot at Hoyt and Coffman was discussed. Mayor Nilsen will present the papers to Geo. Plant, Chairman of the Planning Commission, with the recommendation that they grant the eariance as requested, if possible, urging gro t action inasmuch as time is of the essence insofar as'•~~y Burke is concerned.
