Stone, Trustee; Willis Warken- tien, Trustee; George J. Shavor, Trustee; W. A. Mortenson, Clerk. Also present were M. J. Galvin, Village Attorney, Wm. E. Olsen, Treasurer; Brad Lemberg, Engineer; and Ethel E. White, Deputy Clerk and Deputy Treasurer. On motion by Stone, seconded by Warkentien, the Minutes of March 8th were a-proved as corrected. (Page 1726, 5th paragraph, 3rd line "F. J. Stocker" changed to P. F. Stocker." Drainage, Clerk Mortenson read message from ?~Ir. Sullivan of the Share of Ex- Ramsey County Engineering Department, summarized as pense, Gott- follows: Our share of the expense at the Gottfried Pit fried Pit for 1960 should have been ~5Lt2.16, against which we should have a credit for l~lblt.90, leaving X377.26 which should have been paid in 1961. Our share this year is X233.08. Inasmuch as they have already closed. their books for 1961, they asked if we would pay `~51~2.1b and they will bill us X68.18 for this year. It was the feeling of the Council that we could cooperate to this extent. Aerial Maps Letter from the State Highway Department advising that near aerial maps would be ready about May was read. Kottke, Acting Secretary. Assessor It was moved by Nilsen, seconded by Warkentien and voted that Wm. P. Carroll, former Assistant Assessor, 1372 W. Iowa, be appointed as Assistant Assessor for the Village of Falcon Heights for the year 1962. Grade, Albert Letter from H. P. ?3runcke, 1710 No. Albert, regarding the Street grade on Albert Street was read and the Deputy Clerk instructed to look up past correspondence regarding this matter. Elections Letter regarding elections from County Auditor, Eugene Monick, was read and the Deputy Clerk instructed to check number of votes at the last Primary and General Elections. 1731 Attorney's There are no traffic cases Wending. :Bail for case Report: where offender asked for change of venue to ~dunicipal Court will be transferred to Municipal Court. Traffics Trees: The State Law pertaining to removal of dead trees applies to Agricultural and Foresty Projects. It would be possible for the Village`to insist on the re- moval of a dead tree under it's Nuisance Ordinance. Bus Service Engineer Lemberg feels it will be alright to route the buses the same as they were routed during the Spring break-up last year, i. e.l, the special bus, down Snell- ing to Larpenteur, to Arona to Hoyt and back to Snelling. 1lze other, Larpenteur to Snelling, to Roselawn, to Hamline and South to Larpenteur. .Audit Clerk Mortenson was requested to contact Haskins-Sells for a definite price on an Audit of the Village Books for 1962, to be undertaken after the Income Tax Rush. Adopted by the Village Council this 21st day of March, 1962, upon motion by Stone, seconded by Warkentien and unanimously carried. Alleys F. Ehrenkranz, 15011 Crawford, asked why the Village didn't plow alleys, stating she had had to park her car on the street for about a month because it was impossible to get into her garage due to deep snow, and, later, ruts. Mayor Nilsen said the Council took the stand that inasmuch as 3/!1 of the Village Residents didn't have alleys, it wouldn't be equitable to ask them to share the cost of plowing the alleys for the l~l1 who did have alleys. Attorney Galvin said he had talked to the men in charge of I 1731 the snow-plowing for the County, the City of St. Paul and the City of Minneapolis, and they all came up with practically the same answer -- most of their equipment is too large for alley work, and if they do have something that can get through the alley, they have complaints that they have broken fences, dumped garbage cans, piled up 3 or !t' of snow in front of garage doors, nicked garages, etc. After they finish the streets, the equipment has to go in for repair, which would mean a delay of several days be- fore they could get to the alleys. In the meantime, it would be more practical for those wishing their alleys plowed to make a block-by-block project, someone collecting 75¢ or a dollar from each resident and arranging for the hire and payment of someone who has groper equipment and can give good service, such as the Filling Stations, some of which have equipment suited for this type of work. Curb and Gutter Mrs. Tjernlund asked why it was necessary to have curb and gutter on Crawford. Engineer Lemberg advised that the corner of Simpson and Crawford had always been a trouble- spot but that the Village hadn't been able to do much about it because of lack of storm sewer. Now, that the storm sewer had been laid on Larpenteur, the Village was planning to take care of the troublesome areas as soon as funds became available, by rebuilding the street and installing curb and gutter which would provide a water course to the storm sewer, and protect the edge of the street mat from water which would otherwise seep under and cause the black-top to break up. Village T~Iayor Nilsen advised that Al Helbig had agreed to act as 1~.2aintenanee Maintenance Superintendent and take care of the work that Superintendent can be done locally such as street patching, repairing of signs, etc. Helbig was authorized to consult with Engineer Lemberg for a list of recommended tools and authorized to purchase same. Police Dept. Commissioner Arndt reported he had no problems in the Police Department, but that he had had specifications written up for a new Police car. The present car now shows about lt8 thousand miles. Warkentien moved that the Village Council authorize Attorney Galvin to advertise for bids for the police car according to specifications prepared. Seconded by Stone an d carried. Civil Defense Director tiYeet reportedt Atwo-thousand gallon tank truck was donated to the Village, but that it hadn't been picked up as yet. The first phase of the fallout shelter survey has been completed. Fcesults are being awaited to estimate our shelter capacity. The Village Hall has been designated as a temporary warehouse for the shelter supplies which can be expected at any time. They will be distributed from there to the approved shelters as soon as practical. All necessary paper work for matching funds has been completed with the exception of the oz~erational survival plan. 1?35 Loren Allen, County Director, has promised to cooperate in the writing of this plan, but has been unable to allocate the necessary time as yet. The distribution of "Fallout Protection' booklets has been completed. Staffing has come disappointingly slow. I have secured a Communications Chief (ham radio operator), one Auxiliary Policeman, and two or three others who will help in any capacity, but have very little time available. I spoke to the Executive Committee of the School District PTA and to a General Sleeting of the Falcon Heights PTA and regret to state that out of approximately 50 applications passed out, none was signed. I have already become obligated to take care of dogs, cats and children in return for the heh I get in Civil Defense. The Deputy Clerk was directed to contact Farber in an attempt to get identification on the used tank truck he has offered to donate to the Village. Fire Department Chief Gordon Nelson advised that they have been getting along pretty well, They had had no difficulty, no major fires, they were getting pretty good compliance with the recommendations made after fire inspections. Ydater Dis~aosa,l Engineer Lemberg advised he would see what could be done about putting a 16 gallon fuel tank on the pump. It was also suggested that a hole be dug, filled with concrete, a ring put in and the pump fastened to it to assure the pump will stay in position. A wooden box cover for same, large enough to Hermit ventilation, was also suggested.. Lemberg will furnish specifications. Stone moved that the Village authorize the purchase of 2 - 10' sections of hard suction hose and 1 strainer. Seconded by Warkentien and carried. Land Use Study Art Lindig was present. The land use study prepared by Bonestroo, Rosene & Associates was studied. Nilsen moved that the Village Engineer complete the Land Use Sdap for the Village of Falcon Heights and hand it to the council at it's next meeting. Seconded by Stone and. carried. Boundary Ad- After discussion, it was moved by Stone, seconded by justment Falcon Warkentien and voted that the following resolution be Moods adopteds WHEREAS, there has been an adjustment in the boundaries of Lots 5 and 6, Block 2, Falcon Woods .addition, Ramsey County, Minnesota, by a voluntary conveyance between the owners of said lots, and WHEREAS, it is necessary to correct the original assess- 1736 ment roll in the office of the County Auditor for the Village of Falcon Heights Sanitary Seiner Assessment affecting said lots, NOW THEREFORE, BE IT RESOLVED that said assessment roll be and it hereby is corrected and the existing descrip- tion of said property shall be as follows (1) Southerly 2 feet of lot 6 and all of Lot 5, Block 2 Falcon Woods Addition, Ramsey County, Minnesota, and (2) Lot 6, except for the Southerly 2 feet thereof, Block 2, Falcon Woods Addition, Ramsey County, Minn. And add to the assessment of lot ~, block 2 Falcon Woods Addition, Ramsey County, Minnesota an additional 2 front feet at the existing rate of said assessment. Idaho-Snelling lifter discussion, it was moved by Stone, seconded by Playground, 6 ft. Nilsen and voted to adopt the following resolution: Chain Fence RESOLUTION AUTHORIZING THE VILLAGE OF FALCON HEIGHTS TO BUILD A 6-foot CHAIN LINK FENCE AROUND THE SNELLING-IDAHO PLAYGROUND AND PONDING AREA, AND RECEIVE A CREDIT FOR THE TOTAL COST OF SAID IMPROVEMENT FROM THE STATE OF MINNESOTA UNDER THE PROVISIONS OF AGREEAdENT C-2601 BET'~~~EEN THE STATE OF MINNESOTA AND THE VILLAGE OF FALCON HEIGHTS. WHEREAS, the Village of Falcon Heights and the State of Minnesota have entered into an agreement, No. C-2601, by which the Village of Falcon~Heights will contribute $10,000.00 of the total cost of planned improvements and the State of P~Iinnesota will pay the remainder of cost of completed con- struction of a playground and ponding area at Snelling and Idaho Avenues in Falcon Heights, and WHEREAS, the Village of Falcon Heights is to receive a credit towards its share of the total cost of such play- ground and ponding area for such improvements to the play- ground and ponding area, as are shown on the plans and specifications attached to Agreement No. C-2601, and WHEREAS, the Village of Falcon Heights wi71 build a 6-foot chain link fence around said playground and ponding area, and the State of Minnesota has agreed by letters dated February 2 and February 11~, 1962, that the Village of Falcon Heights will receive a credit against its X10,000.00 share of the total completed cost of said playground and ponding area, for the total cost of said fence as shown by a certified bill of cost upon completion of said fence, NOW THEREFORE, BE IT RESOLVED: (1) Zhe Village of Fa~:con Heights is authorized to build a b-foot chain link fence around said playground and ponding area according to the plans and specifications 1737 as shown in l~greement No. C-2601.
