tien, Trustee; W. A. Mortenson, Clerk. Also present were M. J. Galvin, Village
Attorney; Brad Lemberg, Village Engineer; and Ethel E. l'~`hite, Deputy Clerk and
Deputy Treasurer. Absent: Charles P. Stone, Trustee; and. Wm. E. Olsen, Treas.
Sewer Lemberg advised that they had outlined two different plans by
which Hanson can hook up to the sewer, but that he hadn't hooked up
as of April 17th. Galvin advise d that he had talked to Hanson's
Attorney and advised. him that if Hanson doesn't hook up soon, he
may have a health problem.
Bids, 6' At 8 P. ~~~L, Clerk Mortenson read. advertisment for bids as published
Chain Link in the Rose Tribune and Construction Bulletin. Engineer Lemberg
Fence, Idaho- opened and read the following bids.

It was moved by Nilsen, seconded by Shavor and voted that the bids
be referred to +.,he engineer for checking and tabulation.
Engineer Lemberg reported he had checked the bids. There were no
errors,

WHEREAS, pursuant to a.n advertisment for bids for the improvement
of the Snelling-Idaho Playground area by the installation of 999'
of 6' Chain Link Fence and Appurtenances, bids were received,
opened. and tabulated according to law, and the following bids

AND WHEREAS, it aonears that Minnesota Fence and Iron Works,
2110 University Avenue, St, Paul, 3, Minnesota is the lowest
responsible bidder,
NOPf TH~~REFORE, TiE IT RESOL'JED BY 'IHE VILLAGE COUNCIL OF
FALCQN HEIGHTS, MINr1FSGTA:
1. The Mayor and Clerk are hereby authorized and directed to
enter into the a'tached contract with Minnesota Fence Works,
2110 University Avenue, St. Paul, 3, Minnesota, in the name of
the Village of Falcon Heights for the improvement of the
Snelling-Idaho Playground Area by the construction of a 6'
Chain Link Fence according to the plans and specifications
therefor a-~?~roved by the Villa~!e Council and on file in the
office of the Village Clerk.
2. The Village Clerk is hereby authorized and directed to
return forthwith to all bidders the deposits made with their
bids, except that the deposits of the successful bidder and
the next lowest bidder shall be retained until a contract has
been signed.
Adopted by the Village Council this 18th day of April, 1962,
on motion by VJarkentien, seconded by Shavor and unanimously
carried.
The Ad for bids should have specified 999 linear feet instead
of 936 linear feet. The additional 63 linear feet would bring
thecost to ~k292l1.35 net.

Ordinance 61t Galvin explained that the proper procedure is to refer all
requests for Hermits to the building inspector who is also the
zoning administrator. He shall determine that all building
permits comply with the terms of this ordinance, refer to
the council all applications for building permits in R3 and
" ~' along with plot plans, building plans and specifications
found to be in proper form as required. He shall also receive,
file and forward all applications for appeals, variances,
conditional uses or other matters to the Planning Commission
for their recommendation to the Council for final action.
Investments It was moved by Shavor, seconded by Warkentien and voted to
approve the following resolutions
BE TT RESOLVED that the ?~4ayor and. the Village Clerk are hereby
authorized and directed to purchase with funds in the Larpen-
teur Avenue Watermain & Pumping Station Improvement Fund up
to four thousand dollars worth of U. S. Treasury Bonds due
August 15, 1963, and to deliver all of said bonds, after pur-
chase, to the First National Rank of St. Paul to be held by
them in trust for the respective sinking fund accounts.
Watermain After discussion, it was moved by Nilsen, seconded by Shavor,
and voted to adopt the following resolutions
WHEREI~S, there will be increased demands for water services in
the Larpenteur-Cleveland area in the Village of Falcon Heights, and
WHEREAS, it will be necessary to make an additional connection
with the City of St. Paul Water System,
NC~`T THEREFORE let it be resolved that the Village Attorney is
hereby directed and requested to examine and investigate financ-
ing and assessing the watermain connection with the City of
St. Paul at or near Cleveland and Dudley Streets and Cleveland
and Larpenteur in the Village of Falcon Heights.
Streets Lemberg reported that '~cPhillips will start sweeping the streets
Tuesday morning. The traffic on Garden averages 775 cars in a 2!~
hour period. It was moved by Shavor, seconded by Warkentien and
voted that the Engineer be authorized to order a hose for the
traffic counter. Lemberg showed and explained the traffic pattern
he is working out for the Snelling-Larpenteur area.
Office It was moved by Nilsen, seconded by Shavor and voted that the
Supplies Deputy Clerk be authorized to purchase two #96888, 11x1? canvas
covered post binders at approximately ~Is.50 each.
Adjournment On motion, the meeting adjourned a 9;30 _
