Meeting was called to order at 7:00 P. M., the following Council Members being
presents Harold C. Nilsen, Mayor; George J, Shavor, Trustee; Charles P.
Stone, Trustee; Willis Warkentien, Trustee; W. A. Mortenson, Clerk. Also
present were Td. J. Galvin, Village Attorney; Brad Lemberg, Village Engineer;
Wm. E. Olsen, Treasurer; and Ethel E. White, Deputy Clerk and Deputy Treasurer.
It was moved by Stone, seconded by Shavor and voted to approve the minutes of
April 25th as submitted.

Audits Mr. Henning of Haskins-Sells was present. He reviewed the audit
with the Council; suggested a more detailed bookkeeping system and
secured the Councils permission to contact the Public Examiner
to ascertain whether our present system meets the requirements of
the Public Examiners.
Courts Clarence Rekstad was present and. he and the Council discussed plans
for building needed equipment for the Court Room.
Sewer: A. E. Fry, 1l~57 Iowa, reported that he gets clear water from the
main sewer in his basement after heavy rains. Engineer Lemberg
reported he had lamped the line, found an obstruction and called
Roto Rooter to ream the line. They found rags, plastic bags and
roots. Mr. Fry~s line is now draining, but Lemberg will contact
Rioter Rooter again and have them go in there with a bucket to
clean the main sewer line.
Planning, Art Lindig was present to 7iscuss development of his property and
Art Lin- it was suggested that he obtain legal advice to determine his
dig: property rights and then go on from there,
League of Letter from P,irs. Karl Vander Horck, stating that the League hoped
Yeomen ?dr. Dahl's sugges+ion that a portion of the tract near the ponding
Voters: area on the unplatted tract between Fairview and Tatum be purchased
for use as a recreation area, was read. After discussion, it was
determined that this purchase would not be practical without public
access.
Dogs: After discussion, it was moved by Mortenson, seconded by Shavor and
/voted to adopt the following resolutions
WHEREAS, the Vi11aMe of Falcon Heights has adopted an ordinance
Registering and Regulating the Keeping of Dogs in said Village,
being Ordinance No. 39, adopted April 11, 1956, and
WHEREAS, under the provisions of Section 1Lt of said ordinance,
the Falcon Heights Village Council is authorized to enact a resolution
prohibiting, for a liven time, any and all dogs from running at large
in said Village,
NOW THEREFORE, BE IT RESOLVED:
That any and all dogs are prohibited from running at large in the
Village of Falcon Heights from June 23rd to September 30th, 1962,
inclusive.

A dog is deemed ''at large" whenever it is off the property of
his owner or keeper and not under restraint. Such dog shall be
deemed under restraint only when it is controlled by a leash not
exceeding 6 feet in length, or is at "heel" beside a competent
person having custody of him and obedient to that person's
commands, or within a vehicle being driven or pushed on a public
street or within the property limits of his owner's premi$es.
An unattended dog on the property of another, without the consent
of such property owner is ~apge" and. not under restraint even °

Attys. Galvin rep,,grted he~will contact Dahlgren in an attempt to answer
Report Bianchi's~'question.~ The Insurance Company is investigating the
Bruncke-`and Hanson claims. Mrs. Youngner cannot build a multiple
dwelling without a variance from the Council. Disanto is entitled
to use his lot for R-1 purposes. Schommer is entitled to build a
swimming tool.
He vrill request the First National Hank to deposit the ~b10,000
due from the investment maturing June 11tth to the Sanitary Sewer
Improvement Sinking Fund account at the Falcon Heights State '3ank,
asking that the Falcon Heights State Bank advise the Deputy Clerk
when the money has been received so the ~oayment of X12,800.67
due the American National Bank for semi-annual interest and bank
fees can be made.
A ruling has been handed down that Justices of Peace are required
to advise the accused that he is entitled~Counsel and inquire if
the acused wishes to exercise that right.
Curb and Lemberg advised that a petition is being prepared and sent to R. J.
Gutter: Rechtiene who will contact interested residents and there is a
possibility that there will be more than one block of curb and
gutter requested.
Cross- After discussion, Shavor moved that the engineer be instructed to
walk have the cross walk striped with 12" stripes;'with 6" stoA lines
three feet back; +,o paint "Ped X" at the cross walk and to erect
"Caution" signs. also to yellow stripe the curb 30' back from the
S. ~"~'. corner of the intersection of Larnenteur and Arona. Also
repaint the striping in P~anle Knoll. Seconded by Warkentien and
carried.
Tele- Application of the Northwestern Bell Telephone Company to place
Rhone buried cable across Fulham Street adjacent to the north side of
cables Larpenteur Avenue was signed and. returned to them with the
request that they notify Engineer Lemberg so he can be present when
the installation is made. A~nroval was moved by Nilsen, seconded
by Mortenson and carried.

Sign: Approval of the sign requested by Lelarned's Beauty Shop and the

Used- The Deputy Clerk was instructed to ask Engineer Lemberg to examine
Culverts the used culverts at the back of the Village Hall and make
and recommendations for dis~oosal of same. Also the pile of gravel

Vaca- Warkentien reported Don Arndt advised him that he had pointed out
Lions: to Officer Smith that he was entitled to only one week's vacation
with pay as per the rules adopted P:4arch 19, 1959; but that if he
~,~ranted an additional two weeks, it would be all right to take it
on his own.
Street Stone moved that Albert Helbig be ap~oointed as Street Corcmlissioner
Comm.: at a salary of X50.00 per month. Seconded by l'tarkentien and carried.
