present: Harold C. Nilsen, ~~.4ayor; Willis';,~arkentien, Trustee; Charles ¢, Stone,
Trustee. Also present were M. J. CTalvin, Village Attorney; Wm. E. Olsen,
Treasurer; and Ethel E. White, Deputy Clerk and Deputy Treasurer. Absent:
Geo. Shavor, Trustee and W. A. l.flortenson, Clerk.
The PRinutes of June 11th we-~e approved as submitted on motion by lryarkentien,
seconded by Stone and. carried.
On motion by Stone, seconded by Nilsen, the Minutes of June 13th were approved
as changed. (Page 1767, 3rd paragraph, second sentence changed to read
"The Bruncke water damage claim" and the "Hanson Sewer Claim." Same page,
3rd ~oaragraph, 1st, sentence changed to read "9ianchi's question regarding
Fairview Avenue set-back on Sipes property.".
Convention Tt vras determined that the Village is not permitted, by law,
Expense: to pay expenses for wives accompanying delegates to conventions.
Courts W:arkentien reported a quotation of X368,00 was submitted for the
construction of the Judge's z3ench. It •~ras felt that this is
high and action was postponed..
Streets and It was determined that there would be no general oiling of streets
Alleys: and alleys this year. There may be a few bad spots that will have
to be taken care of.
Parking Plan The deputy clerk was instructed to mail a copy of the plan to
Snell-Larp.: Douglas Rees, 5000 'Ptayzata ~31vd. , ~flinneapolis, ~.?inn.
Used truck, Nilsen moved that the Village accept the offer of flflylo Chrysler,
culverts, Truck Engineering, 21lt0 Rice Street, to remove the 1917 Varhite
gravel, etc.: Tank Truck, serial 337975, 1962 Reg. No. TE W X55, which is to
be junked, the used culverts, gravel and other unusable material
from the Village Hall ?arking Lot as soon as possible, he to pay
the Village °~?_5.00 upon c9mplet~tion. Seconded by Stone ar_d carried.
Needs Letter from the County Vdelfare Department regarding cutting weeds
on the Julia Lindig property was read. Nilsen moved trat the Weed
Inspector proceed to have the weeds cut in the usual mangier and to
'seep track of the expense involved if necessary for the Village to
cut, with same to be collected or certified to the County Auditor
for co?_lection with. taxes. Seconded by Stone and carried.
Licenses On motion by Stone, seconded by Nilsen, it was voted to ax~prove
the following licenses to overate filling stations;

Sidewalks There was a discussion regarding sidewalks. T2embers of the
Council will make a survey to see where repairs are necessary.
Recreation T?rs. Kay VanderHorck was present to represent the League of
Vtomen Voters. There was a discussion regarding recreation during
which the following points were brought out: Until such time as the
Village has roads for public access to the Lindig property, the
property would be valueless as a nark. The work at the Iowa-Snelling
playground is proceeding slower than was anticipated because of the
weather. The warming house was removed at the request of a number of
parents and near-by residents. They are considering a 3 sided shelter
for changing skates. plan to have a hockey rink and. a general skating
rink at that location. The School District has an extensive summer
recreation program in which Falcon Heights may as well participate
inasmuch as we are paying our share toward it. Anything else would be
:- a.duplication of effort and expense. The Village is contemplating
asking the school board for permission to level off some of the
ground back of the Falcon Heights School to make it easier to flood
• and maintain skating rinks. Some thought has been given to a tennis
court at that location but no action taken. The Village needs help
from the parents of the children who would use these facilities, but
outside of the Viest Falcon Heights Area they haven't been able to
arouse enough interest. Other locations have shown some enthusiasm
for a while and offered to help and raise funds for equipment but
the few leaders soon lose interest because of lack of support.
Phil Stocker, Stone and ~"~arkentien are going to organize a. group
of helpers from the parents. P?rs. Vander Horck said she was sure
the League would help as much as they could and 1~arkentien said
they would be glad to get together with the League and would appreciate
any help they could give. The Village isn't large enough to hire a lot
of trained personnel and supervision. Even the City of St. Paul has
to depend on the Schools, the Ys, the Catholic Youth Association

etc. '~tarkentien said he would be very happy to attend. a meeting of
the League to learn ti^rhat material they had gathered and discuss the
matter of recreation.
Civil Defense Leo Weet advised that, 925 letters were mailed and 200 delivered in
person to the Apartment buildings,- He has lI~ applications and will
hold the first meeting at his home within the next two weeks. The
Operational Survival Plan is completed. It must be in the County
Civil Defense Office by the end of this month. It is the last of the
papers necessary for our participation in Federal Government benefits,
and, upon approval by the State, he will present a copy for Council
approval.
'Municipal Stone moved that Helbig be authorized to either buy a new battery
State Aid for the traffic counter or have the present battery repaired -

whichever seems most advisable after investigation.
Seconded. by Warkentien and carried.
Fire Hose Stone moved that the Fire i~epartment be authorized to acquire
250 of new fire hose at this time after securing adequate
quotations. Seconded by Nilsen and carried.
Streets Helbig advised they have 2 or 3 men working on the streets
every Saturday. It was suggested that it might be advisable
to have a crew on other than Saturdays to speed up the work.
Helbig said he could. arrange for this. Stone and Plilsen will
go with Helbig to make an inspection of the streets on
Friday night, June ?9th.
Survey Fire Adayor Nilsen advised. he had tried to contact Stanton regarding
& Police the survey he was planning to make this summer, but had been
Depts. advised that :Stanton was being delayed in Detroit and would get
in touch with him upon his return. So far, he has not heard
anything further from Stanton.
Attorney's Attorney Galvin advised Schommer is entitled to build a private
Report, swimming Wool. He can also maintain an office in his home.
If it becomes noisy, it becomes a maisance and. can be handled
under the nuisance ordinance.
He has asked St. Paul Abstract fir. an owner's report covering
the property of the Roberts Construction Company on Larnenteur
in Falcon Heights.
Ne talked to Dahlgren regarding the set-back on Sipes property
at Fairview and Larnenteur. The narrow side of the lot is
considered to be the front, which would mean that the side
yard. set-back abutting Fairview should be 30' according to
the new ordinance. He doPSn't think it would be v~rise to
insist on a 50' set back from Fairview, and doubts tha+., such a
ruling would be up-held by the Supreme Court,
?3. Rechtiene has not yet returned the petitions for curbs and
Q-utters.
The Insurance Company is considering the Hanson claim for
Sewer Damage and the Bruncke claim for water damage.
Parking Lot Engineer Lemberg is still working on plans for the traffic
Ordinance flow.
Election Galvin advised it will be necessary to post the resolution and
Precincts copies of the map shotiving newly designated voting precincts
at the deSi~hated Hosting places by July 7th.
Police Don Arndt asked permission to try a now schedule during Officer
Smith's vacation, advising that it would call for an addit.onal

police will issue tags to people who burn in the street and
who burn after hours.
