SPECIAL MEETING 8/1/62
Meeting was called to order at 7s30 P. M., the following Members of the
Council being presents Harold C. Nilsen, Mayor; W. A. Mortenson, Clerk;
Charles P. Stone, Trustee; Willis Warkentien, Trustee. Also present were
B. Lemberg, Engineer; and Ethel E. White, Deputy Clerk and Deputy Treasurer.
Absent: George J. Shavor, Trustee.
Building Letter of July 28th from. George Croft, resigning as
Inspectors .Building Inspector and Zoning Administrator, due to the
press of his private business was read. It was moved by
Stone, seconded by Mortenson and voted to accept Croft's
resignation with regret.
Mayor Nilsen moved the appointment of R. K. Magnuson, 1$10
No. Holton as Building Inspector and Zoning Administrator
for the Village of Falcon Heights. Seconded by Stone and
carried.
Special Hearing The Special Hearing was opened at 8:05 P. M. Clerk Morten-
Proposed Improve- son read copy of notice as published and mailed to the res-
ment of Iowa Ave. idents abutting Iowa Avenue, also letter sent to them.
by installation Mayor Nilsen advised that the Village had received petitions
of curbs and signed by approximately 75~ of the owners of property
gutters. abutting on Iowa Avenue from Hamline Avenue to Arona Avenue.
The Council then thought it might be well to include the
block from Arona to Snelling Drive to give the street a
"finished look", feeling also that the residents of that
block might want to have curb and gutter, and inasmuch as
the lax permits deleting part of a project but does not
permit the enlargement of it, this was done. Mayor Nilsen
reported he had contacted a resident of that block, asking
that he inform his neighbors about the proposal.
Engineer Lemberg outlined the plans pointing out that the
installation of curb and gutter would improve drainage and
preserve the black-top by preventing pot holes which permit
the water to seep under the mat thereby causing it to
break up.
The Council heard all who wished to speak for or against
the project. In the block between Arona and Snelling Drive,
the owners of five homes petitioned against the installation
of curb and. gutter. That represented. a 5/9 majority of the
property owners on that block. A fex people requested that
their names be crossed off the petitions covering the
blocks from Hamline to Arona. However, that still left a
strong majority in favor of the curb and gutter installation.
The following points were brought out: The Council would try
to hold the assessed cost to X2.50 per foot. The boulevards
would be blended in, sod replaced with cultured sod, boulevard
to property line crossings at corners would be finished with
concrete sidewalks, the street edge would be finished to
blend with curb and gutter.

Stone moved that the Village proceed with the curb
and gutter project on Zawa Avenue in the blocks between
Hamline and Arona, and eliminate from the pro3ect the
block between Arona and Snelling Drive inasmuch as the
property owners did not seem to favor curb and gutter
at the present time. Seconded by Warkentien and
carried.
After discussion, it was moved by Stone, seconded by
Warkentien and voted to adopt the following RESOLUTION
ORDERING IMPROVEMENT OF IOWA AVENUE HY INSTALLATION OF
CONCRETE CURBS AND GUTTERS FROM THE EAST LINE OF HAMLINE
AVENUE TO AND INCLUDING THE EAST SIDE OF ARONA AVENUES
WHEREAS, a resolution of the Village Council adopted
the 18th day of July, 1962, fixed the date for Council
Hearing on the proposed improvement of Iowa Avenue from
the Snelling-Idaho Ponding Area. to the East line of
Hemline Avenue by insta~lation of curbs and gutters, and
WHEREAS, 10 days published notice of the He•~~ring through
two weekly publications of the required notice was given,
and the hearing thereon was held on the 1st day of August,
1962, at which all persons desiring to be heard were
given an opportunity to be heard thereon,
NOW THEREFORE, BE IT RESOLVED by the Village Council of
the Village of Falcon Heights, Minnesotan
(1) Such improvement is hereby ordered from the East
line of Hemline Avenue to the East line of Arona Avenue
as proposed in the Council Resolution adopted July 18, 1962.
(2) Bonestroo, Rosene ~ Associates hive been designated
as engineers for this improvement and they are instructed
to continue the preparation of plans and specifications
for the making of such improvement as ordered by resolution
of the Falcon Heights Village Council on July 25, 1962.
On motion by Stone, seconded by Warkentien, it was voted to
approve the following RESOLUTION A'?PROVING PLANS AND SPECI-
FICATIONS ANA ORDERING ADVERTISEMENT FOR BIDS:
WHEREAS, pursuant to Resolution passed by the Council on
July 25, 1962, the Village Engineer has prepared plans and
specifications for the improvement of Iowa Avenue between
the East line of Arona Avenue and the East line of Hemline
Avenue by construction of concrete curbs and gutters and
has presented such plans and specifications to the Council
for approval,
Nd~ff THEREFORE, BE IT RESOLVED by the Council of the
Village of Falcon Heights
(1) Such plans and specifications, a copy of which are
attached hereto and made a part hereof, are hereby

annroved.
(2) The Village Clerk shall prepare and shall cause to
be inserted in the official newsoaner an advertisement
for bids upon the making of such improvement under such
approved plans and specifications. The advertisement
shall specify the work to be done, shall state that bids
will be received by the Clerk until 8 p. m. on the 22nd
day of August, 1962, at which time they will be publicly
opened in the Council Chambers of the Village Hall by
the Village Clerk and engineer, will then be tabulated
and will be considered by the Council. No bids will
be considered unless sealed and filed with the Clerk
and accompanied by a cash deposit, cashier's check, bid
bond or certified check payable to tk~e Clerk for 5~ of
the amount of such bid.
Snelling-Idaho t}n motion by Warkentien, seconded by Stone, it was moved
Playground Fence to approve Contractors Estimate #1 and fina3 in favor of
Improvement: Pdinnesota Fence and Iron Works, Inc., in the amount of
~2,Q?Q.59 covering labor and material on the Snelling
Idaho F1.ay~round Fence Improvement.
Adjournment: On motion, the meeting was ad3ourned at 10:15 P. M.
