RDGULAR MEETING AUGUST 22nd, 1962.
Meeting xas called to order at 7 P. ~.,-the folloxing Council .Members being
presents Harold C. Nilsen, Mayor; ~. A. Mortenson, Clerk; George J. Shavor,
Trustee. Also present xere M. J. Galvin, Village~Attorney; Brad Lemberg, Village
Engineer; 1R!n. E. Olsen, Treasurer; and Ethel E. Nhite, Deputy Clerk and Deputy
Treasurer. Absents W311is IRarkentien, Trustee; and Charles P. Stone, Trustee.
On motion by Shavor, seconded by Mortenson, the Minutes of the Regular Meeting of
August 1st xere approved as eubnsitted.
On motion by Shavor, seconded by Mortenaon, the Minutes of the Special Meeting of
August 7th xere approved as submitted,

Douglas Reea Letter of August 9th from Douglas Rees xas read. It brought out the
Business following pointsa They feel they should retain the present angle
Blocks parking, combined xith one-+way travel, xestward between the sidexalk
and the property line. They x111 proceed as rer the Village plan as
to the parking lot east of the bakery and the corner parking lot zest
of the ns~w store. Buffer area should be maintained in front of the
main entrance of new store. -One xay drive-out curb cut should be
preservedc Present drive-in curb cut near the corner should also be
preserved for use of the corner lot (in only). He has xritten the
Goodwill Society to remove their collection box. He requests that
the green raper and trash receptacle be removed, When blacktopping
fa conspleted, they rill do a thorough fob of striping including•
directional arrows .and painted traffic signs. He sugPeats3 brighter

Nilsen moved that the bids be referred to the Engineer for tabula-
1797 Lion and recomrlendation. Seconded by Shavor and carried.
.Lemberg reported: Art Boller Construction Company, 5612 Car-
vallis Ave., Minneapolis, Minnesota was low at X8,5$5.00.
Them was an error on Patterson's bid - it was totalled at
X10,636.00 but should have been $10,486.00. Bart Carlone's
check was short of the required 5~.
Lemberg recommended that the contract be awarded to Art
Holier Construction Company, 5612 Carvallis Avenue, Minneapolis,
who will start work in five days and complete in 18 working days.
It was moved by Shavor, seconded by Mortenson and voted to adopt
the following RESOLUTION ACCEPTING BID;
WHEREI~S, pursuant to an advertisement for bids for the improvement
of Iowa Street from the East line of Hamline Avenue to the West
line of Arona by the installation of curb and gutter, bids were
received, opened and tabulated according to law, and the follow-
ing bids were received complying with the advertisement:

AND WHEREI~S, it appears that Art Boller Construction Company,
5612 Corvallis Avenue, Minneapolis, Minnesota, is the lowest
responsible bidder,
NOV1T THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF FALCON
HEIGHTS, MINNESOTA:
1. The mayor and clerk are hereby authorized and directed to
enter into the attached contract with Art Boller Construction Co.,
5612 Corvallis Avenue, Minneapolis, Minnesota, in the name of the
Village of Falcon Heights for the improvement of Iowa Avenue
from the East line of Hamline to the West line of Arona according
to the plans and specifications therefor approved by the Village
Council and on file in the office of the Village Clerk.
2. The Village clerk is hereby authorized and directed to return
forthwith to all bidders the deposits made with their bids, ex-
cept that the deposits of the successful bidder and the next
lowest bidder shall be retained until a contract has been signed.
Adopted by the Council this 22nd day of August, 1962.

Sewer, Shavor moved that the surer stub connection for Don Arndt be
1lt1~7 Iowas dug up to discover the cause of repeated stoppage. Seconded
by Nilsen and carried. Lemberg is to make arrangements to
have this work done.
Amber After discussion, it was moved by Nilsen, seconded by Shavor
flashing and votedto approve the following resolutions
lights at
Crosswalks WHEREAS, the Village of Falcon Heights deems it necessary and
advisable to construct a flashing Pedestrian Traffic Signal on
Larpenteur Avenue, East of Snelling Avenue, and
WHEREAS Ramsey County has facilities for the preparation of
plans and specifications acceptable to the Minnesota Highway
Department for said signal lights, it is hereby resolved that the
Village of Falcon Heights requests Ramsey County to prepare
specifications and plans for such signal.
Assessment After discussion, it was moved by Mortenson, seconded by

~Phereas a contract has been let for the improvement of Crawford
Avenue between Arona and Simpson streets by resurfacing Crawford
Avenue and the construction of curbs and gutters on Crawford
Avenue and the contract price for such improvement is ~6,50I~.ltO
and the expenses incurred or to be incurred in the making of
said improvement amount to ~1t78.10 so the total cost of the
improvement will be $b,982.50, and of this cost the pillage will
Pay X5,503.50 as it's share of the cost,
Now Therefore, be it resolved by the Village Council of the
Village of Falcon Heights, Minnesotan
1. The cost of such improvement to be especially assessed is
hereby declared to be ffi1,l~79.00.
2. The Village clerk, with the Assistance of the Village engineer,
shall forthwith calculate the proper amount to be specially
assessed for said improvement against every assessable lot,
piece or parcel of land within the district affected, without regard
to cash valuation, as provided by law and shall file a copy of such
proposed assessment in his office for public inspection.
3. The Clerk shall, upon the completion of such proposed assessment,
notify the Council thereof.

Attorney's Atty. Galvin reported it is not lawful to require a license for
Report: selling farm products when sold by the grower. However, neither is
it lawful to sell spoiled or adulterated food.
He talked to Commissioner Rosen of St. Paul regarding sewer charges
based on meter sizes. Rosen will check in to the matter further.
1799 The City of St. Paul has discontinued the use of "Violation"
tags.
Swimming Pool permits are issued in triplicate - one is kept
by the building Ynspector, one is given to the applicant, and
one is sent to the Clerk's Office.
