T~iortenson, Clerk; C. P, Stone, Trustee; Willis i':~arkentien, Trustee. Also present were hf. J. Galvin, Village Attorney; Brad Lemberg, Village Engineer; and Ethel E. ti°Jhite, Deputy Clerk and Deputy Treasurer. Absent: Geo. Shavor, Trustee; and Vim. E. Olsen, Treasurer. Taxi Cab After discussion, Attorney Galvin was authorized to draw up a Grdinance: Taxi Cab Ordinance. Tic~nse: X11 requirements having been met, it was moved by Nilsen, seconded by Warkentien and voted to anorove the issuance of a Sewer Installer's License to Francis Wagner, Rose Plumbing, Roseville, Minnesota. Insurance Claim No. r,4C 75079, Date of Accident 9/1/62, other vehicle Settlement owned by Village of Roseville. ?~4idway Ford's bill in the amount Squad Car: of X98.01 was reviewed and General Release Submitted by Mutual Service Insurance Companies in the amount of X98.01 was signed and the deputy clerk instructed to return sane to Mutual Service Insurance Companies, 1919 University Avenue, St. Paul, Lt, Minn. Regional The Deputy Clerk was instructed to make reservations for the Meeting annual regional meeting and dinner to be held at the Holiday League of House, White Dear Lake, Minnesota, at 6:30 P. M., October 3rd, Minn. Mun.: for Shavor, Olsen, Mortenson, Nilsen, Galvin and Lemberg. War- kentien expects to be out of town. The Deputy Clerk to prepare check and give same to Clerk Mortenson. Street: L. Trana, 1911 Simpson requested the Village to black-toy a strip about 3' wide by 60' long where the bus cuts the corner at Rosela~m Rc Simpson. The matter was referred to Engineer Lemberg who will contact 3erthiume of the Ramsey County Highway .Department. Truck Storage: It was moved by Mortenson, seconded by Stone and voted to con- tinue to store the pick-up truck in Farmer's Union Garage at a rental of 410.00 a month through !t4ay of 1963, and that the Deputy Clerk so notify the Fire Department with a reminder May 1st. Variance, W. E. After discussion, it was moved by Warkentien, seconded by Stone Pipkorn, 1757 and voted to approve the following resolution: No. Hamline: WHEREAS, W. E. Pipkorn has made an application for a variance Hermit at 1757 No. Hamline, in the Village of Falcon Heights, and a copy of said variance is now on file in the office of the Clerk of said Village and. said application complies with the applicable ordinances, and WHEREAS, the Planning Commission of said Village has approved the variance and recommended the same to the Village Council NOfFt T~?EREFORE, be it resolved that said variance is hereby approved and the Clerk is instructed to forward a copy to the 1801 building inspector and instruct him to issue the required building vermit. Cross walk, The Deputy Clerk was instructed to write J. D. Swan, Executive flashing amber Secretary, Board of Ramsey County Commissioners, advising them light: that the proposal outlined in their letter of September 11th is agreeable to the Village of Falcon Heights. Trees: The inquiry of r.2rs. Charles Johnson, 1908 Simpson, regarding the trimming, of trees which are getting tall and top-heavy was referred to Engineer Lemberg who will contact Dr. Hard of the Tree Committee for his recommendations. Sewer Repair, Engineer Lemberg advised that Avoles had agreed that the Village 1l~57 Iowa. deduct X15.00 for bituminous mix to fill the sunken sewer trench at 157 Iowa. PERA,: The following figures were transmitted from the County Auditor's Office in their letter of September 15th: Contributory share at 6~ ~1,39la.13 Contributory share to amortize deficit at 2~'s 580.89 Contributory share for Police and Fire Fund at 9% 1,209.15 Contributory share to amottize deficit of Police and Fire Fund at 2~ 335.88 Total contribution due ?63,520.05 Requisition, It was moved by Warkentien, seconded by Stone and voted to Fire Dept.s approve the Fire Department's requisition #179 for Wheat Lights, sweeping compound and scouring powder. It was moved by Stone, seconded by Warkentien and voted to approve the purchase of the equipment and materials necessary to fit up the polls at Precinct !~, also the necessary locks and keys for ballot. boxes. Sewer Rental, On motion by Warkentien, seconded by Stone, and carried, it delinquent was voted to adopt the following resolution levying special accounts: assessments for delinquent sanitary sewer charges BE IT RESOLVED by the Village Council of the Village of Falcon Heights, Ramsey County, Allinnesota, as follows: 1. It is hereby determined that there are delinquent sewer charges against the properties hereinafter set forth, in the amounts set forth opposite the description of such properties. 2. A special assessment in the amount hereinafter set forth is hereby levied against each of such tracts respectively. 3. The total amount of such special assessment, in each case, shall be payable with the 1962 real estate taxes due and payable during 1963. 1802 4. The Clerk shall forthwith transmit a certified copy of the assessment to the County Auditor to be extended on the proper tax lists of the County and such assessments shall be collected and paid over in the same manner as other municipal taxes. 5. Budget: A special meeting was set for t~~onday, September 24th, for the pur- pose of discussing the budget. Brad Lemberg will present budget for contemplated street work at the meeting Wednesday, September 26th. Curb & Gutter, The Holier contracts were handed over to M. J. Galvin for checking Iowa Ave.s and mailing to proper parties. Street Sweeping: It was moved by Nilsen, seconded by Stone and voted that the Engineer be instructed to watch the streets with respect to fallen leaves and make arrangements for their sweeping at the proper time. Snelling-Idaho The Deputy Clerk was instructed to order 4 signs reading "Keep off Playground: Fence" to be made with holes in the corners so they can be wired " on to the fence at the Zdaho-Snelling Playground. Crawford 4~ve. Improvement On motion by Mortenson, seconded by Warkentien, it was voted to adopt the following RESOLUTION FOR HEAPING ON PROPOSED ASSESSMEN Ts Assessment Ro11: 1NHEREAS by Resolution Passed by the Council on August 22nd, 1962, the Village Clerk was directed to prepare a proposed assessment of the cost of improving Crawford Avenue from Arona Avenue to 1802 Simpson Avenue by resurfacing Crawford Avenue and the construc- tion of curbs and gutters on Crawford Avenue, and WHEREAS the Clerk has notified the Council that such proposed assessment has been completed and filed in his office for public inspection, NONI THEREFORE, be it resolved by the Village Council of Falcon Heights, lginnesota: 1. A Public Hearing shall be held on the 17th day of October 1962 in the Village Ha11 at 8 P. M. to pass upon such proposed assessment and at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment. 2. The Village Clerk is hereby directed to cause a notice of the Hearing on the proposed assessment to be published once in the official newspaper at least two weeks prior to the hearing and shall state in the notice the total cost of the improvement. The Clerk is hereby directed to mail such notice by U. S. pdail to affected property owners as is required by statute. Adopted by the Council this 21st day of September, 1962. Swimming Pools, Attorney Galvin reported that it is unlawful to drain the water drainage. from a swimming pool down a public street or alley and offenders can be prosecuted under Ordinance 20. Traffic It was moved by Warkentien, seconded by Stone and voted to Ordinance No 66 adopt Ordinance No. 66, an Ordinance Regulating the Use of Highways within the Village of Halton Heights Incorporating Provisions of the Pdinnesota Highway Traffic Regulation Act and the Minn.>sota Driver's License Act by Reference, Imposing Penalties for the Violation Thereof and Repealing Ordinance No. 56. Revolving It was moved by Stone, seconded by Warkentien and voted to Improvement adopt the following resolution: Funds WHEREAS, the Village of Falcon Heights adopted certain sewer rental charges under the provisions of Ordinance No. !t6 of the Village of Falcon Heights, as amended by Ordinances No. !t8 and 63, and, WHEREAS, said charges were adopted for the purpose of reimburs- ing the Village of Falcon Heights for necessary repairs, maintenance, and billing and collection costs for said sewer rental, and, WHEREAS, said sewer rental fund now has a balance on hand of X12,330.00 in the general account of said Village, and the reasonable cost of said. repairs, maintenance and billing and collection costs are fully provided for by the charges now provided for in Ordinance No. 63 of the Village of Falcon Heights, and 7 1 1803 WHEREAS, the Village Council deems it necessary, convenient and pradent to create a Revolving Improvement Fund for the general welfare of said Village, NOW, THEREFORE, be it resolved that, the sum of X7,500.00 be and hereby is transferred from a sewer rental fund of the general funds of the Village of Falcon Heights to a revolving improvement fund account in the general fund of the Village of Falcon Heights. Water: Attorney Galvin advised that the St. Paul Rrater Department will set up a meeting for some time next week. It was decided that the Village Engineer, and at least one member of the council, preferably 2, attend with the Village Attorney.
