Mortenson, Clerk; C. P. Stone, Trustee; Willis ~'tarkentien, Trustee; George Shavor, Trustee. Also present were M. J. Galvin, Village Attorney; Brad Lemberg, Village Engineer; Wm. E. Olsen, Treasurer; and Ethel E. White, Deputy Clerk and Deputy Treasurer. It was moved by Stone, seconded by Mortenson and voted to approve the Minutes of the Meeting of August 22nd, as submitted. Variances: Request for Variance by Geo. Zaier, 1892 No. Arona, for per- mission to enlarge his single garage to a double garage with the building line within 3' of his line, was referred to George Shavor. W. A. Mortenson will also look at the property. It was moved by Nilsen, seconded by Mortenson and voted to allow the variance for the sign for "Flower City" as requested by Macey Signs, Inc., as recommended by the Planning Commission, subject to the payment of the ?k5.00 Variance P'ee. It was moved by Warkentien, seconded by Stone and voted to allow the variance for the sign for the Falcon Heights State Bank as requested by Lawrence, Inc., as recommended by the Planning Commission, subject to the payment of the ~k5.00 Variance Fee. Civil Defense: Leo Weet, Director of Civil Defense for the Village of Falcon Heights was present. He advised that while the Village should be eligible to share in the plan where the Government would share half the cost of our Civil .Defense expense, Congress has not voted the money and it is possible that we-will not get any reimbursement from the Government. He advised that, after having made the survey of suitable shelter space available, he had been advised to thank those people who granted permission to use space in their buildings but to tell them that it had been decided not to go ahead with ±,hat project. Government plans are so indefinite that, while he has a group who have offered their services, he hesitates to go ahead. on anything because plans are cancelled almost as soon as they are made. He requested that his salary be discontinued, but said he would be glad to continue as Civil Defense Director for the Village and do all he can on an "expense basis" to include postage and gasoline. The Council is reluctant to discontinue his SS50.00 a month salary, feeling that he more than earns it, but at Mr. Weet's insistence, they compromised and Nilsen moved that the salary of the Civil Defense Director, Leo. J. Weet, be changed to $25.00 a month, effective January 1st, 1963. The motion was seconded by Mortenson and carried. The following resolution was adopted on motion by Nilsen, seconded by Mortenson and carried: WHEREAS the Vil-lags of Falcon Heights, by Ordinance No. 26 as amended by Ordinance No. 62 provides for Civil Defense and for 1806 protection of public health, safety and welfare in the Vi];lage of Falcon Heights during Civil Defense emergencies, and pursuant to said Ordinances, has appointed Leo Weet as Civil Defense Director, for the Village of Falcon Heights, and has provided for the compensation and expenses of said Civil Defense Director, and whereas by Resolution the Village of Falcon Heights has appointed Leo Weet as Civil Defense Director, and established his compensation at X50.00 per month, and whereas Leo Weet has asked that his salary or compensation be eliminated and whereas the Village of Falcon Heights believes that Leo Weet has done an outstanding job as Civil Defense Director of the Village of Falcon Heights, Now Therefore Fie It Resolved: 1 Leo V~~eet be commended for his services as Civil Defense Director of the Village of Falcon Heights. 2. The Village of Falcon Heieh±,s acknowledge the request of Leo Weet and hereby provides for compensation of the Director of Civil Defense at X25.00 per month. Sanitary It was moved by Stone, seconded by Warken tien and voted to pay Sewer, repairs the cost of sewer repairs at 1lt1~7 W. Iowa. to Village jDortions It was decided to hold up payment of repairs at 1372 W. Iowa to see if the owner, with the help of the Village At+,orney, can collect from the installer inasmuch as there was a viola- tion of the code at the time of installation. Treess Dr. Hard was present. He recommended a sanitation program consisting of removal of dead wood, removal of some dead trees, and the removal of some limbs where necessary to permit pene- tration of spray when and if it becomes necessary because of the threat of Dutch Elm Disease. He feels that, in all probability, Dutch Elm Disease will appear sooner or later and it has been proven that a spray program is cheaper than the removal of dead trees. By removing the dead and scaley limbs, you cut down the breeding places for the Elm Bark Beetle which causes and spreads Dutch Elm Disease. Dr. Hard will make a. survey this week and advise the Village of the sections to be .taken care of first. Water & Attorney Galvin, Engineers Lemberg and Bonestroo, and P~ayor Sewer Rental Nilsen had a meeting with the St. Paul Council regarding size Raters of water meters and sewer rental adjustment. Commissioner Rosen referred them to Leonard Thompson who asked that they make their request in writing. Attorney Galvin will write re- questing that Falcon Heights be billed for both water and sewer rental at the meter size which would be adequate provided the water pressure was what it should be. 1 1 1 1807 1 1 Crawford Ave. Galvin reported the Notice of the Assessment Hearing on Improvements the Crawford Avenue Improvement will be published and his office has sent notices to persons affected. Playgrounds: Warkentien moved that the Engineer be authorized to go ahead and have the Shelter for the Iowa Playground constructed as per plans outlined to the Council at a cost of approximately $350.00 to 4375.00. Seconded by Stone anal carried. tiYarkentien moved that Engineer Lemberg be authorized to buy the lumber and other material necessary to constr1zct 1 Hockey Rink 80' x 150' for the Idaho Snelling Playground and 1 - 80' x 120' for the Falcon Heights Playground at the lowest price he can obtain from the four sources he is going to contact. Seconded by Stone and carried. Budget Lemberg submitted copies of Engineer's Report for 1962 and 1963 broposed budget to all members of the Council. He will send 5 extra copies to Mrs. betty Ernst for the League of Women Voters. League of r~4rs. ?ietty Ernst was present to represent the Falcon Heights Women Voters: League of Women Voters. Cross walk Lemberg was authorized to have the sign which is set out in the middle of the street as the cross-walk repaired. Special Meeting: A special meeting was set for 7 to 9 P. M. Friday, October 12. Budget should be finalized after the Crawford Avenue Bills: Adjournment: On motion by Stone, seconded by Mortenson, the following bills were ordered paid: Theo. H.
