?~rleeting was called to order at 7 P. I:R., the following -members of the council
being present: Harold C. Nilsen, I~dayor; ?":~. A. I:ROrtenson, Clerk; Charles P.
Stone, Trustee. Also present were M. J. Galvin, Village Attorney; Brad
Lemberg, ~Iillage Engineer; V'dm. E. Olsen, Treasurer and ~,thel E. Vlhite, Deputy
Clerk and Deputy Treasurer. .Absent: Trustees Shavor and '~nar'~centien.
On -notion by "_.4ortenson, seconded by Nilsen, the minutes of the Special `~Reet-
ing of October 17th were approved as submitted.
Special ';~ayor Nilsen advised that Frank Stanton of Stanton-Pittlekow
Informal Rc-Associates, management consultants, completed the survey
TQeeting: of Fire and Police department salaries and will be present to
discuss same at 7:30 P. ?{., November 1st, with any members
of the council who can be present.
License: .All requirements having been met, it was moved by Nilsen,
seconded by Stone and voted to approve Master Gas Installers
License: #168 for Tony Ferro, dba Standard He~+,ing Co., 169.

Fire Dept.: Letters from Dr. Duane Ausman certifying that Lloyd W. Siewert
apd Edward Eicher are in good physical condition and. can par-
ticipate in the duties and activities of the Falcon Heights
Volunteer Fire Department, were read. It was moved by Stone,
seconded by Nilsen and voted to approve Siewert and Eichert:as
probationary members of the volunteer fire department for six
months, after which the fi-re department is to refer them back
to the council with their recommendations as to regular mem-
bership in the fire department.
Telephone It was moved by Nilsen, seconded by P~dortenson and voted to
cable; approve application of the N. ~~;. Bell Telephone Company to
place a 'ouried cable on Tatum Street from Larpenteur Avenue
North for a distance of 150', subject to inspection by the
Village Engineer.
Parks and Play- It was moved by Nilsen, seconded by Stone and voted to
grounds: authorize Al Helbig to purchase enough 2 x 8s to enclose the
pleasure skating rinks at Falcon Heights School and the
Idaho-Snelling Playground.
Trees: Wm. t~.~orin was present. He submitted letters of recommendation
from the University of Minnesota and showed his St. Paul
License and his insurance policy. He also submitted his
written proposal with Writes based on hauling cut out branches
to Pig's Eye. If a chipper can be obtained from the University
of Minnesota or if arrangements can be made to burn the
material on either the Fair Grounds or University property,
the price should be less. After discussion, it was moved by
Stone, seconded by Nilsen and voted that "64orin be hired to do
the work on Simpson and Arona.

Water; Stone moved that the Eneinper (Brad Lemberg of Bonestroo,
Rosene ~;:'~ssociates) be authorized to make a study of the
feasibility and cost of providing the necessary mains and
whatever else is needed to get the correct pressure and
provide municipal water for all property b'iest of Snelling.
Seconded by Nilsen and carried.
League of T~.4rs. Strom, Commonwealth Terrace, was present to represent
Women Voters: the Falcon Heights League of V'~omen Voters.
Civil Defense: Attorney Galvin advised that each municipality is authorized
to levy for Civil Defense, over and above it's regular budget,
20¢ per capita (in our case about X1100.00) for Civil
Defense. Also an extra amount for equipment, and the auditor
will allow the Vi~lage to assess the additional tax. Ple
have until November 15th to levy that s-,ecial tax. ?t4ayor
Nilsen has contacted Leo Peet, Director of Civil Defense,
who will make his recommendations very shortly.
Engineer's It a-spears that the set backs,. narking and landscaping at
Report: the Roberts Apartment do not comply with Ordinance 6l~. It
also appears that the Carroll garage. is about 7' on the
Roberts -?roperty. He a.nd Attorney Galvin will check
further.
~.4apss The. Deputy Clerk was instructed to order 1 cony each of
map of sections 15, 16, 17, 20, 21, and 22, township 29,
range 23 from P~onald V. ~'owers, Ramsey County Assessor,
they to send the.. tracing to Rogers and have them make these
prints, billing the Village directly.
,Lemberg also reported that Boller has some 'Ffeathering of
asphalt"to do to improve grading but that they are just about
through and have done a food job.
Just about all the leaves are down and. he will make arrange-
ments for sweeping the streets.
Streets: After discussion, it was moved by Nilsen, seconded by Stone and
voted to .approve the .following RESOLUTION ORDERING ?'REPARATION

WHEREAS, a report has been prepared by ?3onestroo, Rosene and
Associates with reference to
1. B. PRO?'OSED 1963 ~,~. S. A. CONSTRUCTION: Complete recon-
struction of Pascal Avenue from Larpenteur through Crawford
including sub-base, base, surface, concrete curb and gutter,
storm sewer and resodving, and
2. B. .DR~POSED 1963 VILLAGE ~'ROJECTS: (a) 5ea1 coat.. all
streets except those between Ruggles and Roselawn and Namline

and Snelling, also seal coat one alley which was omitted
in 1961. (not including recent Ad. S. A. projects).
(b) Reconstruct Crawford Avenue from Simpson to Pascal
to include base, surfacing, concrete curb and ~u'ter and. re-
sodding boulevards that may be disturbed. Curb and. gutter to
be assessed at the rate of X2.50 per linear foot, (proposed
assessment deducted from estimate). (c) miscellaneous
patching and repair of streets and ditches,
and. this report was received by the Council September 26, 1952,

FALCON HEIGHTS, ".ZI~dT?F;S~TA:
1. The Council will consider the improvement of said streets
in accordance with the preliminary survey and report by
'3onestroo, Rosene and Associates, and the assessment of the
abutting property for all or a portion of the cost of the
improvement pursuant to rdinn. Stats., Secs. 129.011 to
It29.111 (Laws 1953, Ch. 398, as amended) at an estimated.
total cost of the improvement of ~39,8l~lz.00.
2. The Council will set a date for a Public Hearing on
the proposed improvement at a future date.
3. The Engineer is authorized to do such field work as is
necessary in order to prepare the final report and estimate
of the cost of this proposed improvement.
Attorneys Galvin will notify the Village Attorney of North St. Pauli
Report: that our a+,torneys will prosecute any txaffic cases that
have been transferred to their court.
Investmen ts: It eras moved by Stone, seconded by Nilsen, and voted to
purchase with funds in the Sanitary Sewer Improvement No. 1
Sinking Fund a~nroximately 9n30,000.00 worth of U. S.
'T'reasury `Sills due IBecember 27th, 1962,
Also to purchase with funds in the Larpenteur Avenue~igatermain
& Pumping Station Sinking Fund approximately X2,000.00 worth
of Treasury Sills due A.Tarch 28, 1963,
4nd to purchase with funds in the V~Iatermain 1960 No. 1
Improvement Sinking Fund about eight X1,000.00 bills which
can be sold as necessary to meet obligations,
Also that about ?6,000.00 in the ~"~atermain Connection Fund
be invested as per recommendations by 'r. ^Tanske, Asst.
~'Tgr. of the P~unici~,al Bonds Fiepartment, First National Bank,
And that the First National `dank be ins+,ructed to hold all
the above instruments in safekeeping for the Village.
Sewer Galvin has contacted Conlon by letter, with copy to Rosetown

Sanitation, asking why installation wasn't made as
agreed.
He will contact Spiegler regarding landscaping.
