~.4eeting was called to order at 7:30 P. id. , the following i~.?embers of the
Council being present: Harold C. Nilsen, A,4ayor; George Shavor, Trustee;
Charles Stone, Trustee; 1r~. A. ':~Zortenson, Clerk; and Willis ~Aiarkentien,
Trustee. Also present were Brad Lemberg, Village Engineer; I~. J. Galvin,
Village attorney and Ethel E. ~"Thite, Deputy Clerk and Lienuty Treasurer.
V~arming House: Engineer Lemberg showed plans for the contemplated warming
house to be located at Idaho-Snellinp~, same to be 16 x 20',
concrete block construction, v~ralls to be 8" light blocks,
wood doors with aluminum kick plates, windows to be pro-
tected by screen inside and outside, forced air gas heater
' up in corner.
After discussion, it was moved by Warkentien, seconded by
Stone and voted to adopt the following resolution:
WHEREAS, pursuant to resolution of the council adopted
October 26, 1962, a report has been prepared by Bonestroo,
Rosene ~ ~!.ssociates with reference to the construction of
a warming house at, the Idaho-Snelling Playground and this
report tr~as received by the council on November 7, 1962

1. The council will consider the construction of a concrete
block warming house for the use of the Vi1_lage of Falcon
Heights for recrea+„ional x~urnoses at the Snelling-Idaho
recreational area in and for the Vi7.lage of Falcon Heights,
i~.~innesota, according to plans and specifications on file
in the office of the Village Clerk.
?_. The engineer is authorized to advertise for bids to
be published in the Villafie official newspaper, the Rose
Tribune, November 1~., 1962.
3. Bids wi,~l 'oe received November 26th, 1962, at 10 A. ~:4.
Fire dept. Albert J. Helbig, Fire Chief, was present. He said it was
the feeling of the Fire Department that the 1K years of service
required before a 3 week vacation was granted should be cut
to ten years. The Fire Department also feels they should
have a uniform allowance.
Civil Defense: Leo Vteet, Civil Defense Director was present: He advised
the Village has authorized shelter space for 4,589 people
outside of the University property. The University has the
capacity to shelter 3,122 persons. However, he has not
had time to make final arrangements wi±h the University.
Attorney Galvin will contact Attorney Tierney of the Univer-
sity on this matter. ~'deet advised that shelter supplies
will soon be available and he will see that the approved
buildings are stocked. The work is getting to be more

than he can handle alone and he must have some
assistance. He recommended a mobile communication van.
In his opinion, food, shelter and communications are
the most important items. It was moved by V~~arkentien,
seconded by Stone and voted +,hat Al Nelbig, Fire Chief,
and Donald E. Arndt, Police Commissioner, be authorized
to sign, along with ~"~eet,the papers which will enable
the Village to buy Civil Defense Supplies.

A.ttorney's re- A+.,±orney Galvin reporteds Spiegler will line up his
Wort: landscaping for planting early next Spring. The Lindig
plat is being held up Wending receipt of plans being
prepare^ by the Vi~la~e Engineer. The Carroll garage
will be moved to comply with s*~ecifications. He feels
it is more economical to continue with the J. P. Court.
If we were to go in with other Villages where there
is a paid Judge, vre would have to pay a proportionate
shire of his salary, turn over a proportionate share of
the fines, and pay for own own Counsel. As it is, we
nay our Counsel and keeA the fines.
Election The following Election Boards for the ?iillage ~.l.ection,
Boards: December ~, 1962, were arnroved on motion by '~ortenson
and seconded by Shavor:
